clunker, they buy a used car. how about that? they're all revved up to do something, go over, thousands of people are flocking to these dealership, i think they're attracted to the cash for clunkers. look what's going on, this is what's so fascinating. used car prices have had quite a run. this is a sign of a better economy a sign of better car sales and better car production. it is a big positive. from what we know, department of transportation numbers, here is the trade-in tally, let me underscore that. this is what we know, may not be the whole story. so far, the average fuel efficiency of the trade-in, less than 16 miles a gallon. average efficiency for new purcha purchases, this is a very important number, 25 miles per gallon. the greenies are happy with this and economic stimulus people are happy with this. what you're left with is 61% increase in the fuel economies, people like that. 83% are trading in their trucks and the last one is 60% new purchases were cars, ford focus, the top selling car. ford focus, i think that's the last one. no. we've got

now that they're additional money in the fank for this cash for clunkers, what do you expect the next month to be like? >> it started out like we couldn't believe. we had a showroom full of people this morning. i thought there might be a little slump because people are rushing in in anticipation of perhaps the senate not passing. with the new $2 billion we're still busy. our august is off to a record. we've sold about 50% of the cars that we would normal sell in the month of august in the first six days. >> interesting. so people are ready to buy. they lined up as early as this morning, not necessarily just to look but they're qualifying and have the cash or money in hand to actually get a new vehicle? >> yeah. one of the most surprising things about this whole program to me was so many people with the clunkers with the older low-priced cars that have good credit. there are a lot of cash buyers, too. we're having almost every clunker prospect, people that come in, qualify to buy either pay cash or get the financing. >> initially you were skeptical about this program, weren't you? >> t

shepard: will this emergency funding for clunkers pass? do we have a sense from the senate? >> harry reid, the majority leader, came out and talked to us at the white house after a big luncheon with 57 democratic senators and the president here and said absolutely by week's end this will pass. $2 billion taken from the economic stimulus bill from an energy loan program, embedded deep in the economic stimulus so it's money already allocated but it is definite spending. and it's also clear senate republicans will not engage in a filibuster. they'll offer some amendments. but by week's end that $2 billion will be approved. shepard: major garrett at the yard at the white house, thank you. also from the white house today, new developments on a major effort by the administration to crack down on distracted driving, an effort that could make it illegal all across the nation to use cell phones and blackberries or anything else at the wheel. catherine herridge is live in washington. there's going to be a summit next week on this? >> next month, in fact. transportation officials, the

explain why we should spend another $2 billion on this cash for clunkers program. what does it door the economy not just in michigan but across america? >> well, first, let me say when i introduced the bill with a bipartisan bill with senator brownback it was a total of $4 billion for the program and that's actually what was originally passed as authorization in the house. so we never meant it to be won. it was a $4 billion program. we couldn't initially get the support to do that but it's important because at this point in time we are in extraordinary times as we know. car sales have dropped almost in half in this country. people losing their jobs. dealerships that are hurting across the country. and this is really a win-win. consumers who participate are going to be putting probably about $1,000 in gas prices into their pockets because they're getting more fuel efficient vehicle and we have small businesses, car dealerships, all over the country that are seeing customers coming back in even if they don't qualify for the program, looking at the great new vehicles and buying new c
