[applause] we are in the second series of this celebrating lunar series. you can buy all of the series from 1992 until 2004 around the country. we're so proud we now have the second series coming for the next 10 years. i would also like to take this occasion to think about one person who came up with this idea of what i and many other people have worked on the program. this was the idea of an oca member in atlanta, georgia. they wanted to do something to celebrate our chinese-american heritage. i would like to take this opportunity to say thank you and celebrate with the idea of one person can do. please welcome commissioner who claudine at chiang -- commissioner claudine chang. >> [speaking chinese] at the beginning of every year, whether chinese new year begins in january or february, the city and county sets a great example for the other major cities in this country in the way we celebrate lunar new year, and especially with the leadership of all the members and supporters and volunteers of the chinese chamber of commerce. we have seen so many years of the street fairs, the parades' that attract a quarter million people. we really have set an example for the rest of the country. i want to congratulate everyone for their hard work. i look forward to seeing everybody this saturday at the parade. taking an example of the lunar utah -- lunar new year and how celebrate it, we talked about it lunar new year and chinese new year as the same period that are pretty much the same, but lunar new year is celebrated by many groups within the asian american community, including korean- americans, vietnamese americans, and many others. we want to celebrate the chinese new year every year, bu

claudine wong joins us now the woman on board is changing her story about what happened. >> reporter: it keeps changing. they are trying to get to the bottom of that. in the meantime fire crews waiting for the oakland fire department to arrive here to lend them a boom to put around the boat. you are taking a look at the 40- foot motor boat that crashed into the shore at 1:45 this morning. if you take a look at the this boat temperature i want to show you new video we shot from the other side of the boat where you can see damage on that side. coast guard, fire, and police taking a closer look now that water levels are lower. and show you the woman that was on board when it crashed. when they got to the scene she was on shore. she was helped on shore by the alameda fire department. police say she was clearly intoxicated and uncooperative. as she was being arrested she told police to give her a ticket so she could go to court saying she wasn't the one doing anything wrong. >> you should not be arresting me. >> reporter: authorities say her story has been changing all morning

ktvu's claudine wong joins us live from the bay bridge to tell us what's planned and what could change morning, claudine. >> reporter: good morning, tori. we do expect an announcement sometime today whether the planned closure will go on as schedule. right now crews are acting as if it's a go. we've moved from the original location because they want to get some big rigs in there that will help them define the new path that will be taken. down the road there's also striping that gives us indication of where the new roadway will be once everything reopens. they want to shut it down friday night and reopen it tuesday morning. to finish the striping, the road needs to be dry for six or seven hours, and there is rain in the forecast. so that has caltrans warning everybody, if it's too wet the closure may have to be delayed to another weekend. one commuter said he would like to get it over with. >> i'm a commuter. i chose to move up to fairfield. i love where i live and i will just do what i have to do to get here safely and on time. >> ready to use the new bridge? >> exact -- yes, definitel
