we basically provide cleaning, beautification, and safety for the neighborhood. the san francisco city coalition provide the cleaning services. we use san francisco clean city as our service provider because i have a strong job training and placement program. they train and place about 150 people every year. about 75% of those people that are placed actually retain their jobs for the full year longer or after. that was important to the neighborhood when the community benefit district was forming. the services provided -- every property gets hand swept daily. they get sidewalk scrubbing with a machine twice a month, and power washing once a month. clean city also provides graffiti abatement. the service hot spots in the neighborhood. they also help us with hazardous waste -- needles, human waste, and a large trash items. they do not, unlike other cds -- other cbd's, we do not operate on a dispatch system. in other places, someone would call in. we do not operate that way because it is a large district. we kind of schedule the district to make sure that the cleaning we provide is done un

they are definitely an important part of our overall strategy to keeping the city clean because the city resources themselves are not adequate. i guess in response -- and i do not know if i want to comment on the designation as one of the dirtiest cities. i do not know exactly what methodology used, but quite frankly, i think we all know that san francisco is not generally as clean and beautiful as we would like it to be, despite the significant amount of resources that we invest, both city resources as well as volunteer resources, trying to make it so. one of the main -- the program we're talking about that the mayor is proposing that we at least partially restore is probably the single biggest bang for the buck, and the single biggest strategic approach that we have to addressing this. thanks to the work of the controller's office and other so ago, they completed a study of people out in the streets to try to get an understanding of what drives their perception of how clean or dirty the city is. we have our evaluation method that the voters approve back and number of years ago, by whic

they are helping people to keep the creek clean. citykers pulled 10080 tons of garbage from the water. about 100 people camp along the creek. starting july 1st a federally funded program will put about half of them to work. in exchange for picking up trash they will receive cash or vouchers to use at safeway or walmart. >>> work crews cheered out a homeless encampment this morning. a dozen people lived in the field next to a lowe's store. the store owns that property and says the customers complained about being bothered by the camp's residents. the organizations warned the residents it will be cheered. police were on hand but told us there were no problems. >>> vandalace attack a church. tonight, the -- vandals attack a church. tonight, we learn a man is detained and now being evaluated t. is being called a hate crime. it is doing little to ease the pain for churchgoers. >> he showed us window after window broken and shattered. tens of thousands of dollars in damage here at the lutheran church and school. neighbors awoke in bed. >> our

within the budget that the single biggest thing that we're doing to address this issue of the city not being as clean as we like it is this investment. we are maintaining funding in our most critical areas on the whole. you recently -- i think you were the champion on this legislation, helped push through legislation that strengthen some of our enforcement efforts. because of that, we are ramping up a little bit in our streets, inspector, staff, so we will be able to go out and address blight issues and broken sidewalk and other issues that should further help to improve the overall condition of the city and the perception of it. we focus quite a bit through our community programs on outreach and education. we have had a "don't leave it on the sidewalk" campaign. we have had a caring for your tree campaign. we have a number of different programs where we're really trying to affect the behavior is of people and engage people. there's a lot of different things we're doing to try to address this. we do not want our own residents or people coming from the outside to walk around san francisco thinking thi

city-build partners. we will not only be getting the corridor districts clean, but be providing career opportunities for these individuals to enable them to benefit from future city construction work and opportunities that will enhance the local higher registration. i see a win/win/win here that makes this a good investment and i hope the supervisors here as you read you the budget will find this to be true as well. -- as you review the budget will find this to be true as well. generally, there is a five block stretch of a commercial street, such as mission street in the excelsior working up to 32 hours per week, seven days a week. they will provide education to merchants, residents and property owners on their responsibilities about keeping the sidewalks free from letter and keeping the properties clean and safe. they will also provide education and proper waste management to ensure consistency with our city's mandatory recycling and composting lost. dpw will be reaching out to each of you in your neighborhoods to rollout this program this summer. we will begin on july 1st and i look forward to seeing a posi

full-service unionized maintenance shop to assure drivers get the safest, efficient vehicles and clean cabs. the city's taxi system depends on companies like ours to invest in that infrastructure so that drivers can earn more money, yet sfmta has not given an increase. we've proposed a model and become of 75 cents an hour justified by the enormous rise in fees instituted on cab companies overpass several years, amounting to an almost 100% increase since 2008. our economy estimates that for -- from 1995-2007, we've lost thousands because of the charges warranted by the cpi. these funds will never be recovered and can never be invested back in that industry based on the consumer price index. if you want to lead the way and provide job opportunities for drivers and provide excellent customer service, give us the initial release sfmta. we oppose any surcharges -- >> thank you. >> [, reading names] . >> i'm with the medallion holders association. thank you for your favorable vote on item 12. on item 11, some background -- during the past eight years, the biennial meter review was subject to cp i analysis, b

clean water act lawsuit. in 1997, we won. and so for the past decade, the city has embarked on a program to clean up the river. now, with 1,800 miles of sewer system, three sewage plants and combined sewer overflows, it took a number of years to figure out what would be the solution. we are facing a crisis in infrastructure. bethea: a huge change came about when mayor shirley franklin became the mayor of atlanta. we're having to choose how to spend our money. i named myself "the sewer mayor," and i wear that title very proudly, because, without wastewater infrastructure and drinking water infrastructure, the economy will stop. we did a major outreach. we trained an outreach team, who went to every community meeting, to educate people on how bad the crisis was. not only did i tell people that we'd have to raise rates, i told them we'd have to tear up the city to repair this infrastructure. man: you can't simply say, "i won't use any water, it's too expensive." we have about 25% of our population that's at or below the poverty line, so you have to look at rate str

love people and you have to have a desire to improve the city in the first thing i did one of the first things i did is you know that while cleaning up the city and having people be part of a block of community organizations in the business community and their realization that the greatest gift i could give to any child is a good education if i give a challenge. good education i give a gift for life but if i fail they become a burden upon their family and society or another generation that you are giving people a good education is not complex so what is how do you know it is if the teachers is no that's not the teacher's the role of the mayor says no i mean you say you are really giving education you take responsibility and so that in turn the only mayor in the country took responsibility and i played so myself that lie once you have the system in you're the mayor you're responsible they're going to hold you responsible they're all the take they hold the mayor responsible in chicago and so when you want to do we want to give our we're give them an edgy but isn't just like teach you schools are good oh you got into the program into

requests we get every year in addition to the routine and preventative work we need to do to keep the city clean. here is just a little bit of background on seven things. while we have made a number for online service cuts, we have also cut quite a number of management, supervisory, and administrative positions. we have been reducing -- over time, we have been reducing the size of our fleet through very active management of our health and safety program for seeing absolute reductions in workers' compensation costs, and we are also looking everywhere else in terms of training materials and supplies, all kinds of non- personnel costs that have made significant reductions across the department in all those areas to try to minimize the impact on service reductions. this is just another view by how much our staffing has gone down in just the past few years, so we have contributed towards closing general fund shortfall. here are the -- kind of the meat of the presentation, which are the main changes in our budget for this and the proposed budget for the upcoming fiscal year. we have additional slides
