when i was defeated for reelection after the clinton impeachment as a result of the clinton impeachment the first guy to take me out to lunch who needed a free lunch with newt gingrich. he took me to lunch and started -- he started planning my life for me during the lunch and writing down you need to write several books but impeachment is not your first book. you're first should be the one sandy told you about. i took his advice and quite frankly the reason i wrote the first book, rough edges, which talked about how i got to washington was he encouraged me. he thought it would be very inspirational and the book sold out. i still get people sending it to me eight years later to sign it which is very gratifying although i tend to find borrow copies -- the premise of the book is important to this story. my mom was not the traditional mother of a future congressman but a single mother raising four kids. she was a convicted felon who has been in and out of jail. are dropped out of high school in tenth grade. i went to work to support the family and so forth. i was running with a bad crop. we

i missed the entire clinton administration. from an implementation perspective i can talk about a good one and a bad one. gps clearly is a good implementation of a good policy. we started that policy from scratch. there was nothing that preceded it. i didn't really take credit for -- gil rye did not take credit for reagan offering gps to the world as follow-up to loss of k l 007. we put the policy in place and then spent an inordinate amount of time on vice president gore's adding to that and making sure that policy was going to stick and get implemented. we add the second or third civil signals and put in place the financing package to make sure that was going to happen. we set in place turning off selective availability put in place, the program with the military that would allow that to be turned off. we started all the international consultations on gps starting out with european commission and japanese. we had a joint -- at boat -- president clinton and prime minister obuchi, cooperation between the u.s. and japan. that wa

bill clinton took ownership of the economy with this bill. and the economy soared to new heights, especially for the rich, the very rich, the super rich, the ultra rich. they all got richer and richer and richer. living under that horrible clinton 39% top income tax bracket. but i digress. the debt ceiling in this bill, which we slipped in here on page 254, where we wanted it to be, pretty hard to find. in fact, it was so hard to find it took me most of the day today to find where i had put it in this bill back in 1993. it simply says, as all debt ceiling increases before it have said, with variations on the number at the end, subsection b of section 3101 of title 31, united states code, is amended by striking out the dollar limitation contained in such subsection and inserting in lieu thereof $4,900,000,000,ooo. i can't tell you how thrilled we were to keep the debt limit under $5 trillion, about a third of where it is now. that's all a debt ceiling increase is. it's one sentence. so the president can hang tough on the debt ceiling right up
