welcome back, chairman clayton. mr. chairman, given recent developments regarding the volcker rule, i would like to offer a reminder to put the volcker rule into effect to stop banks from downing the taxpayer dollars, that earlier this year, the oice of currency, the federal reserve board, the federal deposit insurance corporation, and the commodity futures trading commission, and the securities and exchange commission, issued a proposal that appears to give banks a pass and allows them to continue what congress clearly wanted to stop. now the s.e.c.'s analysis of the proposed rule says "we recognize that the proposed amendment would increase moral hazard risk related to proprietary trading, while allowing dealers to take positions that are economically equivalent to positions they could taken in the absence oh it have 2013 final rule." so i'm wondering why the s.e.c. would be supporting changing to the volcker rule that will increase moral hazard risk. i'm also concerned about the s.e.c.'s regulation based interest. co
