city librarian received $181,000 from the friends of the san francisco public library. mr.hafee's previous speaker had an additional $30,000. this is particularly the items that are spent on travel, hotel accommodation etc. herrera has a total discretion to spend these funds including some for his personal benefit. he has failed to report any of these gifts as required by state and local ordinances, i have to wonder whether any of these sums were reported to the internal revenue services and franchise tax board. these gifts were spent on the staff, i wonder if city employees were given information about the potential tax liability incurred by accepting these gifts. using his position as city librarian , to make false statements and has placed a dozens of employees to having violated both federal and state tax codes. on a different topic, icon congratulated one member on this board who has paid attention to the commendation. while they are particularly honoree they pay attention but they don't pay attention to other people. i think it's really disconcerting being honored and

city librarian luis herrera and the library commission led by jewel gomez have been negligent in theirrsight of the friends of the san francisco public library. an examination of the documents produced at the library commission meetings over the years show they have simply allowed the friends to self-report regarding more than $60 million raised and expended in the name of the citizens of this city. it is my belief that this private-public partnership will be reviewed by the civil grand jury. and eventually by a civil jury of 12 san franciscans. and they're not going to be too pleased. in a typical year, the friends raise approximately 4 to 4-1/2 million dollars. they spend another 2 to $2.5 million from former reserves and the citizens of this city benefit to the tune of less than $400,000. here's what you approved previously. and if you looked down here at the bottom, you see $750,000, but you also see right above it, donor designated funds, $309,000. so, out of 6-1/2 million dollars a year, the friends do manage to turn over $400,000. and as i've mentioned before, they also use a lo

the city librarian told the budget committee, and i quote, we have one of the highest visits per capita and circulation rates per capita among urban libraries. the whole truth and nothing but the truth includes the fact that san francisco is the second highest and per capita expenditures in the country. 233% above average. the only city higher gets 28% of its funding from the state of ohio where it's located. san franciscans pay more for library service than anyplace in the country. do we have comparable performance for the money? not a chance.
