there some minor expenditures on our citywide programs that are ongoing now and that will be complete shortly. next. this slide shows you where we are at today. this is a period of immense activity for us in 2019 and 2020 as we move towards the second phase of our bond projects. we are in the implementation phase of these projects. with the opening of the recreation centre in march, seven of the 14 voter approved neighborhood park projects are now open to the public. the schedule for the remaining park projects listed on this slide all remaining shows all remaining projects are now in construction or going through the bidding and award phase. sixty-five% of funds allocated for the neighborhood parks program have either been spent or encumbered. this is a slide to show you the program highlights. six projects from our program are either starting construction or will be in construction in the spring of this year. we completed a very, very successful community vision process early this year, which was adopted by the recreation and parks commission. there are some projects that came out o

they are the amount of building an infrastructure construction going on citywide which is driving up cost and it can sometimes add to the contracting process and the timing of the contracting process and fewer bidders are out there. we are seeing that in particular on some of the signals projects. large multi- agencies projects. we have a number of these projects which are coordinated with sewer, water and also with paving and coordination on those projects is going well but it does open up the window for additional delays to these projects because they are so complex. another one of the lessons we learned that we talked about a lot last year was that for some of our moving forward projects. we had underestimated the amount of time it would take to public outreach and engagement on these projects. i'm happy to report that we've done a really significant revamp of that whole process in our agency and we are really proud of it. we are now starting our outreach much earlier. we require all projects to go through a full public engagement plan, and we have a tremendous amount of training

this quarter's audit highlight is city services auditors citywide fleet manager audits. they issued the report to the general services agency, however, this report does not apply to the p.u.c. even though we were a participant by providing field data for their field work and supporting documentation, as well. the audit objective was to assess whether the city effectively managed the life cycle of its vehicle fleet. city service auditor made 11 total recommendations to the general services agency that included improvements to the coordination of vehicle purchases prior to department budget approvals. also further clarifying the see emissions vehicle ordinance. again, these recommendations did not apply to the sfpuc. g.s.a. did partially or fully concurred with all of the recommendations. our current out lock in q-2 ending december 31, we're expected to complete the following audited. a citywide cart audit financial audit for fiscal year 16-17, as well as a royalties lease equipment audit. we will also hope to issue or assess fiscal year 17-18 financial statements for all

our commission adopted our goals in 2017 as well, to complete the citywide enrolments by july of 2019 or sooner, if possible. we are on track to what we had intended to. they've also, the commission has given us direction to have our target for renewable energy content for our basic -- basic product, to be 50% by the end of 2020, or sooner if possible. we are on target for that in our procurement efforts. we have now enrolled 30% of the accounts in san francisco. that's about 230 megawatts of average demands. our plan for completing citywide enrolment includes the april enrolments that i mentioned, predominantly residential accounts. about 280,000. that will bring our load up an additional 115 megawatts, and once we've completed that, we are expecting to serve for 305,000 accounts, and that will be 340, 350 megawatts total. our largest commercial accounts, we will in role subsequently and we feel that's important for us to do on a customer by customer basis. these are folks whose energy bills are a major part of their business operations and we want to engage with them individually to
