nbc bay area's mark matthew is at city hall and what's the plan here? how long will the protests last. >> i wish i could tell you that. they're marching west on market street. i started covering this at noon today when the rally began on the steps of city hall. but it was clear pretty early on that they intended to go inside and stop the supervisors from conducting what the protesters called business as usual. >> the black lives matter rally on the steps of city hall was organized by service employees union members who told the crowd it wasn't just about officer involved shootings. >> it's about housing, health and poor education. it's about jobs. jobs. >> but the biggest responses from the 200 to 300 participants came when speakers talked about housing. >> black families have held their homes for generations and they're losing their homes. >> one said her son was shot and killed in june of 2001 and last year she lost her home to foreclosure. >> my son is dead. my home is gone. all i got left is my soul and my voice. >> is it all about the rich and noth

today a group of students and activists gathered at baltimore's penn station with plans to head to city hall. and any minute now, we're expecting an update from maryland's governor. throughout the day the city trying to regroup at baltimore's camden yards, one of the strangest sights. the first ever major league baseball game played without anyone in the stands. fans watched from outside as their hometown orioles got a win. today president obama said he'll travel to baltimore once things have settled down. let's go to the governor. >> it's obviously important to me. the communities in baltimore that are having these problems now are no different than the communities in chicago where i first started working when i moved there as a community organizer. so i've seen this movie too many times before. >> that was president obama earlier today. let's go live to governor hogan's press statement. >> maryland state police. it's been less than 48 hours since we declared this state of emergency. and things are looking a lot different than they did monday night. in just a moment we're going let general

nbc 10's george spencer starts us off from city hall. george? > reporter: this is going it be a rally that will impact people across the broader city area. live pictures from the northwest side of city hall see a crowd that's easily in the realm of several hundred people. their attention focused sort of on the west side of dilworth park as a number of speakers are reinforcing some of the mess sacks we've been hearing repeatedly over the past couple of months and as we move over here toward the corner of jfk and 15th street see what's the beginning of some of the traffic issues we've witnessed out here earlier, a few minutes ago as a second crowd was approaching city hall here. 15th street was shut down. right now see traffic is again getting by here. bus routes did not seem to be having any problems. we can tell you what you've been hearing on the ground are the themes we've been hearing repeatedly over the past several months, this is unity with baltimore. we actually spoke with some of the early arrivers about why they were here. >> having grow

john gonzalez is live at city hall this noon with a look at a city in crisis. john? john: the city is slowly trying to get back to normal this afternoon. we can show you city hall here downtown. definitely an eerie scene even though no violence, no unrest today. but you can see all of the military presence. city hall still looking like a military base at this hour. you can still see a number of national guardsmen standing guard armed with high powered rifles and humvees lined up and they have the fencing, the metal fencing surrounding city hall. and choppers flying up above. some 3,000 national guardsmen and police from different jurisdictions have been spread out across the city for the past couple of days. and about 30 d.c. police officers have been called up to assist here at city hall. now, just down the street at the state's attorney's office two blocks away religious leaders from churches from around the state of maryland are gathering for a rally. they are gathering at noon and they will march, many of them telling us that they will march here to city hall. no

it looks like they've left or at least a part of this group has left city hall walking through center city right now. again, carrying banners. this again, is in solidarity with what took place in baltimore. the peaceful demonstrations that over the past few days have taken place in baltimore. we've been covering this now for 90 minutes and this has been a peaceful protest as the mayor said. this is about people exercising their first amendment rights. >> and you see police officers on bicycles alongside the protesters moving along right there with them again as renee said a peaceful demonstration here. as we talk about why they're demonstrating, "philly is baltimore" is the local protesters' message. baltimore police say by the way, nearly 100 of their officers have been injured since monday night's violence. police have handed over their investigation now of the freddie gray investigation to the maryland state attorney. a prosecutor will decide whether the officers will be charged with gray's death. meantime meantime, the officers are suspended. instead of surrounding city hall and taking over the streets of city hall we'll start here and take over the streets of the state building across from us because the state actually provides most of the subsidize for infant and pree schooler age child care for low income families and yet the state is not providing enough for san francisco. we still have many families on the waiting list trying to get into child care so they can go to work. not only that, the state doesn't provide san francisco with the right reimbursement for the services knowing that san francisco is a very expensive place to live and people live here can't afford to provide the same services that shasta provides for the same rate. colleagues today i'm calling for the cities attorneys office to draft legislation to have the insulation of black boxes across our city fleet. last thursday we held ahering on a report requested from budget and legislative analyst about potential public installing vehicle telematics or black boxes across the city fleet. the initial motivation behind the study was to assess whether or not equip
