and that includes hillary clinton.cretary of state, she is appointed by the president, confirmed by the senate. but she still has to abide by the ethical rules that all employees do. and it's very clear. you cannot use state department resources or federal government resources for the benefit of a private business that you run or your spouse or family member runs, or for the benefit of a private charity. so whether it's bill's speaking fees or the foundation, she can't be doing that. >> why would bill clinton want to give a speech in the democratic republic of the congo, an enemy of ours, a sworn enemy, north korea, and even he had ties with this guy from iran during the times of an arms embargo. i'm trying to understand. was it just solely a financial motivation here? >> i think it's financial, but i think it's also psychological. he wants to do what he wants to do. look, if you look at the e-mail traffic, north korea, democratic republic of congo, both come with these ideas of him coming to speak in those countries.

clinton: i don't think so.hink that -- because once you get to be president, you are making a daily story. i will still give speeches on the subjects i am interested in. i have really enjoyed those things. dan, i want to ask you, bill clinton asked to fill in the fact for hillary clinton at this fundraiser in chicago to give her more time to get down on the campaign trail in new hampshire, but we know from experience that there are dangers in that. you'll hear from a lot of democratic party operatives yes, you want them involved but scripted. he has in the past said things that have been damaging including during the 2008 campaign. in your view, dan, is this right to call him in in this role? >> look, there is no more valuable resource than the campaigning candidate time. hillary clinton cannot be in iowa and raising money in chicago. if you have an incredible valuable asset like bill clinton, deploy them. the challenge is what you raise is right, they have to find the right balance this is hillary clinton running on her agenda for the kind of president she would be and not simply as she would say, not bill clinton's third term. if hillary clinton can go to iowa and bill clinton can go to raise money, that's what she has over opponents. >> jonathan, easier said than done finding the bal

hillary clinton in trouble there as well. she had a 24-point advantage there, now it's just 11 point. what feeling did you get from the sanders campaign when you were there? >> he's gang on her. i asked why do you choose sanders over hillary clinton. many of them said they do not believe sanders is in the pocket of the big banks and corporations which is another way of saying hillary clinton is too close to the big banks and corporations, and the other reason is they said bernie sanders held his positions for decade and never changed them to fit political expediency. they like sanders for his personal attributes, not a position on any particular issue. but they think he has more appealing personal attributes. heather: but he has socialist viewpoints. what does that tell you about the democratic party supporting him. >> this is a democratic party that moved left over the past years and bernie sanders movedn it in that direction. when he says take on billion airs, when he talks about minimum wage and free college tuition, they
