today would allow tenants who have been 90 in their places more than 10 years to receive priority funded by the city of san francisco. the mayor's office of houser and a community development will administer this program will balance our affordable housing nodes. this legislation would impose several things it can only be used once and the priority will expire after 6 years if not used for new developments. only 20 units can be used for the preference and tenant have to meet the eligibility requirements. from my prospective i building there is a critical measure to stop people from becoming homeless in inform. we need to make sure that your residents don't fall through the crack. i wanted to thank the co-sponsors and my colleague and the chinatown development center folks and the tenderloin clinic and the san francisco tenant union for their work on this legislation. i also want to mention i have two technical amendments we want to clarify the first is to closure there are several years of review to look at how this new preference is doing so we're adding 3 additional years to the process. that was

capacity to have a $500 million bond in november of 2014 and it won't crowd some of the other priorities within the city and county, so there's an earthquake safety bond and as you know the city is in the planning stages for replacing the hall of justice and those would continue on their schedule. the other thing that the transportation task force is recommending is that transportation being added in the regular ongoing capital planning process. and we have parks bonds every five years or so. we've had two health department bonds in the last five to seven years. museums and now criminal justice, transportation should be apart of that ongoing response with our property tax. so that's the first recommendation for revenue. the second is the vehicle license fee. so for those who remember in 2004 when swartznegger, he reduced the parks to point 5. the balancing of the state budget, the car tax was then replaced with property tax and then property tax was replaced by a state general fund and other discretionary revenue. in san francisco we used to use our vehicle license fee to pay for health and welfare serv

fund program itself we are deferring about $3.9 billion in capital projects that the city has really deemed as high priority, we just don't have the funds to do it. over a billion of that is to take care of what we own. part of the struggle in the planning committee is how to balance between what we own and how to address this new growth. the last capital plan is really we started to put some significant investments towards new growth areas and infrastructure around it and part of that is really responding to request from the board and from the eastern neighborhood and cac and other individuals. so where the capital plan itself is looking at about $200 million $200 million in general fund investment over the next two 2 years and the $150 million general obligation fund recommends coming up in an a little bit less than a year from now, november, 2014. that sets the stage for deputy controllers presentation which we call transportation implementation that is the launching point for the mayor's transportation task force. we are expected to hear back from this em in the next month or so and looking how to incor

. >> good morning, director chang, this process is very important, a high priority process for the city and it's working it's way around public comment and we are going to support the mta in having those meetings and conversations to address community concerns that are still outstanding. i would say to move this project forward through the design phase, i would be comfortable we do that with asking the mta come to these meetings to see how they are making progress on their equity analysis and to have more details presentations on specific lines and specific parts of the network, for example the 8 segment, the valley second degree -- segment and not necessarily the china segment. i would like to see this continue. >> i don't have a lot of confidence in the public outreach process of the mta because of passed experience. i'm trying to i guess understand how where doing design work and outreach simultaneously because the money is being asked for. so you are talking about doing design work while the outreach process is happening as well from what i guess i'm hearing from you and mta. i don'
