there are 11 co-ops remaining. in my written statement, i make recommendations for measures that should be taken to maximize the chance for long-term survival. i hope we can discuss some of these options today. thank you, i look forward to your questions. >> let me start was in questions. many factors contributed to the failure of the co-ops. lower than higher expected enrollments, restrictions on investors, risk adjustment formulas, lots of those. let me start off. what are the top reasons the co-op failed in your state? >> thank you for your question. our co-op had challenges from inception, in that as the commissioner mentioned, going into a state without provider networks cause the company to have to lease those. there were a ministry of cost that were new to the startup, that any startup would have. but in 2014, we had disastrously low enrollment. truly come at most, 1000 people signed up for the co-op plan. mostly because the rates were somewhat higher than the leader and the well-established companies in ten

in the next co-op to fail was co opportunity operating in iowa and nebraska. at first it seemed to be a success. it enrolled 120,000 individuals, accounting for one fifth nationally. premiums were too low and it was concerned about its ability to play claims to providers. co opportunity received money in federal loans. upon liquidation it that losses over $163 million. we are grateful today. we will be joined later by senator ben who had to run out to vote on the senate cited. he will talk about the co-op programs in nebraska. near the end of 2014, cms awarded $315 million in last minute loans for six in dire situations. of those six, three have since closed. it is doubtful they will cover any additional funds. several factors of cause co-ops to fail. loewen rollment was to blame. in other cases, premiums to low. hhs oig audit before the rush of audit closures from the 21 or 23 incurred net losses. in 2014, anticipated loewen rollments is and net losses might limit the ability to repay loan. some co-ops cited low risk payments from cms as a reason for they dem

terminated co-ops. with respect to enhanced oversight, with the 2011 funding opportunity announcement and loan agreements, cms has the ability to place underperforming co-ops on enhanced oversight plans. with respect to guidance, to ensure that cms can appropriately identify co-ops with high risk of failure, assess whether a co-op is vie -- viable or sustainable. cms should enhance oversight by working close with entities that oversee c-o punishing s, by doing this, cms can obtain timely insight as to the co-ops's performance. finally if cms in longer believes it's viable and sustainable, cms should pursue remedies for recovery of funds from co-ops, option to terminate loan agreements that would require the co-op to forefit. in closing, we appreciate the subcommittee's interest in this important issue and continue to urge cms to fully address oi. >> speaker4: 's recommendations and financial solvenc within the program. oig is committed to provide in program and program requirements and managing federal
