oakland police, the city officials, of course, but the f.b.i., the department of justice are going to be there as well. chief anthony bass with the federal government for assistance on this. today they're teaming up to go after gangs. you're talking about those two homicides overnight. police are not certain they're gang-related. but the first one happened in a very public place, 13th and broadway about 9:30 last night. there was a fight, someone opened fire. the victim staggered into a news stand and collapsed. he died a couple hours later at the hospital. two hours later at 34th and eddie street, an industrial part of town near the mcarthur maze, a man was shot and killed. we don't have a whole lot more information on that killing. oakland police in the past have done gang sweeps and other suppression tactics but today is different. it's inspired by what happened down in gilroy or in salinas, rather. police there teamed up with state and federal law enforcement agencies to go after violent street gangs. they reduced the number of killings from 26 in 2008 and 2009 to four so far this

police say the rates of residential burglary rates by juveniles is too high. the idea behind is that kids who are not in school are often getting into trouble. so last april the cityncil on the recommendation of the police chief approved a daytime curfew in place from 9:00 a.m. to 2:00. >> we don't want to see students doing irresponsible behavior. we want to make sure that kids are in class so they will be able to learn. >> reporter: if a kid gets caught cutting school that child will go to a community center for counseling, then to juvenile court. basically they get a ticket with fines most likely going to the chronic offenders. kids are also through this getting social services for mental health, drug counseling and conflict resolution. there is also one other element of this program that police are considering crucial. that involves places like the place we are stand in in front of this morning. the police athletic league, one of several community groups helping out. part of the problem police say is that when they pick up a truant it takes hours to take down their parents do all the paperworkd a that keeps them from doing other parts of their job, so what the

this morning the oakland police union says statistics show crime is increased in the city since 80 policefficers were laid off. our media partner, the oakland tribune reports, statistics released by the union show robberies and assaults rose 8.5% between july 13th and august 13th. the number of burglaries or vehicle thefts also increased during that time. but department officials and city council members say one month is not enough to gauge what is happening. a more accurate evaluation would be year to date statistics. in june the council voted to lay off 80 police officers to cut $31 million out of the budget. >> there may be a major break in the killing of a german tourist near union square. san francisco police chief george gascon told the police commission meeting last night he believes very strongly the suspects have been identified. 50-year-old shore was shot to death august 8th when two groups of men opened fire on mason street. she was caught in the crossfire. police arrested an 18-year-old san francisco man but prosecutors decided there wasn't enough evidence to charge him then.
