we recovery significant funding from the school district and the courts and the city college. so any increase in our expenses only 50 percent is general fund and you can see at the bottom 46 percent is from non-general fund uses. so given that the significant growth here is really in the personnel area i wanted to show you a couple of metrics. the first is not a criticism of fema but a recollection of what happens in a post implementation stage there are additional things to be done. the daily events we're processing prior were 2 hundred and 54 a day. it's increased by a for about of 4 to 5 to 6 in the months following. so the same must be are requiring a tremendous much higher level of interactions. that's temp costs this year and it's something we hope to address in the additional positions there. you can see the increased call volumes and it is significant in 2013. this is the enabling complexity of health care. the changes in pharmacy benefits and to the members as they become medicaid eligible. almost 75 thousand for the year and this is the budget for temp services. so w

i would like to acknowledge city college who has been with us from the beginning, city bill started as a 12-week program. we now go 18 weeks and one of the primary reasons for that is so that the students will leave with credit. and a big push and a part of that we could not have done without phillis mcguire who is retiring and i would like to give my thanks to the city bill program and to her for all of the effort of making this thing what it is today and we are a national model in this particular industry for what we do and so with that, i would like to give phillis, our certificate of honor, presented from the city and county of san francisco through the phillis mcguire endorsed by mayor ed lee,. thank you. the younger youth was recruited by city college and that's how they accessed those jobs and again because this was a public system it was available for young people city wide so they didn't have to go through those points. i can apply to the system directly. this was the neighborhoods that we served from the southeast sector but we reached the young people out in every district. so what's next for 2013. last year was our initial launch and launched by the mayor. we got running quickly. we partnered with united way the bay area to implement the summer job initiatives, this year the mayor wants to make this a year round effort and dcyf provided funding for -- put out a request to help manage our summer job and reach out to the private sector year round. the mayor this year based on the success of last year raised the bar for all of us, so he wants to see 6,000 opportunities for those 16 to 14. and that goes out to the private sector. we build on the success that we had last summer and partnership with oedwe. the mayor held a job challenge on april 30th. and i'll talk about what came out of
