there is one coast guard cutter in the water. if they get any break in the fog which does not look likely, the coast guard will be putting a helicopter in the air this importanting to try to find this person. >> steve has been showing pictures of that fog pouring owe the head lands and the golden gate bridge, it looks like it's windy, what are the water conditions for the boat looking for this person? >> reporter: well, i mean, you can -- you know, you can get a sense what it would be like to be out there in those conditions, pretty rough surf. i am not quite sure what the water temperature would be there. i didn't get that information from the coast guard. but obviously cold. obviously this person if they are still in the water they done have a whole lot of time. but again, as we said the coast guard still at this point believes that this person could have survived or could still be alive and so they are considering this as search and rescue operation still at this point, holding out hope obviously they can find out whoever this

you just saw anderson cooper with a coast guard crew. these look like army or national guard helicopters on the ground here. military now part of the remarkable heroism playing out across the houston area in texas. five days after harvey made landfall, the aftermath still being felt despite the rain stopping. beaumont, southern baptist hospital, again, forced to evacuate patients because they lost running water. you see the military personnel coming in, preparing these people for the chopper ride. getting them to safety. one of the things we've seen throughout this, saw it again just now. coast guard rescue swimmer coming up, talking about it was fun, the calm, the poise everybody is showing. the military personnel, medical personnel getting the patients to safety, remarkable and then all the hardship to see the poise and dignity and calm of people helping those who most need help at this critical moment. again, this is beaumont, texas, outside of southern baptist hospital. those helicopter used to evacuate patients, because the hospital

the weather for the next couple of days, you will probably see average rainfall, the coast guard and homeland security team, dod forces, national guard spent sunday and monday in different locations. we are getting better every day. this is a problem of catastrophic proportions. i can tell you i am very encouraged about how this is going to move forward. i'd like to give the captain a couple moments here. >> good morning, mr. president. our unified command comprised of over 150 federal, state, and local agencies. i want to walk through the timeline over the course of hurricane harvey just to let you know where we are at. on tuesday the storm became a hurricane, that's when we started. we started making preparations, lockdown facilities, thursday we took our forces out of harm's way. we came back and after the storm. on friday we moved our boats and aircraft away from the storm. now harvey was upgraded to a category 4 hurricane. when harvey made landfall, several ships and mariners in distress called for help. at that point we had to wait until the parameters changed but we sent our he

the coast guard has not been able to use the helicopter. they have had a coast guard cutter in the waters in the overnight hours, i'm told, trying to find the person who may be in trouble. the 911 call came in last night from somebody standing on shore and they spotted someone in the water who looked to be in trouble and looked like they were having a tough time staying afloat. the coast guard and the san francisco fire department respond today ocean beach about 7:30 last night and searched the water for several hours, both of those agencies. but they were not able to find this person last night. and, again, the coast guard continued its search with that one boat in the water overnight. there may have been a delay in launching the search because the person who spotted the swimmer in distress waited some length of time before calling 911. >> the person who made the report made the report sometime after noticing that the person was in distress. so we definitely encourage if you notice a person in distress make the report to 911 or to the coas

then we have the commander of the eight district of the united states coast guard. he will speak today and introduce himself to the folks of louisiana. we appreciate his presence. president trump approved a request i made yesterday for a federal emergency declaration in louisiana. that covers five parishes. beauregard, calcasieu, cameron, jefferson davis, and vermillion parishes. i spoke with the administrator of fema this morning and he confirmed that the president did sign the declaration upon request and if we need to and the situation warrants, we can add additional hearses to the declaration moving forward -- we can add additional parishes moving forward. as we told you all last week, this will play out over several days. that is what is happening. but itrm is stationary is actually moving east in our direction. that makes this a dangerous situation for our state especially those on the western portion. while the tropical storm has weakened it remains a named tropical storm. they will drop rain. we believe going forward this will remain a rain event, not a wind

at this point, you know, there's not a lack of coast guard choppers. there's also customs and border protection as choppers in the air. u.s. military choppers are in the air, navy and army as well. national guard. there's a lot of assets in this area. as i said, that's one of the dangerous things, the pilots are constantly on the lookout, just visually turning around, looking to make sure they are aware of any other choppers and exactly what elevation they are. sometimes one chopper will hover low and another will pass overhead. it's obviously a situation pilots want to be cautious about and aware of. earlier, somebody had a drone in the air, which is also a concern for helicopter pilots. of course, any power lines or antennas in the air, so there's a lot for the pilots to look out for. even though the weather is no longer an issue, yesterday, there was driving rain, problems with wind. it was a difficult weather condition for the pilots. today, it's sunny, it's a little hazy. the weather is not so much an issue. it's a number of air assets in this area

coast guard service member jimmy barlow and his girlfriend halle were blengd families. moving into this alameda home with their dogs from previous relationships. jimmy had just gotten custody of eden lynch a month before her third birthday. >> i called all the time. >> reporter: in southern california, eden's mom erica hit bottom losing custody because of a drug addiction and burglary that put her behind bars. one month before her release a guard delivered news eden was in the hospital. >> he's like your daughter is sick. and i said no, she's not. she's dead. and he looked at me and asked me why did you say that? i said because he did it. he did it, didn't he? >> erica says she immediately suspected jimmy claiming he had abused her during their three-year relationship. >> what made you fear so much for the safety of your daughter? >> my past. and what i endured. and i didn't want my child to endure that. >> reporter: erica was granted a special release to join her parents at children's hospital oakland. she told social workers investigating eden's injuries that scrimmy

call the united states coast guard. we have some monitoring social media but not the bandwidth to monitor that all the time. so -- 911, reach out to local authorities. emergency operation centers. call the coast guard. your best way to get help. stay calm, if you're in your home and your home remains safe, get to the higher levels. the residents do know go into your attic. we don't have visible of you being there. hard to come find you. if you can get to your roof, wave a towel. leave a marking on the roof so helicopter crews can see you. that's my advice, jim to that question. >> and you mentioned the staggering number of calls you're getting at this point. do you have enough equipment and manpower, enough personnel there to deal with all of this? i suppose you could use more assets? how are things going on that end? >> yeah, jim. we're down here supporting the state of texas, the federal emergency management agency. speaking specifically to the coast guard. you mentioned a number 18. we have 18 helicopters in houston

what's the coast guard doing in these hours? >> alisyn, we are down here as part of the department of homeland security team supporting the state of texas and the federal emergency management agency. we have been active on the water. we're active in the air. we have helicopters up this morning, up there trying to find out where folks are in distress. we have additional helicopters. it's not quite daylight there in houston. we're bringing in additional boats from other parts of the country. essentially we have made a whole coast guard effort with helicopters from maine and california surging into the area as harvey was coming ashore as a hurricane. we have come in behind the storm, supporting the state, supporting fema and trying to rescue those that are in need. >> admiral, do you have any sense of how many helicopter rescues you've made? >> alisyn, we rescued somewhere north of 250 people yesterday. i don't know how many sorties that was. during the night we had two rescues here. last night some folks with more advanced medical

coast guard. the safety measures. we have over 230 shelters operating in texas with over 30,000 people, but i don't want to get fixated on numbers, they're going to change in the next 30 minutes. to let the people of texas know we're supporting efforts to provide mass care, not only mass care about you medical care to those who have been displaced and we understand that this is going to be a frustrating and painful process, but we're trying to do everything we can to alleviate the situation. overnight, you know, the areas of moment and port arthur got hit and slammed with 20 inches of rainfall, so, while we're focused a lot of the effort on houston, we have to understand that there are multiple counties, over 50 counties impacted now and we're continuing to watch the situation develop and citizens of louisiana are not in the clear. you know, you're still under some evacuation warning orders, please make sure you're heeding the warnings from the parish president. and we've turned on individual assistance and some of th

according to the coast guard, they're sawing a 911 call came in around 7:30 p.m. person in distress in the water near the popular cliff house restaurants. san francisco fire officials assisted the coast guard initially with this search. a cutter with the coast guard will remain on the scene to search for this victim. the beach hasnis set at dangero back in february of this year you had a 45-year-old man rescued from the surf by crews after he was found face down in the water and he suffered critical injuries as a result and then august of last year, you had a 29-year-old man dying while surfing in the water here at ocean beach. and then in april of 2016 you had two teams swept out into the water by rip current presumed to have drowned after search efforts for the two were unsuccessful and the coast guard also mentioned they want to remind folks to always wear a life jacket and to call 911 if you see someone in trouble out there. they plan to meet up with fire with the rest of the crews to assess what the game plan would be as far as the search goes moving forward.
