we're also going to, as part of our ongoing audit program is our citywide -- citywide audit programs that are basically looking at key business practices throughout the city from p-card, which is procurement card usage to payroll, cash, and looking at compliance and also looking at whether the city is using best practices to complete those day-to-day operations. we also have a suite of projects that we have that we all performance audits. they are looking at effectiveness, efficiency, and economy, and looking at best practices moving forward. so we have a number of audits that we're planning from the fire department's inspection program to nonprofits to also city options program for d.p.h. we have also an array of projects that we will be continuing as part of our i.t. cybersecurity audit program, mostly testings of various city systems to make sure they have the right controls and that the practices are in compliance with certain standards. and of course we have our whistle blower program that we will continuously administer as well as other follow ups that we do throughout the year

as you were there, some of you were there, we had our citywide drill in the month of april, and the citywide drill not only helps the community get involved in training, but helps our department practice our battalion control, our earthquake -- earthquake preparedness for our system, and what we do with that is that we prepare our battalion chiefs working together, simulating a natural earthquake, in how we will work with teams together and how information will flow back and forth. twice a year we do this, and we are working to do more exercises to prepare us for that big one. chief nicholson is one of the major focuses on this administration. we are working on that. this is twice a year. it is a good opportunity to work with them in how they would work and hunting skills that they do every year, but also for us to play with them. as you are well aware, the academy is coming to a closure soon, and they will graduate hopefully 44, and june 14th. they have completed all of our testing. they are completing the state testing, which is required for being a firefighter one academy. they started co

program began enrolling about 280,000 customer accounts citywide, mostly residential, a little underof those were commercial customers, so what that means is now -- as of the end of april, about a week and a half from now , the program will have enrolled more than 400,000 customer accounts citywide, which is about 99-point 9% of our potential. the only remaining accounts are some of the largest commercial accounts in the city, which we are going to go back and speak to the second half of this calendar year, and that was an approach we took as a risk mitigation measure. they command a lot of sales, so we want to make sure we have the time to understand their interest in staying with the program. so what that means on the opt out and upgrade statistics that we try to show every time we come here and speak with you, is that the cumulative out rate for the program is now two-point 7%. you might recall, it was about three-point 4% last month. that has come down because we have enrolled a lot of accounts. we're still in the open enrolment period. there are a couple more months of that, so
