[applause] >> i have said this in a few other public occasions but it bears repeating particularly in light of the fact mayor brown took the time to be here. i started my time and tenure here at city hall, was actually across the street, the temporary facility, when i got a call from someone in the mayor's office who said that she was very proud that the mayor had selected me to serve on the film commission, which i was quite enthusiastic about. 25, 26 years old, no experience in city government but i loved movies and i thought i would make an outstanding film commissioner. from my perspective it didn't get any better than that. i don't know about the t.u.c. stuff and all that, forget that. film, that what i was cut out for. i was invited down to a very large wearing in ceremony. this is around the first year of the brown administration. there must have been 50 or 60 people that were in the temporary board of supervisors chambers across at the wa

i have never some my life see city hall the way it is now. they call it city hall, it's silly hall. nothing personal against any of you y'all or nobody that is not here. i have never seen city hall, you can walk down city hall. it's a ghost town that nobody really controls nothing around here. we have a mayor that is getting ready to leave and you have the board of supervisors that is going to have to pick our interim mayor and that has never been done in history. that's going to be very interesting. as a press person, i have been here over 20 years. currently people don't recognize me or really appreciate that i am the media, but i am. i represent my community, the african-american press and i'm going to be here and i want to definitely try to document to see how all of these procedures come out because as you said, it has to be transparent. and our younger generation of the african-american community must know that city hall is open for them, also, because we have less than 4% or% because of the mayor's african-american migration report -- i'm going off schedule here, but i though

i'm manager of the tour program as well as i am the historyian of city hall. is building is multifaceted to say the very least it's a municipal building that operates the city and county of san francisco. this building was a dream that became a reality of a man by the name of james junior elected mayor of san francisco in 1912. he didn't have a city hall because it was destroyed in the earth wake of 1906. construction began in april of 1913. in december 1915, the building was complete. it opened it's doors in january 1916. >> it's a wonderful experience to come to a building built like this. the building is built as a palace. not for a king or queen. it's built for all people. this building is beautiful art. those are architecture at the time when city hall was built, san francisco had an enormous french population. therefore building a palace in the art tradition is not unusual. >> jimmie was an incredible individual he knew that san francisco had to regain it's place in the world. he decided to have the tallest dome built in the united states. it's now stands

having his leadership at city hall is invaluable in moving an initiative like this forward so quickly without any guidance. there is one downside. when the mayor is interested in a project, he wants data almost daily. i gave it to him weekly. what are the numbers? our initial goal inmate is 1000 placements. -- in may is 1000 placements. we kick that in november. after i tested mayor newsom, i said, "we hit 1000." he did not say congratulations. he said our goal was not 2000. we kick that months later. next, our goal was 3000. we hit three and i interrupted him and said, "our goal is now 3500." we reached it largely because of his leadership. i am very happy to introduce him. everyone give it up for mayor newsom. >> thank you all. this is a pretty extraordinary sight. we had a department head meeting about 10 days ago and i brought up the idea that it is time for us to put a human face on this program, jobs now. i asked my staff and members of my economic development team to see if we could call if you businesses and a few nonprofits and see if we could get together about 100 people in

what will happen today at palo alto city hall, is talk about this ballot proposal that could go on november ballot. basically let voters decide whether the city should repeal binding arbitration for police and firefighters. what binding arbitration does in general is it allows a third party, an arbitrator to come in and settle contract disputes between police and firefighters and city. just recently a santa clara county university came out with a report that said cities could get rid of their binding arbitration clause and probably save dough. that is why palo alto has been looking at this. they will talk about it tonight, they could vote august 2nd. same time palo alto firefighters have put forward their own ballot measure preventing the city from laying off any firefighters or closing stations without public hearings and city wide elections. so these look like dualing they could be dualing ballot measures on the november ballot in palo alto both of those could be put on the ballot by city council august 2nd. i am matt bigler live in san jose. >>> thank you matt. 6:39 a.m. >>> stock market

live at city hall in san jose, nbc bay area news. >> thank you, george. shot and killed for $10. tonight oakland police say they have arrested two people for the murder of ain out-of-towner. behind bars is 33-year-old althea housely of oakland. police picked her up on saturday after a caller i.d.'d here from this surveillance video taken moments before the shooting on july 18 when 35 years jinghong kang was killed during an apparent robbery. a virginia man was in town for an interview with google. late this afternoon, police arrested the man in the video as well who they say was the gunman. he's identified at 24-year-old george huggins. well, hands on and hands off. the delicate balance oakland police had to manage during the unrest that followed the mehserle verdict. more than two weeks after the looting and the protesters erupted on the street, the opd is still facing criticism for some of its actions and some of its inactions. nbc bay area cheryl hurd is live at the police department with that criticism. ? >> they are being criticized, but they say in some cases it is not thei

ken wayne live in city hall tonight with this developing story, ken -- >> reporter: the breakthroughcame about an hour ago when the oakland police officers association agreed to contribute 9% of their salary to their pension fund and that's something that city council leaders had been asking for before the lay offs of 80 officers. at tonight's meeting, the council accepted the union's officer. but it still has to be passed by a 2/3 majority of voters this november. >> we've been hearing from a lot of the community, from faith based in the community, from unions, they have to contribute like everyone else. they have finally said, we will contribute if the parcel will pay us. >> reporter: they have ten days to vote and could have an election the first week of august. officers will be asked to make their pension contributions over the next three yearless. >> they've agreed to starting in january pay 4% of, then a year later add 3% so it'll be seven. the third year it'll be nine and that would be the full 9% of their employee share of purse. >> reporter: despite the breakthrough, it's st
