we all know city hall. one office on one side of city hall, the other office on the other side of city hall. the defense contended that dan white reloaded over george moscone instinctively out of his police and army training. um, that was not true. dan white reloaded just before he called harvey into his office. and once again the prosecution just, they allowed the defense to make that argument, and they didn't just shoot it down by replaying the tape where dan says i reloaded in my own office. because, clearly that would be indicative, again, of first-degree murder. i mean, if you kill somebody, now you've killed somebody, and then you run a block across city hall and then you reload your weapon and kill somebody else, well, that does seem as though it is deliberate, doesn't it? um, so again, the prosecution just, i mean, tommy norman thought he had a slam dunk case with his typical hanging jury, and it was a failure of imagination. he did not see that if you have a two-time convicted black felon sitting t

it is a big part of what i look forward to doing in city hall. >> what are the specific thoughts you ve on how the city can deal with budget issues? >> i think of two things. i'm not one the things that we can raise revenue and that is going to solve out of our problems -- i'm not one who thinks that we can raise revenue, and that will solve all our problems. we need to look at what we do as a city and was services we offer. we have 26,000 city employees. our payroll and fringe benefits for city employees accounts for over 60% of our budget. if we are not willing to look at that issue, i do not think we are going to solve -- i know we will not solve our long-term financial issues. that, to me, is the biggest deal. second, it is about job creation. jobs are not just putting people back to work, which i think is the highest priority, but it is all the ancillary benefits we received, whether it be payroll taxes, an increase in property taxes. people who live and work in san francisco also shop at local restaurants, so shop at the local retail stores. it is a huge economic impact in san f

those warnings are also posted here are around city hall. yet here we all are, presenting testimony. in closing i would like to say that we oppose this ordinance and request your no vote because it places a huge burden on retailers at a time when they can least afford it and has no measurable public benefit. supervisor avalos: may i ask you a question? i share some of your concerns about the accuracy and reliability. the prop 65 argument is almost an argument for it. no one is going to pay attention to it. it must be limited in size. 11 by 17 is not that big. the piece of paper that has to go, you make copies and you stick it underneath the cash register, you stick it under the advertisements in the bag that try to get me to come back and buy something else. i absolutely appreciate that point, but in terms of the burden? is it really that burdensome? >> in many cases, it is. there are a number of requirements depending on the type of store the to our. depending on the type of retail establishments that you are you may not have the wall space

they had an exhibition at city hall. city officials heard about her efforts and they invited her to this facility. we thought it would coincide with our efforts to get folks to recycle, it is a great educational tool. since then, we have had 95 professional artists come through. >> how has the program changed over the years? how has the program -- what can the public has an artist engage with? >> for the most part, we worked with metal and wood, what you would expect from a program like ours. over the years, we tried to include artists and all types of mediums. conceptual artists, at installation, photographers, videographers. >> that has really expanded the program out. it is becoming so dynamic right now with your vision of interesting artists in gauging here. why would an artist when to come here? >> mainly, access to the materials. we also give them a lot of support. when they start, it is an empty studio. they go out to the public area and -- we call it the big store. they go out shopping, take the materials that, an

and work here in city hall for a few years. then lightning struck and i was appointed as a member of the board of supervisors in august of 2004 and have been here ever since. most people would call me a moderate. i have a knack and a love for the law. i saw a way to combine that love with service to the political process. i think having watched campaigns not as a candidate, i do not appreciate the kind of thick skin you need is a candidate. being a candidate, it is not the easiest thing in the world. i have come since then to really appreciate my opponent, in the sense that while i may disagree with them, we have policy disagreements, they are putting their foot on the line. they're stepping into the arena. this is a lot about them. being a candidate is not an easy endeavor, and you have to respect anybody who does that. >> you are all about to get an introduction to the fairly daunting numbers that the city is about to face. that the city is facing right now. the mayor, the way the process works, the mayor introduces his budge

. >>> closer to home a vandal attacked san francisco city hall early this morning. several doors and windows all damaged on a building that is nearly a century old. kristy seifkin is in san francisco with more on how police saw the attack in progress and promptly made an arrest. good afternoon. >> reporter: good afternoon to you, frank. the front of city hall has beautiful detailing and last night someone targeted that in an act of vandalism breaking several doors, the glass out of the doors with his bare hands. crews were sweeping and vacuuming up glass this morning after an early-morning attack. around 4:30, city hall security spotted a man draping windows on the main polk street entrance. he used his bare hands and the handle of a knife to breakthrough glass panes on three doors and knock a glass pane out of a street line. >> it appears to be just one person acting on his own. this is a rare occurrence. i don't think it happened since the building re-opened 10 years ago. >> reporter: security responded immediately to the attack and found the perpetrator was heavi

and fighting city hall, like i'm sure all of you are probably engaged in doing, we had--and i must admit it's a luxury-- the ability to get away with not fighting city hall but in a sense creating our own city hall without all the bureaucracy, and just going out and-- and establishing an ability to do what we wanted to do. and for some reason, we got away with it. i have no idea--i always say that if i had been born anywhere else in the country than san francisco, i'd have probably been executed by now. or--and in so doing, it caused a lot of people who do the fight that-- the normal a.c.l.u., and the people do get involved in got a little resentful of us and called us sort of irresponsible hedonists and that whole sort of thing. but that there was a real-- what would be the word? commitment to establishing our own place with our own laws and our own rules. and we somehow--i don't why to this day--got away with it. you talk about the band as being apolitical, but-- not apolitical, but we didn't deal in the normal political spectrums and submit ourselves to congress and deal with ci

i'm manager of the tour program as well as i am the historyian of city hall. this building is multifaceted to say the very least it's a municipal building that operates the city and county of san francisco. this building was a dream that became a reality of a man by the name of james junior elected mayor of san francisco in 1912. he didn't have a city hall because it was destroyed in the earth wake of 1906. construction began in april of 1913. in december 1915, the building was complete. it opened it's doors in january 1916. >> it's a wonderful experience to come to a building built like this. the building is built as a palace. not for a king or queen. it's built for all people. this building is beautiful art. those are architecture at the time when city hall was built, san francisco had an enormous french population. therefore building a palace in the art tradition is not unusual. >> jimmie was an incredible individual he knew that san francisco had to regain it's place in the world. he decided to have the tallest dome built in the united states. it's now stan
