claudine wong is in fremont. >> reporter: i just got new information from police. they tell us the victims in this case were not in the crosswalk when this accident happened. they are still piecing together exactly what led up to this accident. it happened here at the intersection of mallory and piseo parkway. here's what we know. last night before 10:00 a 17- year-old girl and 19-year-old woman were walking west across the parkway. the 19-year-old was killing a three-month-old boy and all three were hit. the 17-year-old suffered nonlife threatening injuries but the three-month-old boy and 19-year-old were critically injured. >> the 19-year-old was carrying a three-month-old baby when they were struck by a vehicle. >> reporter: the driver was questioned overnight and has been released. all we know about him is he is 64 years old. he did stop at the scene and has been cooperating with police. the roadway was shut down for several hours but it is now back up. its still you can clear at this point if charges will be filed. live in fremont claudine wong ktvu channel 2

claudine wong is live at san francisco general hospital where the mother and her other child are recoveringrning. we understand you just talked to the witness at the scene. claudine? >> reporter: yeah, that's right. we talked to a witness over at the scene where this happened before we came to san francisco general. as you said, this is where the mother remains. she's in critical condition. her 7-year-old daughter was killed. her 4-year-old son suffered minor injuries. the accident happened about two miles from where we are at the intersection of polk and ellis. police tell us the family was in the crosswalk at that intersection at about 8:00 last night when a driver making a right turn hit all three. police say they are still piecing together everything that happened but tell us the driver stopped and is cooperating with police. in the last hour, we spoke to a man at the intersection about what he and his wife saw and heard. >> i was -- my wife got out. walking down the street. the accident just occurred. jumped out of his car. screaming. i had a green light. and then somebody else -- i sa

ktvu's claudine wong is live in vallejo with the new initiative to address this disturbing trend. , claudine. >> reporter: good morning, tori. we've been at the police department this morning talking to them about operation safe net. it's a new program vallejo police say crime in this city is at an unacceptable level. it's not hard to find residents who agree with the statement. one man told us this morning that he thinks it will get worse before it gets better. so this new program is underway. it's called "operation safe net." it's about getting more officers on the street. officers sign up to work before their shift, after their shift and on their days off to staff neighborhoods at unpredictable times of the day. >> we decided at this point, the surge in crime was at an unacceptable level, we had to do something during the process of hiring more officers. >> reporter: the program started on january 2nd in an 18- hour period, police say 32 suspects were arrested and 99 citations were hished. 12 of those suspects were arrested at hogan junior high after officers responded to a burg

claudine wong has more on the hiring and how other associations should take notice. >> reporter: that hockey coach is not coaching anymore. new policies and procedures are being considered. but2 investigates how this actually happened and why legally it never should have. there's a paper trail that tells a story of former hockey coach charlie jones and his history with the law. the crime happened back in 2002 in michigan when he was 18 years old and the two victims were 15. he was convicted of criminal sexual conduct. and ordered to register as a sex offendser. fast forward 11 years later, jones moved to california and applied to be a youth hockey coach at the oakland ice arena. his conviction showed up on a background check. when police questioned why he didn't register he called it a simple mistake. but he was allowed to coach. everyone though the association knew about the conviction. a board member confirmed to me today that after initially being denied employment, jones went through an appeals process that's also what he told authoritys in this police investigation. obtained by a

claudine wong looks into what the law says and why parents and other youth organizations might want to take notice. >> there's a paper trail that tells a story of former hockey coach charlie jones and his history with the law. the crime happened back in 2003 in michigan when he was 18 years old and the two victims were 15. he was convicted of criminal sexual conduct and ordered to register as a sex offender. jones moved to california and applied to become a youth hockey coach. but he was allowed to coach, even though the association knew about the conviction. a board member confirmed to me that jones went through an appeals process. that's also what he told authorities. obtained by a parent and private investigator and given to ktvu. >> i went through a legal process, went down to l.a. and sat in a meeting with them and they said that i was able to coach. and i was very forward about this because i've been kind of forward through my whole process and i went forward to them first before this came up. >> reporter: usa hockey guidelines allows job applicants to approve rulings. that often
