vice president clyde: thank you for your presentation. it is important the small business community be informed of the program, the requirements, and what will happen in the future? we need to be able to plan for our expenses as time goes by. i would like to say that i support this program. i think it is well designed in many respects and very favorable to employers because there are many ways you can manage your health care expenditures as a small or medium-size employer. i really have to commend help the san francisco and the health care security ordinance because it gives us the opportunity to improve on group plans. if you are a small employer, the group plans have restrictions in the size of your hourly restrictions and size restrictions. a very positive thing for san francisco businesses is that this is a way to provide health care for employees that group insurance currently does not allow employers to follow. i also would like to say that the office has done a great job in in forming the small business community. the outreach has

vice president clyde: right. i just want to point out that anything that makes life easier for me i'm in favor. so if it means that it's easier for me to drive in and out, i'll go for everybody paying for this. so i just want to caution you about these polls because i'm entering san francisco three times a year and it's easier those three times -- >> we always caution by this is a summary of people who participated in our feedback. we have also conducted regional polls that are statistically significant that show the polls for congestion pricing. i want to come back to low income concerns and shopping locally. the equity issue on low income has been an issue, but it hasn't been as significant because in the bay area, a lot of low income travelers are already on transit. what we found is particularly during the peak period, not all times of day, but particularly during the peak period and particularly to the most congested in downtown focused areas, a lot of low income travelers are on transit. 5% of peak traveler

commissioner clyde, do you have a comment? >> -- vice president clyde: i want to say congratulations to commissioner o'brien. i will be supporting commissioner adams. as a community banker, a community-banker, he will add a very important, necessary, and what has been a missing element in this commission, because banking is so critical to the success of small business, or it can also operate at its detriment, and we have had -- we have not gotten a lot of traction with the big banks and the very big businesses that sometimes the predatory in discriminatory practices, and i would like to just say the really welcome the boys, so i will be supporting. thank you. president yee riley: ok, we are talking about the vice president now, so i really do not think it is the time or place to talk about last year's election, but since, commissioner o'conner, you brought it up, i wanted you to know that i voted for you when you first came on the board as president, and i was never criticized by the mayor's office or anybody, and last year, i

commissioner clyde? vice-president clyde: yes, i will just want to say with -- for the record that i am concerned with the speed with which this is going forward. i'm not confident it's had a thorough vetting. there are many issues in here, like verification -- how long does a person have to be a resident of san francisco? where are people going to live? how large is the labor snool all these questions that the reason we're asking for a phase-in is because i don't think we know the extent of our labor pool or our local training initiatives. i mean, you know, if -- you can't -- you can't, for instance require city employees to live in san francisco, ok? so we have these local hire mandates. what prevents someone from just getting an address in san francisco and, you know, with their cousin or their friend and being then, being then eligible under this ordinance but not really living here? i mean i just find that there are many details that haven't been vetted, so i'm really concerned, commissioners, that

commissioner clyde? vice-president clyde: i second that. i'm absolutely in favor of the intent of the legislation. i understand the driver of the legislation. you know, the fact that people have the intention to hire locally is one thing, and i understand the driver to make it a mandate. we have a very high unemployment rate in san francisco with labor and trades, so i support the intent. absolutely. but i have to agree that we have to make some statement that this commission is useless unless we are allowed to vet legislation be as it's coming forward and being proposed. so i agree with commissioner o'conner and i think we should draft a statement. it's just going by too fast. no one mentioned the $10 million limit, which is very small, and the tremendous competition that our l.b.e. amings are under for the contracts that now the larger companies are bidding for, and this is precisely the type of legislation that advantages the largest companies. so i think we should draft a letter. i agree. president yee riley: commissioner o'conner? comm

vice president clyde: it looks like unemployment benefits will most likely be extended for san franciscans who are unemployed, and why that is a big deal for small businesses is because people are struggling for work, and a loss of employment for 2500 to 3000 san francisco ins would make a huge impact, so that was good to see -- san franciscans would make a huge impact, so that was good to see. and the president of chase manhattan bank, the ceo of chase manhattan bank, was quoted in "the new york times," saying that the access to capital is the number one barrier to small- business job creation right now in the country, so it is agreed and many, many levels that this barrier is important to address, so we are hoping in the new year that the banks and the federal government can work out something that will free up capital in the coming year, and the other thing i would like to mention is a homegrown san francisco company, with the assistance of the office of work force development held a conference in san francisco last week that attracted over 25,000 people. the company is committed to loc
