i have often said this city can be the city for the 100%. that is, everybody can have a chance to fulfil their dreams and make sure they can have a stable economy for themselves and for their families. i think we're on the verge of discussing things that would invite other members of our city family, our department heads of that work in the tax section or in planning or in land use, to be involved with a discussion, an ongoing discussion that would potentially invite an open up our economy and modernize it even further. i think we're at a task where, quite frankly, a year ago, for example, david chiu and i do not know the outcome might be except that we were in fear that a company called twitter might leave our city and that thousands of jobs will leave us behind. so we took a little risk and suggested that we might be able to revamp our tax code for the benefit of job creation. and little did we know a year later that that invitation has caused over 125 companies to locate themselves in our city, creating thousands of more jobs, creating an

they have good -- because of our diversity in this city and because it is a city that people like to come back to once they visit. i used to be proud of this city. i'm beginning to think differently. there is a negative spirits in this city and it starts right here. anywhere we can get some money, let's try to get it. even if it means closing churches because the people will not be able to pay to park. thank you. [applause] >> he is the last person. >> good afternoon, mr. chairman. i am a taxi driver. i would like to support -- they are the mainstream of this city. sunday, a lot of people come to the city, they eat in restaurants, shopping. everybody feels safe for sunday parking. you are going to lose a bunch of money for the city revenue. we have 10,000 american people retiring every day in this country. they are only driving on sunday now because they still sunday is a safer day for driving. i look at your budget, $840 million. 850,000 people live here. it is about 4% of their income. thank you. chair nolan: we will declare the public hearing is closed on the budget issue. one mor

he is very familiar with the incredible work that spur does with the city, because of his work as a city administrativor,a lot of us from his vantage point of the mayor's office. i would like to recognize the department heads and elected officials. i know i've seen some of you here. thank you for coming out to support the fund workover our city employees. it is a privilege to me in particular to be here because i have had the opportunity for the last several years to be on the selection committee for the good government awards. it is really a treat. as a human-resources director, i get a lot of bad news. some of that gets in the newspaper. with all due respect to our brethren in the press, it's always a good story to write about bad behavior that may happen in a city department or that a public employee may have engaged in. we are the largest employer in san francisco. it is only natural as some of that bad behavior may fall on our doorsteps. it is refreshing to see some of the wonderful work people are doing, who really personify the ethos of san francisco. i want to celebrate that. on

[applause] >> thank you. i think we will also year from supervisors got -- supervisor scott wiener. >> this turnout's shows how significant this is to the future of the city. we were with a smaller group earlier. i will stress that san francisco is a city with a dichotomy going on. in many ways, we are a cutting edge city in terms of technology, food, transportation, there are all sorts of things where we are ahead of the curve. we attract a lot of people like you who are forward-thinking and want to do things in a different and more innovative way. we're also a really old school city. the change is challenging. david and i talk about this a lot. we're trying to do things differently. we get a lot of reflexive push back, whether you are talking about cars sharing on streets, or changing zoning to create new housing to make the city more affordable and inclusive. you have those kinds of di

are for our city. it is also a spending plan. how are we going to spend our money in the coming two years? generally in san francisco, we spend about 50% of our dollars on personnel, all the people who work for the city. about 26,000 of them. and about half on everything else. we also spent about 50% in what we call our general fund and 50% in what we call enterprise fund. as many of you know, and as the supervisor mentioned, we have more than 50 city departments. everything from the mta and the puc to health and human services, police and fire. i like to think of the enterprise departments like the city's small businesses or the city's business operations. we do not mix our home expenses with our business expenses in our home budgets, and we do not do that for the city. so what do we spend our money on every year? we spend our money on our priorities, things like community health, things like social services, police and fire, rec and park, all of those things that are the core services and priorities

i will make sure the city's discourse is positive. we will not prevent the foundation that provides us with economic growth. let's move forward together. thank you very much. [applause] >> good morning, everyone. i am the executive director of the bay area. we do not get a turnaround you get. and is our honor and privilege to host you, mr. mayor, city college of san francisco, a leading companies in san francisco, and fellow community organizations. we open your bay area three years ago this past tuesday and will come to our class of 80 students. we are trying to solve two problems of the same time. the first is that companies are struggling to find talent, particularly in the field of technology. at the same time, there are thousands of talented young adults in the city and more than 5 million across the country looking for the opportunity to build a meaningful career. our students go through five months of intensive training and hard i.t. skills and the increasingly important soft skills of communication and professionalism. this is

to be a transit-first city.t was a wonderful thing because that has guided us for so many generations, and it has guided me to today that we are still a transit-first system. this is why we invest in our chances system. while we are going to make sure it is not only serving all of us, but that it welcomes in the new route we are creating that mayer brown has worked so hard to get established. now, with the help of senator feinstein and the help of so many of our delegation and state representatives, we will start and finish that central subway that will also be the complement of the third street light rail. that will be another admission that we look forward to our transit system representing, to connect up eventually to what we have already started at the transbay terminal so that all of our muni transit system can connect up to the wonderful world of high-speed rail. that will be in our lifetime. not just a wish. we are taking steps to make sure that is a reality. that is our future. we cannot risk the inabili

i'm the city administrator for the city and county of san francisco. this last year i have had the honor of working with board of supervisor john avalos. mayor ed lee, all of the city departments who are responsible for delivering capital products and co-chairing a local policy hiring working group. last year we were able to put our heads together, work collectively to implement this landmark policy to bring to wherever -- whenever we are implementing our capital projects to make sure that our monies also go to providing local jobs to this communities that are impacted by our capital projects. we work together with a different department head to maximize existing resources and to minimize costs and we have successfully done that. i want to thank all of our department heads here today, department of public works mohammed nehru. teresa sparks from the human rights commission, the public utilities commission. i would like rec and park for hosting here at the playground. this is one of the projects that is under construction and that are hitting its local

i've been working really hard with the supervisors to create an investment-friendly city, a city thatelcomes job creation. jobs for everybody, not just for downtown folks. i'm not here in the neighborhoods, also, and making sure that our board and i care about the neighborhood corridors. we're out here on events like sunday street's premier out here for all kinds of different reasons, because we care about every single neighborhood in the city. we want all of you to feel the richness of the city. it is not just for downtown. it never has been. i want you to know that and what you to know we listened very carefully. we are getting better. guess what? we still got a deficit. we have a two-year budget process. we are challenging ourselves a little bit more. about $170 million deficit for 2013. having said that, the $170 million is better than what it was six months ago. as our economy has benefited from some good sales revenues, and some of the buildings are occupied, we have a better revenue stream all the time. we knocked it off almost $129 million than what it was a few years ago. it

in fact, the units that are in front of city san francisco, in front of city hall, are actually those units. the second partnership by wanted to mention is one i will be talking more about tomorrow. it is with sun power. this is a really need a partnership. not only can you drive 100% on electricity with our focus electric, but for a reasonable amount of money, you can actually put solar on your roof that has been sized for that big goal and can provide you with essentially frequent electricity for the next 25 years. essentially that is the warranty on the system. we're happy with the partnership. we think that the blend of sun power and solar and focus electorate can be a powerful combination. we have also partnered with other companies as well. and these companies are not just companies. their electric utilities, municipalities, and they are ngo's as well, including cities like san francisco. i wanted to personally take this moment to applaud the city of san francisco for leading the way in electrification under mayor lee's leadership. and really, the last example i want to share is

because the result of it is the greater city and a more caring city, a city that is going to be not just greener, but it will be one that will be healthier for everybody. and that is the attraction of san francisco. people all over the world come to san francisco not only for its innovations but for its reflection of care it has with the environment. that is what distinguishes our city from some many others. so happy to have a lively department of the environment that works with everybody to make sure we are reaching out to all of the different cultures that come here and establish themselves here. there is no cultural barrier when it comes to caring for our environment and caring for the world. we have to have the same language, the same attitude that we care about all of our communities, and we have to get everybody involved. no matter what economic scale their act, no one should be left out of this great goal that we have for the city, to be a city for everybody. and fresh fruits and vegetables are health in terms of our own bodies and our communities and in terms of the health in thi

i was most proud to work on city hall. the integrity of the san francisco waterfront partners preserving the interest of the city's community. the plan shows details of a pretty open space. of course, jackson, and so it's very impressive once they get it done. listening to the committee, waterfront partners has added amenities which include an addition of the 4500 sq. ft. children's park, which is pretty much needed down there, too. ground level dedicatee 77% of the land. the public and neighbor of use. lawn areas, benches, trees, and more. so everybody can use them when they go walking around the waterfront. how many residential housing projects have bicycle facilities with showers and a locker rooms? kudos to the person who came up with that idea. the time and energy producing a project of this nature deserves its due. again, i support the approval of this project. thank you. >> tim, allen, jay. >> good afternoon. my name is lilly. i am an artist. the golden gateway development was once used to demonstrate accident -- ex

a successful corporate citizen with the city. a successful philanthropists, as they have shown time and time again. just yesterday with the community giants fund and the giants a junior baseball, they are a part of our lives, part of what we think about in san francisco when i get to say to other mayors across the country, i am from san francisco, home of the giants, not just the baseball team. they are now part of a whole outlook of what we see as investor confidence who struggle to find their partners in the private sector to build them. as you look through this and as you get as excited as i am and see the exciting spaces that are being created, you will be reminded that historic pier, pier 48 is about to be refurbished again, honoring for years with the port has challenged many people to do in the events that have been hosted here. aid has helped us revitalize our port property and finding more people to use it. as we have done with places like port mason, a complement to our convention and tourist business that is still our

city still is done by car. we need to change that, and the only way we will change that is if we get an investment from youth, a cross-section of the city, across social demographics, not just low- income but all youth. the only way we will do that as it we really make muni free for all youth. as one to come up and say that. >> i said that. my name is desmond miller from larkin street services. san francisco is taking a $4 million cut the services. in addition, due to the change, and the serving women, infants, children, and yet, we know said in cisco is taking a cut to services or positive youth -- we know san francisco. we reduce medical care and mental health care to and that of gravity services. we are asking the mayor and board of supervisors to help mitigate the effects of these cuts, and the positive youth especially. again, i am the management of hiv testing and prevention, and you would be eliminating my position as well as those of my staff and our ability to get too specific, targeted a chevy testing

inside the city. at best, it is shortsighted and at worst, it is hypocritical. the competitive disadvantage to create hurts my business. the same is true for many city providers. i would urge you to take a look at that and look at how much revenue as being blood outside the city and necessarily before considering additional taxes on small businesses that are already struggling. it is extremely hard to keep a small business in business in this city. we are all here because we love it and we want the individuality we get to express because we agree with the politics and beauty of san francisco. but it is incredibly difficult to stay here and maintain the ideas -- ideals and maintain a successful business. local businesses provide a tremendous amount of jobs. when you talk about making jobs, small business is the place to do that. hamstringing as with a gross receipts tax is not going to help the situation whatsoever. you could look at statistics on a turnover of small businesses in the last couple of ye

when we talk about a tale of two cities, some of the city departments are serving very poor people. some are very specific. some in district 8. these are the problems we want to make sure to urge you to prevent from any cuts. that would drive the folks that are leaving -- the bad story of the mission, driving them into the streets and driving them into more desperation. also, interdependency. i will touch on four programs that are very interrelated. first, maintaining housing. last year, we were here asking you for the same. 55 units of support of housing in the mission. as you know, our housing stock cannot meet the needs of homeless individuals. there are currently 800, as individuals waiting for placement. 1/3 dealing with the start of hiv aids. outside the delores hotel is probably the largest number of spanish speakers. also, the loss of those units could cost about $1 million per year to the city. we also want to preserve hiv aids services in the mission and throughout the city. our community is very grateful you have made the savings through june. we know we are expecting cut

not many cities can boast that. in the last year, it has dropped since mayor lee and we at the border supervisors came into office. for me, this continues we are doing at city hall, our mission. and a real point to the students here. please know that city hall and your local government is here because we want to create a better future and we are working for you. we will not rest until we deliver on that promise. congratulations to everyone. we look forward to seeing this make a difference four years to come in our city. thank you.
