what is your reaction to the claire's story? >> at first blush it's crazy. literally crazy to think that a company can sell kids cosmetics contaminated with asbestos legally here in the united states. >> why doesn't the fda have power? we decided recall of romaine lettuce that happened like this. why doesn't the fda regulate cosmetics and personal care items? >> unlike food and drugs the fda doesn't have the statutory authority to compel a company to remove toxic or personal care products from the shelves. it can't issue a mandatory recall. there is only two pages of federal law in existence today to regulate and $84 billion cosmetics industry and a 70 and a $70 billion fragrance industry. that law hasn't been updated in 80 years since it was first enacted. >> what's happening with claire's is calling on some to ask congress to change the rules so the fda does have power over lipstick and blush and lotion. i would imagine you support such a change. >> absolutely. we have been working at the campaign for safe cosmetics for strength and federal oversight of th
