there were three separate distinguished city librarians who were let go because they couldn't stomach is. the a civil grand jury found claims to induce the bond issue for the new main library constituted fraud. the citizens were told that the old library didn't have enough room for books and we ended up with less space for books than we had before. the new main library was designed to raise money for the friends [speaker not understood] found to be a disfunctional planning disaster. the friends were allowed to continue raising money without a renewal agreement from the city to prevent any public discussion or accountability for that crime. the branch library improvement program was only half finished when it was supposed to be complete to allow the friends more time to raise money for themselves. now the friends have provided to the library only a tiny sliver of the money that they actually raised. they are still protected from accountability. when members of the board of supervisors praise the people who rip us off, you are supporting a civic graph stretching kickback over several de

city supervisors, for this truly wonderful honor. i can't tell you how gratified i am at so many levels. as manager in children's librarian of the oceanview branch library, i work in the neighborhood that is largely invisible to the rest of the city. the oceanview neighborhood has a long history of being overlooked and under served. even going back to the 19th century, the community fought hard for just basic services and that struggle continue to this day. this is deeply engrained with optimism in the oceanview neighborhood, and that's the spirit that inspired me when i first arrived there two years ago. statistically, the oceanview branch library doesn't compare very well with other branches in the system. it's a very small library and it consistently lands at the bottom of the list when branch circulation statistics are published each month. but statistics don't tell the story of the oceanview branch library. books may not be checked out in the same numbers as at other branches, but the way the community uses the library is truly profound. a large proportion of the patrons who come into the library are dealing with ver

herrera's history starts right from the very beginning of this tenure as city librarian, when he set up a so-called technology and privacy advisory committee to look into the question of rfid, the advisebility of rfid installation which people thought was intended to justify it. there, there was initially, no inclusion at all of public comment in the committees meetings it was not strictly required by sunshine. eventually, the public got to comment last. if you look on the website there are no minutes of those meetings as the agendas were published and when the report was finally published, it was arranged that the final report had no mention whatsoever anywhere including in the table of contents that there was a whole section that they had intended to include with public comment and that is no mention there at all. there is a separate document which, of course is very easy not to find. this is a long-standing issue and we hope that you find in ray hartz's favor, thank you. >> questions, by the commissioners for either the complainant mr. hartz or the respondent mr. herrera? >> i hav

give special credit to the san francisco public library administration and most especially our city librarian louise herrera for the encouragement to think and act outside the box as librarians. mr. herrera initiated the gnpo leadership program standing for generation public library as we move forward into the 21st century. much of the knowledge i gained about the oceanview community comes through my participation on the oceanview gnpo team that spent a year conducting extensive research into the nature of the community. ~ luis and i would like to take this opportunity to especially thank my teammates on that team for their long hours dedicated to learning about the neighborhood in a way that i could never have done alone. they came up with many innovative ideas for how the branch can best serve the community. and although i've been singled out for recognition here today, which i again am truly grateful for, i represent just one instance of the amazing work and dedication of all the staff of the san francisco public library. the theme of this year's national library week is communities matter

francisco in the past and we are pleaded of our stellar placement in the city and county of san francisco which is the librarian and named librarian of the year so we are familiar with this area. we have done a lot of work in the day area. the lasted 28 years of our existence we have probably done half of the recruitments in northern california so we are familiar with the economy, some of the issues relative to re-location, some of the issues in terms of attracting the best kind of talent to work for san francisco cta. just briefly the first phase of our recruitment starts -- i guess it started last week when we met with staff to get a framework for the aggressive timeline that you set before us in terms of the outreach and selection and evaluation of candidates to talk about logistics, to talk about the steps in the search process, but in all honesty the search is divided into three phases. the first phase is what we call the getting to know you, and that is when we get a good understanding of the organization. we want to find out what the key core competencies are. we want to talk to as many stakeholder as yo
