and number two, the proposed citywide c.f.d. does not create a new funding source and merely finances the cost of existing infrastructure impact fees. the eastern neighborhood working group reports also proposed that c.f.d.'s be used for an addtive source of funding in addition to the impact fees were already getting and in addition to existing property taxes. it would need to be approved by 2/3 of the voters and would be in addition to the proposed citywide c.f.d. thunderbird proposal. the issue being if the property opts into the it in the existing fees, would this reduce the desire or ability of additional owners as an addtive source of funding as recommended by the working group? commissioners, that concludes our presentation for you. for this item, the department is asking that you move to recommend approval with modifications and considerations to the issues we raised in the report and we would al recommend modifying the recommendation for the c.f.d. and he can help with language if you would like to include that in your m

it is a citywide and local amenity. the sports fields are citywide. it provides recreational facilities for the baby itself. this enables the completion of the bay trail. there is loss of design work get to be done in the details. -- there is lots of design work to get done -- to be done in the details. we want to extend the recognition of maritime history throughout the entire length of the trail as it goes around hunters point. we have focused in one area with this maritime cultural history park. the other aspect to the parks and open space is not only the celebration of maritime history but also the culture of the bayview. as we develop a detailed plan for each of the parks and open spaces, we will be working to flesh out the details. one of the early part to be developed is referred to as the north side park. it is approximately the size of delores park. that is the proposed location for the african marketplace. there are many other such opportunities to reflect the very rich culture of the debut. i am going to stop at this high level overview and

this is part of the citywide in this stations. can see the reduction in terms of salaries and benefits including the layoffs. we continue to have a big discussion across the country with regards to health care. we continue to see strong increases -- sharp increases in health care costs. that is a big part of our expenses as well. we did go to our contractors and vendors and ask them to reduce their payments to us. we're getting a lot of cooperation. that will save us $4 million. we're trying to put money back into materials and supplies. there's no sense in sending a bus into service if it is going to break down on the streets. that inconveniences' everyone even more. we've seen the parts and supplies inventory cut to the bone. we need to invest in that next year to have reliable service on the streets. those of the main items i want to highlight. transit will have operating costs. we do expect to save money in the long run with them. the service reductions of 10% will take effect on may 1. and mentioned this at the beginning. $56

citywide, there's a huge cut proposed. it is true we have lots of resources. they are not coordinated. the safety net is defined differently depending on who you ask. ultimately, it is a morass in which the greatest struggle for someone with mental -- [tone!] -- making their way through that system. supervisor chu: are there any other comments? with that, public comments are closed. let me just say supervisor avalos mentioned that nevada county and san francisco do not think we did do things exactly the same way. part of what this legislation does is it means sitting down with public health and figuring out how sentences would navigate through the system. to give you an idea of how said francisco -- and figuring out how seven cisco would

we would then identified as best practices -- identify those best practices for citywide early childhood education. this would be for san francisco and elsewhere. we would evaluate the duplication of services among city departments, and also those gaps in any program services, those services that were utilized and in underserved communities within the city and county. we would then also look at federal, state, local, or private foundation funding sources for programs for early childhood education service, and look at the city departments that are applying for these funds and how they are using this funding sources. we would also look at any potential overlaps or gaps in providing funding for these various early childhood education and care programs, and look at the department's oversight of the funds and the providers. we would not actually look at the nonprofit providers of these services, but look at it only from the city's perspective in providing that oversight. in terms of consistent criteria for evaluating the program performance, the use of the program evaluation and making progra

currently, the only citywide contribution of the club is the unfortunate wall that overshadows a large section of the embarcadero. is that a wall, a fence, or a combination? it is important to remember the civic responsibility our city has to the waterfront. the importance of this area and the need to replace certain parking lots with developments that benefit the port and city and create visible neighborhoods -- there has been more than enough public input during a number of meetings. i urge you to put it to use and move forward with progress along the west side of the embarcadero. if i may, i have heard a few references to an alternative plan this evening. i advocate you please not consider this plan was created behind closed doors, representing a special interest pursuing their own agenda. hundreds of san franciscans have made a good-faith effort, spending many hours attending meetings and submitting commons for a transparent study that considers the entire community's point of view. i respectfully request to move forward with that plan. president fong: matt harris? >> good evening.

and citywide there are some captains who have done tremendous things with foot patrols and others who haven't. assistant chief? >> i understand your concerns and i can concur with those, each captain to a certain extent imments community policing in a different fashion as opposed to consistently across the city. supervisor mirkarimi, in the short conversation that we've had, my sense is, tell me if i'm wrong, that the foot beat issue has been a topic of conversation at the board of supervisors for several years prior to the chief and i arriving. you've been given a multitude of promises and now you want something a little more concrete as to what we're going to do. and that's the reason why there's legislation. i would venture to guess that's some of the issue here. supervisor mirkarimi: that's part of my fire. that has evolved over periods of time. as somebody who entered into elected office with a district that was engulfed in violent crime, and depending which year, the second or third highest homicide rate, and the constant simmer of, you know, the incivility and distress. i advoc

the northeast embarcadero is a citywide, regional, and state what resourced. when decisions about development and open space are being made, they should be made from this grander and more subtly lighted perspective. this is a perspective that was reiterated repeatedly by the commission as well. design principal 5 -- provide open space concern to the needs of residents and visitors. adequate open space is a fundamental need for all city neighborhoods. our hearts are wonderful foundation for writing open space network equal to in grandeur almost anywhere in the country. the addition of smaller open spaces, as proposed by this study, would provide adequate amenities for this neighborhood. design principles 6 -- to ensure the high-quality design of streets along the embarcadero waterfront. embarcadero's civic importance should be reflected in the quality of the public realm. quality of materials, attention to detail, and connectivity to adjacent streets and open spaces should be elevated above the ground and other parts of the city. design principal 7, the whole w

i realize that this has been an epicenter of concern within your district, but of course, citywide, in that there has been a number of very -- varied perspectives as to how we move forward, and some of them are somewhat contrarian with each other, so i'm glad we are able to focus on the next steps with a certain amount of clarity and be able to marshal, i think, the key stakeholders in this discussion and how the city is to help remedy what has been troubling and challenging, so i think this legislation helps us get to that next place. supervisor chiu: thank you. what look to talk about the legislation -- the item has already been called -- remember that last year we passed legislation to expand the authority of the edgerton commission with regard to suspensions, and i think many of us had hoped that that would be sufficient to provide the city with enough tools to deal with the problematic clubs we're talking about, and i want to reiterate, that was made. there are many clubs that do not have a record of violence, and i think it is important to recognize that. while we're trying to ta

resolutions and i would address the area plan infrastructure commission first and then address the citywide c.f.d. resolution second. i do want to elaborate a little bit on the reasons we're having the resolution forming this committee. the area plan infrastructure finance committee or the apif. there was a previous committee you may remember the eastern neighborhoods structure finance group which was created to specifically come up with recommendations for ideas to finance the significant deficit and infrastructure monies that the planning department identified and not only eastern neighborhoods plan but in other recently adopted area plans as i think all of you know very well, the impact fees only cover a portion of the identified infrastructure need. and we have been interested in our office working with the planning department and the capital planning group to find other tools to finance infrastructure development in the neighborhoods. and we can have what we all call complete neighborhood development. so the recommendations from that report were that a consultant study be done on the e

systems were on the east coast of the united states, often in places that already had developed a citywide water supply system. sullivan: in 1630, boston was basically three mountains, there were very steep hills. waste would run down quickly and dump into the harbor. and the tide would carry most of it away. well, this worked well for a while. the problem was, as boston wanted to expand, it started filling in the mudflats. the water could come rushing down the hill, it would hit the flat area and slow down. at high tide, it couldn't get out at all. it got so bad that the city took over, 'cause the city has a responsibility to protect its citizens. boston built the first modern sewer system in the united states. ours was completed between 1877 and 1884. with this wonderful new sewer system, we were taking our filth and moving it out to the ocean. of course, all of this was untreated. in the 1960s, we were still pumping all of our sewage out to moon island, untreated. we would get swimmers here, never knowing, in the middle of summer, why you would have a cold. well, we were swimming in dil
