cnn washington. >> and joining me now is cnn medical analyst dr. kent sekowitz. he is the deputy in chief of quality and safety at memorial sloan kettering in new york. great to have your expertise on this. i wanted to start off with these reports now of cdc contamination being a likely cause of the testing delays we've seen. i mean, the fda, apparently, said, reportedly, if you were private sector and under our control, we would have shut you down. i mean, i'm just wondering, when you look at the slow rollout of adequate testing, how concerning is it that the premiere disease authority was viewed that way, and testing was delayed by something like that? >> it's a total disaster. i mean, without question. i think contamination does happen, even in the best labs. that isn't as shocking as the fact that there was no plan b. every lab knows that something might happen. you always have to have a backup plan. in this case, the backup plan was -- to us. w.h.o. had a test that worked just fine that they offered us and someone, somewhere up and down the line, chain of co

i want to bring in now cnn white house correspondent john harwood, and cnn's resident fact checker daniel dale. briefing t hear a strategy to defeat this virus? >> well, not a new strategy, don. but there is a strategy of sorts. and that is enforce social distancing to try to slow the spread of the virus, try to surge medical equipment to health care workers who get a break by slowing the the surge, by slowing the growth of cases and try to cope with the incoming as the curve rises, and then push ahead for therapeutics and a vaccine to try to deal with the virus when it comes back later and to prevent new cases. the problem, especially with the first two elements of that, are in execution, the president has been slow, late, and weak. and that is because in the beginning he decided to down play the coronavirus. he didn't want to rattle the economy. then when it got really serious, he didn't want to invoke the defense production pact or didn't want to use that authority even after he signed invocation of the act. so, you had a scatter shot process of creating medical supplies. and when gove

cnn's barbara starr joins us. barbara, defense secretary mark esper has not made a final decision on whether to sign off on this. what are you hearing from your sources? >> reporter: remember, jake, the man who fired crozier himself got fired a few days later for how he handled all of it. there was a navy investigation this morning. the chief of naval operations, admiral michael gilday, met with esper, presented his recommendation, the navy's recommendation that crozier be reinstated to command of the carrier "theodore roosevelt," one of the most coveted commands in the navy. esper so far at this hour has not accepted the navy recommendation. that is a surprise. the indications are that esper was expected to accept it, crozier would be reinstated, and life would move on. that has not happened. we're waiting for some kind of decision from the defense secretary at this hour. jake, there are more than 850 sailors from the "roosevelt" who are testing positive for the coronavirus. >> and he was trying to save them. bar

this is c"cnn newsroom.newsroom" i'm natalie allen.n the u.s., the coronavirus is disproportionately impacting the poor. more 7,000 families packed an arena parking lot for food. they typically serve around 300,000 people per month, but since the outbreak, that number has surged by about 150,000. cnn correspondent tom foreman has more on the pandemic's effect on vulnerable populations. >> reporter: these numbers are very early, they are very incomplete, but they seem to be pointing in a direction that is alarming. one-third of all u.s. residents sick enough from the virus to be admitted to hospitals are african-american. way more than double their share of the population. that is the suggestion from a small early sample of cases studied by the cdc. it is not definitive, but it implies in cities such as new york, milwaukee, new orleans, chicago and detroit the pandemic is particularly threatening black communities. >> this hits home for people. i've lost 15 people to this virus here in detroit. >> reporter: yes, it can be lethal to anyo

cnn's kristen holmes joining us now. the white house being pressed about the number of tests available which governors, including the new york governor, you know says is really key to reopening the economy. and that there isn't enough testing. >> that's right, fred. we're hearing from governors on both sides of the aisle who say that testing is key. and they are very skeptical of this idea which vice president pence said yesterday that there are enough tests to reopen the economy or at least to meet phase one in certain places. and the reason for their skepticism is they've hreard ths from the administration for more than a month. it was early march when we heard president trump saying that there was a test for everyone. every single person who wanted to be tested could be tested. of course, we know it wasn't true then, and it's still not true. now i talked to state officials both sides of the aisle to get an idea of what exactly was missing in this testing. where is the disconnect between the state and federal governmen

this is cnn newsroom. i'm anna corr ren. in some quarters of the world hardest hit by coronavirus, authorities are slowly turning the dial and trying the bring aspects of life back to normal. multiple u.s. states will begin easing stay-at-home restrictions this week, despite a steady climb in the american death toll. it's now nearly 55,000 with almost a million confirmed cases. each state loosening the lockdown, is doing it their own way. in minnesota, some manufacturing businesses are reopening. elective surgeries will resume in iowa and the same for colorado which is also allowing real estate showings and curb side delivery for retail businesses. in georgia it's restaurants like waffle house will reopen monday and on top of the salons, tattoo parlors and bowling alleys that did so last week. social distancing rules are still required. and according to the white house task force, the need for them won't go away any time soon. >> social distancing will be with us through the summer to really ensure that we protect one anothe
