so has it been working cot joins us with -- claudine wong joins us with details. >> reporter: good afternoon, tori. some of this research data that we looked at seems like common sense. researchers talked to a thousand commuters and 93% said they want a fast trip across the bay. that's not surprising. but the question remains, is this commute actually getting any faster? before the sun came up, we t racked down some of the bay area's earliest commuters to find out if congestion pricing has done anything about congestion. >> no. >> reporter: it's still the s ame? >> still the same. >> reporter: so you think it's working? >> yeah. yeah. it's less congestion. >> reporter: over the last six months, researchers have been talking to commuters. they surveyed 1,000 people and put 85 people in focus groups for a two-hour discussion about how they commute and why. some of what they found. 22% say they could change their destination. 27% could change what time they head out and 40% said they actually don't need their car to get to pork -- to get to work. >> you only have to have a few people change the

missing english teacher's family is now speaking out about 30 minutes ago ktvu channel 2 reporter claudine wong talked with her cousin about what has been happening in her cousin's life lately. she's now live with the new information. good morning, claudine. >> reporter: good morning, pam. yes, authorities have been racking their brains trying to figure out where debbie could be. her family on the east coast is doing the same thing. and it's both been frustrating and heartbreaking for them. i did just talk to debbie's cousin who lives on the east coast. just within the last hour about what's been going on in her life recently. she's been following the search efforts from there trying to follow online to what's going on here. she describes her cousin as bubbly, independent, optimistic and says she's been floored by her disappearance. according to her cousin it's been a tough year with several close family members dying unexpectedly. but through it all her cousin has stayed strong and was her usual self. in the past few months things have gotten more difficult at home. she is married with an 8th

ktvu's claudine wong joins us live to explain where the search teams are focusing their efforts now. good afternoon, claudine. >> reporter: good afternoon, tori. search teams have been here about 90 minutes. they left a few minutes ago but they focused their attention and specifically canines down this driveway and behind this home. that is where the 53-year-old lives. and that's the last place she can be traced. now before they left search teams told me their dogs got a hit once behind the house and once in front of the house. they believe she did like to walk in the area. right now they're going back and they're organizing their ground search teams and checking the creeks with dogs also there trying to pick up her scent. authorities hope canines can tell them where 53-year-old debra went when she left her home last week. they say she liked to hike and walk, but her purse, id and credit cards were all found at her house. >> she just was there and then she left. we believe on foot just because the car is still parked at the residence. >> reporter: there are few clues. and at the high

thank you for joining us on the ktvu morning news i'm dave clark. >> and i'm claudine wong. oakland police chief may soon be heading to the bay area largest city. ktvu kraig debro joins us live from oakland. good morning. >> reporter: good morning, claudine. the city of san jose has been without a police chief. oaklands chief is one of the finallest for that job. there is no one to talk to this morning. but we hope to talk to somebody later this morning. oakland police spokesperson confirming the information to us late yesterday and the chronicle. the paper saying the oakland police officer association that he was a finalist for the san jose job. the big question is this morning why does bats want out of oakland. he was sworn in a little more than a month ago with great fanfare and expectations. he chose bass over in-house candidates. it might be too early to tell. on the year he's been on the job violent crimes in the city has dropped noticeably from 2009 to 2010. homicides,ing visited asoughts, and domestic violence. firearm is one exception. they went up by more than 20%.

welcome back to mornings on 2 everyone i'm mike mibach. >> and i'm claudine wong.the shooting happened near where a high school dance was taking place. allie rasmus is here to explain why the man tried to attack police. >> reporter: the building where that dance was taking place, was just up the road. but it was on on this road where the car was stopped. police were patrolling the area because of the dance that was going on. they pulled over what they described as a suspicious vehicle around 9:30 last night. a passenger in the car got in a fight with the officer according to police. and police say the man then stabbed that officer with a screwdriver. the officer wasn't hurt because he was wearing a bullet-proof vest. but the officer did open fire and fatally shot the man in the vehicle. police say after the shooting, they discovered the car they had been driving was stolen, and that the passenger inside that vehicle they pulled over had a handgun. >> tonight is a perfect example why we provide security at these events. you had a man armed with a handgun at the peri

claudine wong joins us live in oakland with all the details of this very busy day. good morning, claudine. >> reporter: good morning, dave. yes, mayor quan will make a stop here we are told here at the oakland police department. we know that there will be a role call this morning in just a little over an hour. and we do expect her to meet with rank and file. public safety has been a big issue as has been staffing at the police department here in the city of oakland. she addressed that somewhat when she was sworn in yesterday during her inauguration speech. however, jean quan in her time as council has not made a big issue of hiring more police officers. in fact when she was talking about the issue of crime in the city she turned to education, volunteer work, creating more jobs as a solution to those problems instead of calling for more police officers. you may remember there were 80 officers laid off in july due to punishment cuts. jean quan inherits a $40 milliobudget deficit. we are told she reportedly met with chief from the oakland police department four times si

claudine wong joins us live from where that search is going to focus on today. good morning, claudine. >> reporter: good morning, dave. we're in marin county because this is where searchers have focused their efforts. they were in and around ross where she liked to hike but they came up empty. there's word they might turn their attention to san francisco. i asked police yesterday when the search was underway was there anything in her life that may be part of her disappearance. they said no. but overnight new information came out that may be telling a different story. according to the marin ij there was some significant events in her life. her husband with whom she has a son filed for divorce on january 11. three of her close relatives have passed away in the past eight months. we know from police that her husband and son were out of town when she went missing. whether these recent events had anything to do with her disappearance still unclear. but as you imagine everything is on the table. it's really a guessing game at this point to where she might be. her car a

ktvu's claudine wong is in san francisco now with all the details. good morning, claudine. >> reporter: good morning, dave. yes, the idea behind this congestion toll pricing is pretty simple. if you raise a toll during the peak time, more people avoid those times and drive in the nonpeak times and that will make traffic move easier. is it working? it just depends on who you ask. today we are expected to get a report from uc berkeley on whether this toll congestion pricing is actually making a difference. now keep in mind when all this started back in july the bay area toll authority said they had hoped that this would all drop commute traffic by 20% to 30% in those peak hours. since then they have said they have seen a drop of about 15% when you compare the last six months with 2009. what they did is hired uc berkeley a $250,000 contract and said take a very close look at this and tell us what you think. today the meeting's being held at 9:00 this morning. that's when we'll get a good idea of whether or not it's been working or not. there have been co

ktvu's claudine wong is live in san francisco now with more on this report. good morning, claudine. >> reporter: good morning, dave. yes, let me show you where we are. we're at howard and fremont street this morning because you see this stretch of sidewalk and road right there, that's where the casual car poolers come on in after they cross the bay bridge and drop the people off. we've been talking to them this morning about this congestion pricing. we wanted to know what they think. this morning the bay area toll authority is going to hear what uc berkeley thinks about congestion pricing. the new pricing system all went into effect in july. when it went into effect the bay area toll authority said what they hoped is that it would drop congestion by 20% or 30% during the peak hours. the idea of congestion pricing is if you raise the pricing during peak hours drivers will be more motivated to drive in the nonpeak hours and that will make the commute a little easier. but has it been working? uc berkeley was hired at a $250,000 contract to take a look at that iss

is now being launched into the radio problems for oakland police but as ktvu channel 2 reporter claudine wong tells us that's not the only problem the police department system facing. good morning, claudine. >> reporter: good morning, pam. let's talk about the radios. they are still are problem. officers arriving here are still going to be faced with an unreliable investigation. even after that problem is solved, this morning is a much bigger issue. oakland residents know if their chief will keep looking for another job. we told you last night at 10:00 anthony batts did not get the to be job. that decision doesn't guarantee he will stay in oakland. leaving residents trying to figure out who will keep the residents safe. the chief is speaking out why he is job haunting. the job he turned -- the job he was looking into turned into something he is not wanting. >> we've done a lot of talking. i have put out a vision there. are they willing to step up to the plate and turn around the oakland police department. if they were not willing to step up to the plate much like i challenged the city governm
