city hall opens at 8 am. until 5 pm. and the same hours every weekday between now and election day as well as the two weekends, they are hoping that the momentum before the election bring more people out. social media these days they have e yi i votedey hope that t get their picture taken by a. and, what is at stake by posting that. and, here a big measure up for grabs with a .5% gross tax on corporate revenue above $50 million. basically attacks for the biggest businesses in san francisco and it's all for homelessness. it will help give them $75 million in mental-health funds. but there are two schools of thought. one of them that we need this money to help people on the streets the other thought is that more money will just attract more homeless people to san francisco when we needed more regional solutions. they have arctic came out saying that there isn't enough accountability for her to support it. and, there are some business people like mike who say that theyhave the money and that we need an aggressive solution.

winds were extending way beyond the center of this storm, even as the eye approaches panama city beach where i am. i want to check in with my colleague brooke baldwin who's in destin. brooke? >> reporter: hey, john, we're about 40, 45 wemiles west of yo this is where people in panama city beach have come to seeking refuge here in destin. and i'm with my photo journalist and we just wanted to step outside from behind a building where we have really been protected from a lot of this wind. we're in this inlet, so on the other side of this berm is the gulf of mexico and just in the last half hour, we have started to see some of these white caps and waves picking up which is the harbinger of what's to come. the storm surge is 3 feet in dwes tin, we're told 4 to 8, the rain has been coming down consistently for three to four hours, but periodically you're seeing the water hitting the top of this dock. just to give you some perspective of what we're seeing close to the ocean here in destin. this is on the outer western edge, so a lot of people i talked to earlier today were saying they feel safe, a lot

[laughter] in any event, john feinblatt is a very interesting guy, he's the president of everytown for gun safety, which is the largest gun violence prevention organization in the united states. [applause] he is a senior advisor to mayor bloomberg, and in addition to his role at everytown, he has led efforts on immigration reform, it infrastructure investment and marriage equality. so we want to thank you for all that good work. during the 12 years of the bloomberg administration in new york, john held the position of new york city criminal justice coordinator. in 2010 he was appointed to be the mayor's chief policy advisor

to the incredible thirst of our residents to attend our only lifelong learning institution, city college. i am putting forward a charter amendment which would create a dedicated fund for ten years for the free city program set annually at $15 million from the general fund, so less than what proposition w brought in in the first fiscal year. this will be available to all san francisco resident does who are enroll or will enroll in the city college of san francisco and will also create a more robust financial aid program for low-income students who are already eligible for free city previous to proposition w passing where they will receive a $500 stipeyd persemester if they are full-time and 200 if they are part-time. what we learns was low-income students still did not enroll in free community college because now books and transportation and child care costs more that be enrolling in classes, and that making the class free alone was not enough to get low-income students into community college. this dedicated revenue fund will ensure the success of this program for ten years, after which you wil
