city. the last mayor we had as secretary was cisneros, and he did a great job. there is an image that cities are being helped a lot by hud. actually, on average big cities in america get 3% of their money from the federal government total. no big city except washington, d.c. gets more than 10% of their budget from the federal government, and hud really maybe is trying to do too many things. and in housing it has not necessarily been favorable to cities. we have all these requirements that you can't have mixed use buildings. they're considered risky, and the fha, fannie mae, freddie mac, the programs that are financing most of the multi housing in america has restrictions. for instance, one that says you can't have more than 10% of the building's floor space be retail. that means you need to have a 10 story building to have a mixed use building. that wipes out most of main street america. so those kinds of anti-urban rules i hope julian castro will take a look at those rules. the current secretary shaun donovan did raise the rule on fha condo financing from 25% non-residential allowed it to go up to 35 in terms of value. that was a step forward. i think

city city group and it's fantastic to see those drient young people since 10 o'clock this morning's i have no idea how this has gotten to where it is, however, i'd like to say in terms of ireland's a major center for technology and investment and in this context cork for that our own indigenous keypads and so on but particularly for investment from california silicon valley and the bay area. extending back apple sit down up their european operations and now employees many people outside of the u.s. from cork and since then we've seen significant investments. i've heard about the companies that are based in cork and have taken the time to be here today and dell and other companies here. we thought it was really important that those companies that are cell phone, pager, or other similar sound-producing electronic devices. poppe people are here today so see what's happening to experience the positive it's which our kids observatory and have done a fantastic job in working with adrian and others. also one of the key challenges nobody in terms of the housing the people to fill the roles to allow that sector to grow it's on a inspiration looking at the core kids coming over from san francisco and looking to the future in a number of years time, you know, those young people polish can be working together on projects working in employment fascinates fantastic companies no matter where they're working the skills the san francisco kids get to work with cork and give us the opportunity to come to san francisco and it's huge and for those who are not aware cork is spreading city and i want to explain and take the opportunity to explain some of them. we now have a two-year budget. we have been just implementing a lot of good fiscal discipline in the city which is why i think there's so much investor confidence in the city that you see all over. there is a lot of construction, there is companies wanting to move in, and we're confident that we can get a budget that will effect the needs of the city. for me i'm wanting to make sure that we continue those fiscal disciplines that have kept us as a strong city so two-year budget, 5 year financial planning that we have imposed on ourselves, putting enough noipb reserves to get our credit ratings up so when we ask the public to fund special things they would be willing to because we know they will be able to complete them and complete them well just like the sf general hospital which is on schedule to be completed very soon and we're expecting to open it up. having said that, it's about an 8 billion dollar per year budget. and we are facing, surprisingly for a lot of people, and that has been surprised us that we've gone around different parts of the city that we do have a deficit, about $66 million dollars in the next fiscal year and the second year about $13
