as you remember on july 9, we heard a presentation about not to exceed rate for cleanpowersf program, at that meeting, you asked staff to look at reducing the not to exceed rate to 11.5 and now the rate before you is that for your consideration. you also asked us to meet with the labor groups to determine if we could address their concerns and that they had raised about the proposed cc a program, and so i would like to call up robert hale, our assistant general manager of power to give you an update on that subject. >> thank you, general manager kelly, general manager for power, as the general manager just said, we have been meeting in recent weeks with managers for labor representing various labor unions with our ren s*ept t*if team, at our meetings, we talked about implementing the labor council's principles and to remind you what those principles w the labor council adopted a resolution with the three principles that power purchase by cleanpowersf be from unionized california facilities, secondly, that renewable energy generation projects be subject to projects labor agreements so

that is why cleanpowersf is so important. even if you don't agree or don't like the program, even if you think the pg&e should be our only option, consider what this process says about the board of supervisors. for nine years the board has consistently and overwhelmingly issued its policy directive in support of the clean power program. the votes have been unanimous on some occasion and the super majority on others. yet now the board's directive has been stopped and because of procedural delays by the puc and we have asked if the board is willing to stand up for its policy directives. this is why i've decided to introduce this resolution and i don't think that unaloe liquiditied commissioners should have the authority to rule elected body members of the san francisco board of supervisors. so, i hope you will join me in urging the public utilities commission to set not to exceed rates in advance cleanpowersf without any further delay. thank you, colleagues, for your support. >> supervisor wiener. >> thank you, mr. president. i

but now as we're kind of moving, sort of moving forward with that, with cleanpowersf, it's required a lot less staff time to monitor and to implement, you know, to attend to. so, as a result, lafco through its own processes determined that it will be a little more cost-effective to consolidate the executive officer position with the senior community development specialist position because, you know, it's substantively very similar work and the position can accommodate for that work. and not only that, but the executive officer position currently is being filled on an interim basis anyway by the legal council. so, it kind of makes sense to just have the senior officer kind of take over those duties. and this consolidation wouldn't change the fact that she's still the legal counsel for [speaker not understood] it will bring those two upper level positions together. so, what we're hoping today is for -- it was unanimously supported for this urging resolution to come to the board. we're hoping that not only will you accept the amendments, but also recommend this resolution. i'm happy to a

that is only a contract for 250 to 30 megawatts of energy, the initial vision of cleanpowersf is for almost 250 megawatts of energy, the entire load of the non-municipal build rinsing san francisco is over 500 megawatts of electricity consumption at its peak, there is a lot of room for this program to grow and where we want to take it is local renewable generation that creates good, green jobs, local green jobs. what we need to do is establish a rate base so that we have some leveraging ability to do that local build-out. your staff has done a good job of bringing the price down so people won't opt out of the program that people can afford to stay in, pg&e have resources to garner from their huge rate base in order to develop a small amount of renewable energy. woe need to have a competitor to that so we can offer san francisco a choice of renewable energy and we encourage renewable to enter the program, it is relatively modest from the beginning, 20 to 30 megawatts but we can grow it however we want, it is a public program and that is what we need to start here today, we need to pas
