we're inside a marina here in clearwater beach the boats have been rocking back and forth throughouts storm, and it's been that way since the beginning, has been the water. we're at high tide right now so the storm surge combined with the high tide and the rain which is starting to pick up a bit as we are talking has caused some flooding in the tampa area and this is a storm that's going to continue to push through this area and then up and along the eastern seaboard for the next several days the wind whipping here rain coming through strong at times. that's a process that's just going to continue over the next several hours here in clearwater beach. we'll know more about the damage once we get a bit of daylight here but right now it looks like nothing significant. still have power on the ground here that's good news we see police cruisers at times just drive through, checking to make sure everything is as good as it can be during this storm it's reduced to a tropical storm again at this point. starting to break up a bit but still delivering a punch, phillip? >> and a major concern t

in clearwater beach, florida what is looking like? >> reporter: we are experiencing relative calm, the other bands of heavy rain and strong windss earlier this morning but some wind but no rain. make no mistake emergency personnel in pinellas county are not out of the woods yet. they are monitoring storm surge. we are approaching high tide so conditions are right for that. they are expecting at least a couple of feet of storm surge. elsa has already dumped a ton of rain in the area in southern florida. officials warning people to stay off the roads in case of heavy floods until emergency personnel in this county, an unusual spike in 911 calls, no major reported damages. they are fortunate this hit overnight when a lot of people are home and not out and about. they weren't panicking, they are used to this severe weather but governor ron desantis has been urging folks to take necessary precautions making sure they have 7 days of food and water and following orders of local emergency managers. no mandatory evacuations and pitiless county

cnn's randi kaye is in clearwater, florida. you saw the brunt of elsa overnight. now areas north of you are the ones getting hit. >> yeah. hello to you, ana. we certainly did see it overnight. we had winds here between 50 and 70 miles an hour. they were expecting 4 to 6 inches overnight. what a difference a day makes if you look around here, but that is not the situation in cedar key north of us, which is getting pounded now. they're having lots of rain there and wind certainly. there's also some concern for flash flooding in that area. and then from there, not only is it going to hit now in northern florida, but it's going to make its way to georgia and the carolinas as well. but it did make landfall in taylor county around 11:00 a.m. on the northern florida coast. so they are dealing with that. meanwhile in the florida keys, off key west, the coast guard is dealing with an issue as well. there was a capsized boat about 23 miles offshore. 22 people were in that boat. 13 of them have been rescued. nine of them are still missing. i'm told that it was seven men and

elsa is expected to make landfall north of tampa wednesday morning in clearwater beach, florida. steve harrigan fox news meteorologist, kyla grogan is here. now. she is also tracking exactly where elsa is expected to come ashore. so how's it looking tonight? kyla you know, it's true to forecast really. last night, we talked about that it was likely to make landfall around cedar key, and it looks like that is the spot if you were to take the center of the cone that would make landfall. let's take a look at where it is right now and you can see it is right off the tampa bay. it is a category one right now. 75 mile per hour. sustained winds moving north at about 14 mph, and you can see that hurricane warning all along the shore, where there is potential for it to make make make landfall, but it is right off the coast right now of tampa bay. you can see it kind of throwing all of these rain bands and add actually a pretty decent looking i for a while, but it's gotten a bit raggedy. now. why did it strengthened today? we'll take a look at this. the water temperature is 83 degrees. one

really to the west of the clearwater beach area. the system will continue to move northward. as it does, it's producing very heavy rain, the possibility of tornadoes, especially on the outer bands. and it should make landfall in the big bend area of florida. right around cedar key, early on wednesday, and continue moving northeastward through georgia, south carolina, north carolina, and eventually into virginia during the day on friday. so this is going to be a long-lived system. notice along the track, there's a lot of heavy rain. it's not just flooding in florida, it's flooding into the carolinas and virginia, as well. now along the track, we could see as much as four to eight inches of rain, some places seeing a little bit more than that with saturated ground in florida. that is going to cause flooding. also the biggest problem is storm surge. generally two to five feet. some places will see likely the five feet of storm surge, and here's the reason why -- the storm's only passing a few miles offshore. as it passes offshore, we have winds coming in from the south and south

the category one hurricane is expected to make landfall tomorrow morning near clearwater beach, florida, ailsa has been gaining strength as it passes over the warm waters in the gulf of mexico. topical storm warnings are in place in southern portions of florida but in tampa and further north, hurricane warnings are in effect. the national hurricane center warning of the potential up life threatening storm surges, flooding and isolated tornadoes. going to see impacts all across the west coast up the west coast into the morning hours. so far there have been no mandatory evacuations in areas like tampa. meantime, florida governor romney santos has expanded a state of emergency to include more than a dozen counties where elsa is expected to pass through the remains of eight more people were found in the rubble of that collapse. condo building in the community of surfside today, 36 people are now confirmed dead while more than 100 residents of that florida building are still unaccounted for. as recovery efforts continue. some of those who died are being laid to rest today loved ones mourned

reporter: neil, vacationers here in clearwater beach wasting no time to get back to the beach despiteeven some young children out there in the heavy surf. if you designed a category 1 hurricane not to injure people this would come pretty close. it stayed 50 miles off the west coast of florida the all the way up. when it made a turn in to make landfall a couple hours ago, it did so around sparsely populated fishing villages 200 miles north where i'm standing. that means zero reported casualties for this storm which made landfall as a tropical storm. no reports really of major structural damage either. there is trouble from the rain and from the flooding. that is where we got most of it, three to five inches in some places. a lot of things were shut down also. government buildings, roads, airports shut down. they are quickly reopening. more than 20,000 people woke up without power but they had 10,000 emergency power workers to try to restore the power as quickly as possible. so it is not over yet though. this store moved on, going across northern florida. it will hit the coast of georgi

the bracing for impact in clearwater beach tonight.d evening, steve. >> she hadn't, freezing conditions here and light rain just continuing to fall. right now it is a category 1 her team and wind speed of abou 75 miles per hour. that is strong enough to knock out electric power at about 3 million people in the tampa area strong enough to knock dow threes. so people being advised to stay inside the center. it's all about 50 miles off the western coast of florida. that means much of the heavy wind and heavy rain is hitting the coastline. we could see rain in this area of about 25-8 inches the storm surge, pension potentially anywhere from 2-5 feet. key west got hit hard to the morning hours. wind speed there are 60 miles a hour. about 4 inches of rain. in this area does not been any mandatory evacuation. it's just voluntary. we talked people on the beach, lot of vacationers, they said that they intend to write the storm out overnight in their hotels. >> hoping a state further offshore and doesn't strengthen but just going to stick to the
