city college of san francisco. i'd like to thank you for holding this hearing today. first of all, i want to let you know my dad attended college city college of san francisco in 1951. it was because of city college he was able to learn english, find a union job and support his family. if it wasn't for city college of san francisco, i don't know where i'd be right now. but i am a counselor with my advance degree so i am city college. the other -- i wasn't planning on speaking today, but i really wanted to get up here and share with you something that i found very distressful. i think it was like the second semester when our interim chancellor was at our college. it was a staff development day and all of us were called in to a huge auditorium and we had a speaker that sang the praises of university of phoenix. and we were told that we needed to offer more classes like them, online classes, putting more students so we could offer -- we serve more students by offering online classes. so, although that might be appropr

is a wealthy city.lot of money on social services in our city. ~ but why are these social services not impacting people's lives the way it's changing people's lives for the better? i want to make sure that we work with residents and we work to help them grow within public housing and to not be plitioned out of the city as a result. i think that's one of the big issues. the other issue is connecting people to job opportunities. long-term employment, stable employment, employment that gives people dignity, that gives them pride. i mean, everyone wants to take care of their family. and sadly, people are sometimes pushed into a life of crime because that's the easy route to obtaining money. i mean, it was really easy for me as a kid to choose to sell drugs because everyone around me was selling drugs. wasn't easy for me to get a job because i didn't have a lot of examples of people working other than my grandmother who was working as a maid, or other folks i saw working at the grocery store. so, for me i ju

opportunities in our city, they need to be a part of our city. it's not just about giving out free gifts or giving out free turkeys or giving out free anything. it's about what type of job opportunities, what type of internships, what type of commitment are you going to have to the most vulnerable residents of our city? how are we going to impact lives? you're basically -- this is a great economic opportunity maybe for you and the city, but how does this directly impact residents of the city? so, i think we have to do a better job in making those connections. >> let's talk a little about the issue of sports, the role of sports in the city's economic future. are you supportive of the plans for the new warriors stadium? >> i'm supportive of a plan that includes the residents of this city. specifically, with the warrior stadiu i think it could be a great opportunity for san francisco. but i want to make sure that in the agreement that there are some requirements that make sure that people are not just employed for construction opportunities. they're

one thing the city of san francisco or big cities or federal, right, the other smaller cities, smaller cities have smaller budgets. having a structure to support all this open data takes a lot of money. so, when these small cities are thinking about this, they should think about a way of somehow equalizing because they are putting into having these open data team, right? so, what does make sense? this is kind of an open question to get your point of view. >> do you want to take that, shannon? >> i think that there is actually quite ah few examples. we can probably talk to this more with smaller cities that are making open data efforts. but what i would say is that it's proven more than the value of the investment. the return that we've gotten just by opening up the data has actually given back more. so, that would be my short answer to it, but i think you probably have more experience working directly with some of the cities. >> so, i grew up in a small city so i care about small cities a lot, 15,000 people, southern illinois. i'm a card nastionv fan. -- cardinals fan. i should say tha

us some analytics on how people move around cities and how vehicles drive around cities.o, currently we have 16 neighborhoods -- 18 neighborhoods covered in san francisco, and we get real-time data back that shows exactly how many people go by some of the busiest areas in san francisco. so, you can see here san francisco, on average total, i think we had 150 people cross our sensors on average for every sensor. in case you want to go into time density. so, we end up getting these really, really great visualizations of the busiest times and the least busiest times of people moving around san francisco. you want to go down into union square? you can see the data changes dramatically when we change the neighborhood. and just illustrates how different every neighborhood in san francisco really is. we're announcing today that we're providing some of this data to the city as a kind of public service to help the citizens here figure out how many people walk around their neighborhood. but mostly it's to help public service, like the fire department, the police department, the mta

and i thank you for your assistance and the city's for supporting city college. thank you. >> thank you. >> thank you. >> good morning, supervisors. i'm hydra mendoza, mayor lee's education [speaker not understood] advisor. thank you for having me in the committee. i was asked to give you an update on the involvement of the mayor and what we've been doing in support of city college. so, there absolutely no question the value of city college and many of us attended and many of us continue to support the work that they're doing. the mayor has not been asked -- in regards to his involvement, a lot of the work that we've been doing has been part much behind the scenes, offering up services that come from staff mostly. ~ absent and making sure that they have what's available in terms of our resources. and, so, we've been really focused on making sure that our students and our families continue to go to a high-quality educational institution that will not only bring them to higher education, but work force development. so, the mayor has provided several key staff membe

we've met in every district of the city. we've worked with our elected city family. we listened to hundreds of community leaders and providers who help us deliver services to the people of san francisco. and it's because of this consensus approach that i'm proud to propose a responsible and balanced two-year budget that reflects the core values that we share in san francisco, values of fiscal responsibility, social responsibility, and investing in our city's future. when we began this year's budget, we began like many years before, trying to reduce significant budget deficits. but because we have pursued policies to control costs, grow our economy, create jobs and stabilize our fiscal health, this year i'm proposing a budget that protects our social safety net, one that increases public safety, and one that invests in our city's infrastructure at unprecedented levels. and it is a budget that significantly grows our city's reserves. this budget is being delivered as san francisco's economy is recovering, going, and moving in the right direction. and san franciscans ar

however we serve all children city wide and by children i mean youth. we also support the families and we were not defunded for our specialized team, social justice program or work force development programs that were developed by our children who are black and brown and yellow, and we are asking for their support. by not receiving the support it sends a message to the children who work hard collectively from different communities and different ethnic backgrounds that they don't matter and the focus was actually the right for african-americans to remain. every time you go to a meeting that is the focal point of the young people want to address that and it's not recognized. the group that the developed the program is diverse was not -- one of the comments is it's not diverse. i am personally offended because one of the comments there was not enough post secondary education among the staff. our staff has been doing this work for more than 20 years. any other agency, even the city itself recognizes education versus work experience, and we take offense to t

in city hall. our next meeting is august 14th at 11:00 a.m. in city hall room 201. this meeting is open to the public, publicly noticed with an agenda and noticed 72 hours before each meeting. state legislation committees, state legislation committee meetings, those overarching state legislative agendas as well as specific legislative proposals are considered. and i'll go into what both of those are. generally in the earlier months of the year, january and february before the state legislation really kicks into gear, departments like the department of the environment will bring forward an overarching policy agenda for the committee to consider and hopefully endorse. so, these are general statements of policy. they're not reactive to a specific bill or proposal, but things that in any circumstance the department would like to see done. most departments do this. some of the larger proposals come from our department of public health. our human services agency. and those agencies that have most interaction with state legislators. in addition, as the year moves on and pa

and that's what new york city did.hey first went to the hudson highlands, but 150 years later, it went to the delaware highlands. and really diverted the water that normally went to philadelphia to new york city. i don't think they anticipated that. narrator: the majority of new york city's drinking water comes from watersheds in upstate new york. a watershed is the area of land where water from rain or snow melt drains downhill into a body of water. mountains act as a funnel to feed rivers and lakes. and in this case, reservoirs. in the new york city system, water is collected and stored in 19 reservoirs, which can hold more than a year's supply -- over 580 billion gallons of water. almost all of the system is fed by gravity, without the use of energy-consuming pumps. valves open to regulate the flow into the 85-mile-long delaware aqueduct -- the longest tunnel in the world. at hillview reservoir... the water is partitioned into another giant tunnel system. where it travels deep below manhattan. the pressure built up

the city. so the bottom line is that barack obama wants to redistribute the wealth of america's suburbs to the city. to see the radical file community organizers who mentored and trained barack obama all those years ago in chicago they really didn't like the suburbs. in fact their ultimate goal was literally to abolish the suburbs. why were obama's radical organizing mentors so upset about the suburbs? they blamed the suburbs for the problems of the city because when people move out to the suburbs, they take their tax money with them. so obama's radical organizers put on their thinking caps and came up with a strategy for the economic and political independence of america. and as the strategies came, a movement called the regional equity movement, the regional equity movement sometimes is just called regionalism for short. it goes under different names and you might have also heard of the idea of smart growth that is another sort of san nm for this set of policies. agenda 21 is a popular descri

it's been less than a month since the city of detroit filed the largest municipal. bankruptcy and u.s. history seeking chapter nine protection for nearly twenty billion dollars worth of debt in long term liabilities now michigan state officials have taken the reins of the city's financial matters seeking to find a solution to a problem that many say is been brewing for years but although the detroit faces a dwindling population in the stressed economy the city may be turning a new page. producer amir david recently traveled to detroit to see what lies ahead for the motor city. we cannot and must not and we will not while it may seem like a calamity of the distant past it was only four years ago that the obama administration rode to the rescue of two detroit automakers general motors and chrysler the federal government port eighty billion dollars into the companies extending them a lifeline out of a looming bankruptcy. but it seems the city of detroit won't get the same bailout even after declaring a twenty billion dollar debt becoming the largest municipal bankruptc

business of the city. he said, why do you want to do that could i said because i believe we'll civil rights movement is an economic justice. and i felt women-owned and minority owned businesses could be key to that and that as i grew in these positions there was something else that i wanted to do. something that i had learned from the civil rights movement. something that ms. obama says consulate and the president says constantly, and that is when you get into these positions it is our responsibility to keep the door open for the next person and that is why today you see, as i've become mayor, you have the director of the public works department, you have the general manager of the public utilities commission, you have the new director of the juvenile justice and of course you have our own city administrator, all people who came from backgrounds that 50 years ago would not have been welcome in these jobs. >> [applause] >> is not enough in those years where i saw african-americans being laborers, being bus

and importantly, it will cost the city nothing. the city won't have to buy the land. it won't have to build the infrastructure. and it will not have to pay the city upkeep going forward. emerald park will be a unique arrangement between the san francisco parks alliance and emerald fund. with an agreement known as the conservation easement that will ensure that forever this remains the public open space. and emerald fund by this agreement will forever give up its right to develop this land. park alliance will be a steward to make sure this remains a public open space. i moved to san francisco 16 years ago. i met my lovely wife here. we had both of our children here. and we used to live right in this building right behind us for many years. and i can tell you from firsthand experience there are very few parks around here, very few parks for children to run around in. and that's why saline and i decided to make this gift. when all these buildings we talk about are complete, there will be thousands of new families around here, thousands. and this park is needed now and wi
