harry kim has had a unique place in city hall. he has been very involved with the city committee. he has a tenure with the relocation appeals board. he has been an important part of the civic fabric, recognizing there has not been strong petition -- participation with the korean-american community at city hall. he has been part of the process and deserves continued service. herb cohn i have known for 10 years. he was providing assistance to the merchants of upper market and castro. one of the things that has distinguished his participation is his level of positivity. he is proactive. he is looking for solutions, not to blame our be negative. brought people who had not been participating in the district merchants into it, but stepped up and is now a resident of the council. he is an incredible member of our community. he is doing great work citywide. the thing he will do wonderfully on this panel. i will have to step away. at the earlier hearing, i did support ms. kong's nomination. i also will support mr. elliott's. thank you for allowing me to be here. >> my name is stephen corne

[applause] as you probably know, tonight is a difficult night for many people. the world series is going on, and i'm here to report to you aid is 0-0 so far, in the second inning. we will have it on during the reception. before we get started, i wanted to recognize and bring up two elected officials to speak briefly, supervisors avalos and mayor, who have always stood with the community -- supervisors avalos and mirkarimi, who have always stood with the community. they have consistently had their offices open when we had an issue. they're being here means a lot to us -- their being here means a lot to us. now more than ever, we need to be friends with government, and knowing their door is open to us is appreciated. [applause] supervisor mirkarimi: good evening. i'm ross mirkarimi. i represent the fifth district, and i'm delighted to be standing up here with my colleague who will speak in a moment. i want to thank mike farrah for his leadership and mayor newsom for helping

it is a big part of what i look forward to doing in city hall. >> what are the specific thoughts you have on how the city can deal with budget issues? >> i think of two things. i'm not one the things that we can raise revenue and that is going to solve out of our problems -- i'm not one who thinks that we can raise revenue, and that will solve all our problems. we need to look at what we do as a city and was services we offer. we have 26,000 city employees. our payroll and fringe benefits for city employees accounts for over 60% of our budget. if we are not willing to look at that issue, i do not think we are going to solve -- i know we will not solve our long-term financial issues. that, to me, is the biggest deal. second, it is about job creation. jobs are not just putting people back to work, which i think is the highest priority, but it is all the ancillary benefits we received, whether it be payroll taxes, an increase in property taxes. people who live and work in san francisco also shop at local restaurants, so shop at the local retail stores. it is a huge economic impact in san

on balance, the preferred option was within the city hall.ause the meeting space is large enough to accommodate the public, board members' space needs, and a space for the press could be set up. rooms 16 and 400 are too small for those tests. the other issue is the board would have a displaced area, and we would have to work with building management and have board meeting roulette with such limited space in this building. however, the north or the self is the most costly option with costs ranging from $35,000 for four meetings and potentially 524 -- $52,000 for six meetings. if cost were the only factor, the hearing rooms 16 and 400 would be preferred. the cost estimates are based on a new " to from -- from a new quote from the security manager and additional costs from our i.t. staff and the sheriff's office. i am available for questions to assist you in determining appropriate costs, now or later. supervisor chu: thank you, madam clerk. we can work together to make sure we have the lowest cost possible. >> thank you, madame chair. superviso

i'm manager of the tour program as well as i am the historyian of city hall. this building is multifaceted to say the very least it's a municipal building that operates the city and county of san francisco. this building was a dream that became a reality of a man by the name of james junior elected mayor of san francisco in 1912. he didn't have a city hall because it was destroyed in the earth wake of 1906. construction began in april of 1913. in december 1915, the building was complete. it opened it's doors in january 1916. >> it's a wonderful experience to come to a building built like this. the building is built as a palace. not for a king or queen. it's built for all people. this building is beautiful art. those are architecture at the time when city hall was built, san francisco had an enormous french population. therefore building a palace in the art tradition is not unusual. >> jimmie was an incredible individual he knew that san francisco had to regain it's place in the world. he decided to have the tallest dome built in the united states. it's now sta

and fighting city hall, like i'm sure all of you are probably engaged in doing, we had--and i mustdmit it's a luxury-- the ability to get away with not fighting city hall but in a sense creating our own city hall without all the bureaucracy, and just going out and-- and establishing an ability to do what we wanted to do. and for some reason, we got away with it. i have no idea--i always say that if i had been born anywhere else in the country than san francisco, i'd have probably been executed by now. or--and in so doing, it caused a lot of people who do the fight that-- the normal a.c.l.u., and the people do get involved in got a little resentful of us and called us sort of irresponsible hedonists and that whole sort of thing. but that there was a real-- what would be the word? commitment to establishing our own place with our own laws and our own rules. and we somehow--i don't why to this day--got away with it. you talk about the band as being apolitical, but-- not apolitical, but we didn't deal in the normal political spectrums and submit ourselves to congress and deal with city

we will cover city hall like a blanket. i am on my way to talk to sacramento about the redevelopment agency. there is no mystery about the history of redevelopment in the film more area. anybody that does not talk about the history and what they are going to do to the future -- you are bound for a situation that will cause communities to suffer. president chiu: thank you. next speaker. >> thank you. my name is fahim. i am a taxicab driver. i am here to speak about some of the issues i am observing in the city that are causing a lot of anxiety. one of those issues is the issue we are having with the homelessness problem is here on our streets. due to the nature of my job, i get to see a lot of the city in various times of hours. having the opportunity to have one of the ex-mayors of the city in my cab continuously, i asked what could be done about this issue. what he answered to me is why i am here today. one thing i respect about the mayor is his open-door policy. but again his answer was that there was absolutely nothing i

the city hall is under a base isolation system. our hospital. that represents the level of attention we are giving to make sure this hospital stays and becomes the center for all of our health care. it will also enjoy, as our goal, a gold standard for its environmental design and architecture for that building, so that we can show the rest of the world not only can you have the best performing acute care hospital that you can find with great voter support, you can do it in a most environmentally conscious way. that is what we get to show. [applause] the rebuild, obviously helps our local economy. there will be over 3000 jobs created as a result of the lalre our local hire san franciscans. that goes a long way to one of -- hiring more of our great people in everything we do. over 10% of the contractors are local businesses already working on the contract, with more to come. this hospital is the busiest emergency room in the city. and because of this rebuild, it will triple in the size of a number of emergency rooms that it has, and

this really is the last remaining access issue we have in city hall. supervisor chu: susan, just a question for you. there are folks who would argue, why would we spend this money here, as opposed to someone else? i know the city has aggressively been funding our ada improvements across the city. can component work. the rest is mostly labor, construction labor associated with carpenters, electricians, carpenters, masons doing the hard work putting the facility together. that is something to note. supervisor kim: i had a couple of questions and comments. our costs estimated for the moving now -- of our meetings, the $800,000? >> those costs were based on data provided by mr. lane. i will defer in terms of the exact back up as to how they got those costs to the city officials. we reported based on our m4 -- information that we obtained. supervisor kim: i think for the public, because i've done questions, one question i have gotten number of times is why, even with construction on going, we could not stop construction -- these are practical questions i get

not that many months ago we stood on the steps of city hall in recounting her behalf of our cities richard -- our path on behalf of the city . here we are celebrating the first chinese-american mayor in our great city. it is a remarkable thing and a very proud dana. -- thing. i spoke a little bit about this yesterday, but it is important set this reminds everybody this is the birthplace of the united nations. this is a city of remarkable diversity. we do not just tolerated. we celebrate it. that is a spirit of what makes sense and cisco a special place in the hearts and minds of people -- that makes san francisco a special place in the hearts and minds of people. mayor lee, here is my advice. you have a year, figure out what you want to accomplish. you were put in this position by the people to my right, but the people of san francisco are the people counting on you. city's historic preservation commission, on our appeals, relocation appeals board as well as on our city hall preservation commission. i want to recognize also our immigrant rights commission director and civic engagement, adrian, you're here, as well. our good friends from our city administrator's office. so, with the historic preservation commission, we have carl hautz and andrew walfriend. they are both being sworn in today and they are reappointments so you carry forth the knowledge you already have and the experience and we're glad to have you. the newer appointment, mr. richard johns, a good friend of mine, also, very well known in our city and again, thank you for joining the historic preservation commission. your expertise will be of great value. we also have on our relocation commission, herb kahn, mr. kahn, thank you very much, your financial expertise will be of great value and you're a new appointment. thank you. and of course, my good friend, harry kim. harry, you've been around for a long, long time. you know this city very well and i know your experience will be of great value

they were going to have a rally out on the steps of city hall. because of the rain they had moved inside. so all the activities going on inside city hall but they have been viewing this for about ten years and they wanted to change it up a bit. >> it's become part of the ritual, some people get married on valentine's day and some people protest the fact that they can the. >> it's a true tradition and they come in and generally very friendly and respectful. we welcome them. >> every year the clerk's office politely tells them that same-sex couples can't have a marriage license. they going to take their demonstration up a notch. >> we're going to come off to the side and peacefully sit down. >> probably allow them some trial to do their protest and then at some point we're going to have to ask them to leave the office because we business we have to conduct for other customers. >> the civil disobedience when comes at a time when same-sex marriage supporters frustrated. they say it should be allowed but it's on hold pending appeal. >> we were given t
