jim clyburn often says that we are the sum total of our experiences. and that is so very true. experiences are similar to many of my colleagues. we saw racism at its worst. in my hometown of wilson, north carolina, the railroad tracks divided our town. our town with 23 miles of unpaved streets greeting black citizens every day. requesting citizenship, fathers and grandmothers aunts and uncles who work every day seven days a week to support the jim crow economy. i recall vividly we would drive to neighborhoods to transport black women to the paved streets on the west side of town to do domestic work for just a few dollars a week. i recall white farmers coming at six am to transport black laborers to harvest crops for $0.50 per hour. i recall the structurally inferior black schools and how great black educators were paid less than their white counterparts. counterparts. my generation, we escaped the south as quickly as we could. most most of us went to north, song to college. and so those experiences have helped mold my perspective and make me determined to fight every day to exp

[applause] having quite a day. first he gets to swear in the speaker of the house, and then he gets a public hanging in the same day. but it is one that is well-deserved, and i have long looked forward to it as well. we have former chairman brooks hanging up there for a long time. i have been telling chairman conyers for a long time, that it's about time that his portrait of year up above -- appear above the dais in the house judiciary committee, because of his long service, 50 years on the house judiciary committee. that is a remarkable achievement, but it's also one that has informed members on both sides of the aisle. because i look to chairman conyers in my work as someone who has led the committee dealing with some of the most contentious

clyburn.he speaker pro tempore: the gentleman from south carolina is recognized for three minutes. mr. clyburn: thank you, mr. speaker. i thank the gentlelady for yielding. mr. speaker, like most americans, i spent the holidays with family and friends. reflecting on the blessings of the past year. there were many. since 2009, the stock market has sored nearly 10,000 points -- soared nearly 10,000 points. in 2009 our budget deficit stood at $1.4 trillion. today, according to current projections, we have sliced that deficit to $514 billion. and we have created 10 million new jobs. the longest stretch of private sector job growth in american history. when i left home yesterday, i left my wife with a full tank of gas and i did so paying less than $2 per gallon. it was the first time i've been able to do that in five years. we have achieved much progress over the past several years. now we must get about the work of making sure that progress is shared by all. they're stacking the deck for those wit

butterfield, leading the caucus, said they would like to see proposed he called it the clyburn strategyg out of federal agencies 10% of that spending going to the poorest communities. and that meant not just urban but also rural. he made the point that republicans actually represent more of these impoverished rural communities. in a way, having a less stressed out john boehner, could that in a sort of odd way get through maybe some kinds of legislation like that that otherwise would have no chance? >> you know one of the biggest challenges it country faces right now is how do you take care of the people who are in more impoverisherished areas. this country, it's a tale of two recoveries. on the one hand in the coast, here in washington, d.c. new york city, los angeles, things are gl going really well. there needs to be a lot of solutions on how do you kind of put the recovery back to everyone else. joy, to your question on how john boehner, i really think the big battlegrounds will be the united states senate. we can get to see how you get to 218 volts for a lot of things, with or witho

clyburn. i just rise about a particular issue that happened to me and i'm sure has happened to other members that you might not be aware of. other members can sign you on to a piece of legislation without your consent. that happened to me this week. representative diane black signed me on to h.r. 217 a particularly strong anti-choice bill a bill i would never support. it was an honest mistake. i am adam smith. regrettably there's an -- well not, regrettably, he's a nice man, but there's an adrian smith. she thought she was signing adrian smith onto the bill. first of all, nobody should be able to sign you on to a bill without your signature. i know we do that and it speeds up the possess but it creates a situation where anyone can put you on any bill. in this case i was put onto a bill that was polar opposite to my beliefs and my 18-year record in congress. you would think there is a simple fecks. to her credit congresswoman black did take it off. she had my name removed as a co-sponsor. but t

[laughter] you know i am not going to give a long speech because i just gave one and i want to spend most of the time on questions. let me summarize what i said last week. we have been through an extraordinarily challenging journey. the worst financial crisis in our lifetimes. we have seen an incredible courage and sacrifice but also the cost of two difficult wars. there has been ups and downs in every region of the country and people feeling as if the economy is churning in ways that defy their control and yet despite all the challenges despite all the fears,

the congressional black caucus will be advocating what i will call the clyburn plan. some call it the 10 20, 30 plan that directs at least 10% of the grands and digressionary budget be targeted to the communities. this is not a part stan issue. they represent more than the democratic members. that means we will call on the republican conference to join with the democratic caucus and lass legislation to address persistent 54 efforter in america. we will continue to fight againstests to reduce the deficit by dismannedling the safety net and& irresponsible budgeting will be met with resistance. they understand that nothing is more important than an education system. the system that works for black children and encourages and demands influence. we will propose legislation to enhance educational opportunities for african-american students and strengthen our 105 historically black colleges and yesterdays who educated black children. they educated black children when other institutions were closed. we will continue to push for science and technology and engineering and math
