clayton: sure. that process -- parts of that process -- material parts of that process has not been updated since the 1950's. so almost 70 years ago. that was the days of the mails and the like. and so what we did was on the proposal process, we looked at what a demonstration of a meaningful stake in the company is such you can take up the time and attention of the other shareholders such that -- this is an amazing system. you can be one shareholder having $2,000 or more and if you held it under our new rules, you held it for three years, you can take the time and attention of all other shareholders on your proposal. you know, that is -- that's part of our system. what is the amount you need to do to demonstrate the level of commitment that allows you to demand that time and attention of the other 20,000, 30,000, 40,000, 50,000 to go through the proxy? $2,000, that's a good minimum threshold. you held it less, you need a little bit more of a financial commitment. you're proposing changes for the lon

we mention clayton county. let me erase this. clayton county is a big one here. we're expecting about 7,000 votes from clayton county. joe biden's winning, overall, in clayton county by 80 -- with 85% of the vote. there's no reason to think the mail ballots aren't going to look just like that, maybe even better, for joe biden. so, he can get a huge chunk of votes from there. we mentioned gwinnett county. so, there are, we believe, 4,000 uncounted votes from gwinnett county. >> okay. >> there's a huge, technical issue here with a big chunk of ballots that are being rerun through the machines, there. we don't expect -- they were counted, already. we don't expect it's going to change, you know, the result from those ballots. they're already in our system. we don't expect it's going to change that. if there are any changes, we'll let you know. but on top of that, there are, we believe, 4,000 uncounted ballots there. and so, that's another opportunity for joe biden to cut into the lead. and again, i think the most significant thing here, though, is we have been -- i'v

the ballots from clayton alone, once they are all counted, clayton by itself right now in isolation would biden over trump, we think, statewide in this tally. it's not the only place with statewide vote. gwinnett county, there is outstanding vote in gwinnett county. i think there may be a few votes left, this is forsyth county. trump not doing as badly with the mail-in votes as he is in the democratic areas. there are some pieces of real estate here left besides clayton county. on the whole there is clearly an opportunity here for joe biden to move ahead of donald trump and to take the lead in georgia. the thing in georgia that's different from pennsylvania, you don't see biden with the potential to move ahead with 50,000 votes as we showed you in pennsylvania. in georgia, if you're within 0.5%, the loser -- either candidate, but the loser can ask for the recount. you have that recount provision in place if this thing finishes either way within 0.5%. it's very unlikely to do that. can you call the state if biden jumps ahead and every vote is accounted nor. there is the issue, there are ov

clayton county went 87% of the votes to joe biden there. those came in and made all the difference this morning. as you can see joe biden 85% of the vote in clayton county. you look back at the election in 2016 that's about even with what we saw as far as performance by hillary clinton in that county. what we're waiting on now is another county in georgia. it could make all the difference. we're hearing that about 4800 more votes have to be tallied there. you look in 2016 how important this was in the race there. joe biden right now is leading by a bigger margin than hillary clinton in that county in georgia. so we're watching that. of course, important to point out that when it comes to the clayton and gennett counties they are near atlanta. we're watching that. i'll bring in byron york in a second to take a look at the big map. pennsylvania, joe biden is leading at this hour. georgia, of course, north carolina, north carolina president trump still maintains a lead there. he is topping 50% at this hour. 94% of the votes in and broadening t

and the two counties with the biggest share of those votes are clayton county. clayton county is a heavily democratic area just to the south of atlanta but part of metro atlanta. and gwinnett county is one that flipped blue in 2016, went for hillary clinton after being red for some years. so both of those between the two there are about 8,000, 9,000 votes still outstanding in those two counties alone. so that's what we're watching. an official just confirmed they're done for the night, they're not going to be putting up their numbers for tonight. when you talk about timing it's still very much a moving target. keep in mind, there's still about 7 or 8 counties that still have not reported. when you ask about timing, it all comes down to those individual counties. when they put the information out, when they post those numbers. of course those numbers that we're talking about what the secretary of state's office has made it clear in addition to that group there are about 8,900 or so military and overseas ballots that could be making their way back to georgia and b

but clayton still with more to report. it just reported some, and it brought that trump lead statewide to under 2,500. if biden does get over the top here, obviously there's that issue of is there going to be a recount? the loser could request one inside half a point. if biden were to get over the top and win the state, it would be the first time in 28 years that a democrat wins georgia. and in arizona, we'll just check in again. that lead, 46,000 for joe biden statewide. we mentioned we got that big drop of votes from maricopa county. throughout the night, the cou y counties elsewhere around the state have been reporting out numbers as well. again, to bring biden's lead to 46,000. i think the next big event in this arizona count, it looks like it's going to be 9:00 a.m. local time out there, 11:00 a.m. on the east coast tomorrow. that's when maricopa will again release a big batch of votes. there might be some small ones from some of these other counties. we're not sure. but maricopa, 11:00 a.m. eastern time tomorrow, 9:0

clayton county, we talk to them this morning. they are continuing to work. they are continuing to scan and make uploads. dekalb county, finishing up their ballots. floyd, i do not have an answer. she is very much on the side of being accurate rather than being fast. it is really good and helpful. fulton continuing to draw down their number. they have 7305. , we the work of our monitor are keeping a close eye. they were brought over from state farm arena today. have 3900nty, they provisionals. depending on the coding, there has to be actions done by the voter or there is an automatic acceptance of those ballots. i do not have that detail. when that county is down to 4800. part of that is scanning differential between the accepted ballots and those reported. they did have an issue that was asked about earlier this morning. they had a corrupt memory card on one of the early voting icps, the polling place scanners. they rescanned those ballots and those will be included in the totals. that is approximately 400. that is the benefit of having a paper ballot. harri

nick was just in clayton county. atlanta is here in fulton county.y, in cobb county, when they count these mail-in ballots, joe biden is outpacing his overall total, because the mail-in ballots are overwhelmingly democratic. you can bet, it's going to be at least 58%. and if it holds true to what we saw yesterday, they come in around 80% for joe biden. these are democrats that voted by mail. that was the issue. you pull that back out, joe biden has a lead of 1,096 right now. georgia, blue. not since bill clinton. not since the bill clinton days has georgia been blue. so if that stays blue, the issue then becomes, what is that final number item and again, we have insisted, we should respect the count and count every vote. this will be hard for democrats because of what the president says and very little of it is true of what he says in public about this process. watch where the final number is. you know, they are recanvassing. that means they go back and check the machines. any way you're writing this down by hand, you flip the numbers one way or anot
