like many other cities, we are congested in our parking. parking is really a challenge in the city. for people who own vehicles, and introducing people to car- sharing programs and ideas have been a wonderful experiment for us. as you know, we have been working to create not only public garages but also in congested neighborhoods. when a private company like bmw registers their interest in car- sharing, that is a complement to the direction we are heading to be morris -- more sustainable. i want to think bmw for being here. we are in negotiations to get us into our fleet so we can utilize. unless we do it with the latest technology, people will not appreciate the mayor driving a bmw. [laughter] but we are doing it for the right reasons. i want to showcase that as we lead this country into a thought process, a challenge that our major cities, our urban settings can have solutions to our parking problems, have sustainable mobility as part of our alternatives in the vehicles and car-sharing as a principle for us to join our automobile makers as well as our vehicle owners and rentals as

we need to look at what we do as a city and was services we offer. we have 26,000 city employees. our payroll and fringe benefits for city employees accounts for over 60% of our budget. if we are not willing to look at that issue, i do not think we are going to solve -- i know we will not solve our long-term financial issues. that, to me, is the biggest deal. second, it is about job creation. jobs are not just putting people back to work, which i think is the highest priority, but it is all the ancillary benefits we received, whether it be payroll taxes, an increase in property taxes. people who live and work in san francisco also shop at local restaurants, so shop at the local retail stores. it is a huge economic impact in san francisco. in my opinion, it is getting our costs under control but also promoting economic development so we have a financial engine that will continue to promote us year after year. >> what are your ideas on dealing with the issue of homelessness in san francisco? >> i am one that thinks mayor newsom did a great job thinking proactively about what we need

and within the city.in my research, the landscapes that flourished and endure are rich in urban fabrics. revealing the choices of residents and visitors alike. the settings are admired for the multitude of ways that they support being in place in the city in the neighborhood, and in the room. in viewing of the long, tradition of the city building, these have been the norm. it is not until the middle of the 20th-century that development and design move from building fabrics to building objects. after world war two, middle- class americans were encouraged to move into the suburbs. with miles of highways and subsidies for family homes. city centers were depopulated and buildings were abandoned. federal funding supported raising city land, either to build new infrastructures, or for urban renewal. it was at this time that there was a cultural paradigm shift in the rebuilding of the cities. everything was a clear sight, without historical or cultural or formal connection to the larger context, which is the cit

we manage the city's accounting family. the accountants come through processes administered by the comptroller's office. -- controller's office. over half of the participants in the program to come from local colleges and schools. getting them in the door, getting them into the accounting family, there is a ladder from there for the city's accountants where they grow. at this point, i think the vast majority of the senior accountants came in at the entry level through this program and kind of have grown up through the program. this is probably the single best thing we can do in terms of local hire andyouth opportunity that is under our direct control. again, we use public service aid to hire others on a periodic basis throughout the year for short-term assignments. language access, we are a tier two language access department. unlike many of the departments you have had here today, the largest public use we have in the office is in the claims unit. these are individuals filing claims against the city. we take them and we wo

i think we're in a very difficult city. we have tons of permits, tons of different apartments to go through. i wish there were a way to streamline the process, just to make it easier for them to be here in san francisco. >> what are your thoughts about expanding the tax breaks, giving business to other areas in your district? >> i talked a little bit earlier about raising taxes and raising revenues and fees, and for me, the tax exemption is something i do not philosophically supports. yet, i often represent part of san francisco that has been neglected for decades, and that is the midmarket corridor. we have over 3 million square feet of commercial real estate. a lot of it has been vacant for decades. the building twitter is going to be using, it has been vacant since 1968. we have to start looking at what tools do we have to revitalize the area, and what i like about this legislation is we are not just giving a tax break to come in. you have to create jobs. you pay your payroll tax base, but if you move to midmarket and cr

we are a city of renters primarily. just to give you a sense of where we are, these numbers are slightly out of date. sales price for median home, close to $700,000. translating to a monthly burden of over $3,000. fair market rent, 2-bedroom, $2,000 a month. i want to talk through these, there is a lot of information. a gap between what people earn and what they can afford to rent. this is looking at a rental stock. if you look across the column, we are looking at area median incomes. 30% is very low income. 150% being upper income. size of apartments, starting with studios. the market rents are established by hud. a person who makes 30% ami could afford and what they are likely to find in the market. significant gaps for lower income populations and for larger bedroom size buildings. that got -- that gap starts to go away when you get to 80% ami. we can see that compresses have come down -- average home prices have come down. the affordability gaps have also come down. one of the benefits of the global economic crisis,

i do think things are changing at city hall and with city government generally. in the last budget process, we read able to get a full-time person in the office of economic and workforce development who will focus exclusively on nightlife and entertainment. that is a huge step with the positives of the industry. i would have worked very closely with supervisor chiu to get a budget for the entertainment commission. at times, the entertainment commission has been set up to fail because we expect all sorts of enforcement and make sure that people are cracking down on the rules, but we have not committed the resources necessary to do so. we are slowly doing that to make sure that they can meet their mission. and the of all special use district that i mentioned before, i think we lost -- we will finally start seeing some reform there. we have a lot more work to do. i recently asked the economist to supplement the impact study for the night live with a similar study for outdoor fairs and festivals, which we know contribute mightily to our economy. i'm very committed to
