congressman clyburn is right there, $15 minimum wage in ohio.nd republicans are saying, oh, no, that's too expensive. it will hurt the economy. in ohio, with its republican governor, would a $15 minimum wage increase, would that be popular in a red state like ohio? >> there's not a place in america where increasing the minimum wage wouldn't be popular with the people who need it, which is the majority of americans. and i wanted to say one more thing about voting if i could, jonathan. >> sure, of course. >> as a white person, i'm going to say this to all the white americans out there. we're either allies all the time or we're not allies. this is our fight for voting rights as well. when we see black -- our fellow black americans being targeted, we need to not think of them as the black community. we need to think of them as our community and they're targeting our brothers and sisters in that community. and i hope when we're talking about voting rights throughout the country we see a lot of white americans willing to stand tall and to help in this

i want to start with you, commissioner clyburn. what exactly, you know, is your vision within the dod on ai education? metaphor needs a coder, and everyone needs to be writing the software but my idea is the should at least understand the weapon they are using, whether it's in electronic or software weapon or hardware weapon the weapon some else is using against us. what is the vision of the commission when you came up with these recommendations? my friend jim clyburn of south carolina. >> thank you very much, mr. leader, madam speaker and my other distinguished colleagues. i don't think the headlines we saw in "the washington post" this morning -- in this article it talks about what this legislation does for black farmers. and it went onto say this may be the biggest help that black farmers have gotten since the civil rights act. now, all we have to do is take a hard look at the legislation. i know what the 1890 program is. it's a reference to black colleges in the former slave states. we all remember i think the speaker talked about this abe ham lincoln signed the land grant and of course people who looked like me could not attend. so they came back and passed another land grant need in 1890 for the former slave states. this legislation takes a look at the work of those 1890 schools and the discrimination that has taken place with black farmers. i used to run the south carolina commission for farm workers. and i can tell i'm well aware of the inequities that existed in that system. this legis

but there is a little bit of a difference between you and congressman clyburn.have a difference is and tell us what it is and tell us your perspective on it. >> senator: number one, i respect congressman clyburn greatly. count me in for opportunity but not reparations. there is a provision in the covid bill that will forgive 120% of a loan, a farm loan based on socially disadvantaged definition based on race. so if based on your race the federal government is going to give you 120% loan forgiveness. if you are a white woman in the farming business, you are left out. that is reparations. congressman clyburn denied it but the head of the agriculture in the senate, senate stabenow says this is an important piece of reparation. you get your loan forgiven based on your race and no means test. this is terrible and it has nothing to do with covid. what i say is reparationsdys divides the country and we can bring us together but the democratic party is becoming the party of reparations and under senator scott leadership the republican party will be the party of opportun

address the broadband infrastructure but these are parts of a larger bill that was produced by jim clyburn and there's about $80 billion for broadband buildout in this country i think it's very important. if you are a citizen of this country today and you don't have broadband access you will be left behind in a lot of ways whether it's a telehealth or if you're a veteran, veterans benefit or student access to the classroom and if you are a business access to the commerce community in your region, in the world and, broadband is almost human rights issues so we need to make sure that we can close the digital divide and make sure everybody in this country has fair and equal access to the internet and that will help us, that will help lift us up, basically the pandemic has shown a bright light on the need for that today. >> host: do you think net neutrality would be an issue again in this congress? >> guest: oh yes, i am sure it will. you know, when determined by sort of rescinded the net neutrality provision then i heard from 8000 of my constituents they were just sort of up in arms and they

people like jim clyburn saying, civil rights legislation is too important.o get through, so go ahead and get rid of the filibuster, if we can. where does that leave us? where is this headed? >> i think one of the most consistent themes i heard from republican donors over the past four years, willie, is that they, you know, contrary to everything we've seen mitch mcconnell do on the senate floor with regard to supreme court nominees or what have you is republicans consistently tell me that they don't believe their party fights in the way that democrats do. that they're not unified in the way that, say, harry reid was able to keep democrats unified. and so that, when donald trump himself was encouraging mitch mcconnell to eliminate the filibuster, i talked to a lot of republican voters across the country who were in favor of that. which is to say, i think senator -- or i think senator mcconnell is speaking to actually a shrinking number of republicans who themselves see the value in the filibuster. as you all were pointing out, this really is a 50/50 country.

clyburn saying, well, we don't have to answer to the media. there to hold the powerful accountable and report back to the people. if you're going to pass a $2 trillion bill, maybe you take a couple questions beforehand in terms of what's in that bill or why only 9% goes toward healthcare and covid. mr. clyburn thinks the media is not needed because we're too busy. mr. biden doesn't seem very busy because he's not even doing phone calls. it's not like he's traveling and couldn't take the call. something is afoot when the vice president is doing normally what the president does in these situations, john. >> john: on that point, joe, it is unusual for the vice president to be doing solo calls with world leaders in place of the president. certainly would seem to challenge the perception that the job of the vice president is to go to the funeral of third world dictators. >> the most boring job in washington used to be the saying. today we have kamala harris doing some heavy lifting. if mr. biden wants to delegate, that's fine. as i may have mention
