thad cochran is a conservative republican. he managed to get out democrats, many of them african americans, some moderate democrats and formed a coalition because they could cross over and vote for him in this republican primary which is kind of a quirk in this state. but if you look at the coalition he has established, and i'm a republican who wants to broaden the tent of the republican party, i'd be look agent that and saying, you know, that's a very interesting group that he has put together. and it's something that the republican party ought to consider as it heads into 2016. >> he did get some major dormants, dana. >> yes. >> john mccain came in and and campaigned on his behalf, right? >> john mccain came in and campaigned on his behalf, very much appealing to the military voters here, the veterans here. we've been talking a lot about african american voters. but one thing that we haven't talked about, which we should is union voters, other voters who are traditionally democratic voters. the cochran campaign and his suppo

thad cochran's so-called fun. right? in this instance would be what he's doing to the sheep to make it baaa like that. yeah. so things are not going great for mississippi's incumbent republican senator thad cochran. because this is what his race is like right now. in the republican primary to hold on to his own seat in the senate, a few weeks ago senator cochran, of course, lost to his tea party challenger chris mcdaniel. tomorrow is the runoff in the race since neither of them cleared 50%. there is not great polling in the state. at least on this race. but everybody including senator thad cochran seems to recognize that farm animal jokes or no, he is in trouble in this race, so much so that thad cochran is now casting a net way beyond the usual republican electorate in mississippi and thad cochran is now trying to find votes wherever he can. the great state of mississippi has a higher percentage of african-american residents than any other state in the country. in 2012, the mississippi electorate was 36% black. highest

thad cochran, chris mcdaniel. 20% in. thad cochran with 54. 5% of the vote. mcdaniel behind him. this is only 1/35 so far. joining us, mr. hall from the "clarion" newspaper. thank you for being with us. >> thank you. glad to be here. >> obviously we only have early ru returns at this point. in terms of where you know the vote is in from and what you were anecdotally able to report on today, do you have any sense of how this race ended up going today with the national attention, three weeks of furious campaigning, how did it come down today? >> based on the results right now, it actually looks very much like it did three weeks ago which was the early results especially down on the coast, south, most of south mississippi with cochran leading. leading all the northeast mississippi except for a few pockets. so there are still some key areas that we're looking at to see what they do. still haven't gotten anything out of jones county which is mcdaniel's home. he just absolutely swamped cochran there and pulled out more votes from that county than i think they've ever had come out. that

last night cochran's margin was nearly twice that at 11,000. in a race cochran won by 6,000 votes, that's pretty much your ball game right there, folks. there's another aspect to that. mcdaniels' defeat is what happens when you outsource your campaign. when it comes to mechanics and money. they were relying on outside groups. we showed you the disparity yesterday. mcdaniels struggled with money and organization for his own campaign and at times it was not clear the right hand knew what the left hand was doing when it came to all of his supporters. meanwhile cochran was a fund-raising juggernaut and organizational juggernaut. that's a huge loss for the club for growth. they wanted to build up their national reputation and their influence inside congress by taking down a couple incumbents this year. two that they put in their cross-hairs, one was idaho's mike simpson and the other was thad cochran. they failed in much places. it's going to be much harder next time to threaten a member of congress if they don't like a piece of legislation. it's a

we had in ap call that thad cochrane wins this race. thad cochrane has won a run off. improbable you turn for the political fortunes of thad cochran, who everyone had written off. he battled to essentially a tie in the june 3rd primary and has now come from behind. he has beaten the odds to be on the ballot, come this far for a seventh turn. robert, is the reaction in the room right now? >> the room is not yet know. they are not putting it on the board yet. the ap has called it. here they are still looking intently at the board hoping. >> this is -- the recriminations from this are going to be nuclear. you are talking about the absolute third real -- third rail of american politics that this is happening in the state. it republican incumbent managing to court these black voters to come out. that will be the story tea party activists will be talking about in the weeks and months after this. >> yeah, and so things we will be looking for is, does it engaged them in other races, possibly? there are still places where they can out incumbents from independent challenges. thi

how searched is the cochran camp today? >> you know, peter, it was really interesting to listen to governor barbour talk to you just then. i would say that the cochran campaign changed their tune a little bit. things were much more dire down here three weeks ago and talking to them. they were concerned at that point privately to lose the election outright and the run-off almost the better scenario and since then i think you are starting to hear a little bit more of a rosy picture and clear that the operation has started to swell on the ground here. and even just anecdotally there are more signs. absentee voting is way up from what it was in the primary. seeing more absentee ballots and suggests real on the ground organizing on the part of people experienced doing this and hint at the cochran campaign over the mcdaniel campaign. that said, cochran had a steep hill to climb. like you said, he has the support of outside groups and the main engine funding the campaign and you have seen them fighting against big funders in washi

but the cochran people have come alive.ome alive, and they've decided to bet everything on a bipartisan coalition of moderate conservative republicans who do like the pork, plus, democrats, not just african americans, also moderate, white democrats that are trying to get him to the polls. we'll see whether it works tonight. >> so, john, if the tea party candidate pulls it out, will it really be a victory for the tea party, or is the establishment candidate just so old and tired that it wouldn't matter who ran against him? >> no, look, i do think it matters. there are two dynamics going on here. patricia murphy has a great piece in "the beast" today about how committee charmz are actually more vulnerable for losing election than members of congress who are under investigation. incumbency can be a real vulnerability, particularly in these narrow primaries, as eric cantor saw. the other dynamic, though, that's gone with the tea party insurgencies is they tend to elevate candidates who are less credible general election candida

cochrane is holding on to the lead by about 4,000 votes. thad cochrane, 51%. mcdaniel -- if things hold, it would be an improbable return of fortune for fat cochrane, whose political obituary was being written in the wake of the june 3rd primary in which cochran failed to clear 50%. everyone is supposed that it would be a mcdaniel victory. that is because everyone figured tonight's election would be a lower turnout affair. they were wrong on that. the total votes cast so far have already exceeded that amount that is in the june 3rd primary. that cochrane clinging to a 2% lead with 97% of precincts in, 179,000 votes. that is going to be somewhat difficult for mcdaniel to overcome, although this race has proven surprising all the way through. turning now, christina, editor in chief from roll call. robert costello live in mississippi. he is in the chris mcdaniel headquarters. can i go to first, what is the atmosphere in the room like? >> okay, we don't have him yet. christina, this race has been so bitterly fought all the way through. it was a razor-thin margin j

to the senate what are those voters going to get from cochran? these are now his constituents. they put him in office. >> thad cochran has been someone who's protected the interests of mississippi. that's his constitutional role. i don't think there is a special deal. the democrats in mississippien didn't want african-american voters to vote for thad cochran. they wanted mcdaniel to win thinking he's the most vulnerable person to beat. we have thad cochran because he's been a good senator and he's a conservative senator. he will continue to be conservative. i think the african-american voters within mississippi said, we would rather have him because he'll look out for the state. thad cochran is broadening the base of the republican party which we should be for. >> all right. thank you. coming up next, the house lawsuit against president obama, speaker john boehner is doing what he can to make the right feel good. not everyone thinks boehner realizes what he got into. also, the lost irs e-mails. republicans are crying cover up. the irs is saying,

thad cochran is running on that. he's going to the folks in mississippi saying, trust me, i will take care of you. isn't that what the voters want to hear after they kicked eric cantor out of office for not responding to what the people at home were saying? >> well, it's a -- i mean, it's a real tussle down in mississippi, they've had katrina, a lot of years of tough times economically in mississippi, and having those dollars coming to mississippi has been something that's been quite popular, but there's a growing element, not just in mississippi, but across this country that says, you know what, enough is enough, we can't afford to do this any more, we have to get our budgets in order, and that's what chris has tapped into. i think amazingly well, the fact that there's a higher turnout in areas that he's doing well is a real remarkable thing, where he just is appealing to base republican voters to come out and try to overcome this move to the left by senator cochran to get democrats to come and join him. i'm impress

cochran seized on that. in an ad.'s actually listen to that. >> chris mcdaniel's radio co-host, fund raiser, hometown friend charged with felonies. the mcdaniel campaign scandal spreads. had enough? >> senator thad cochran is ltd best of what makes mississippi great. navy veteran endorsed by nra, the governor, and national right to life and voted against obama care more than 100 times. >> got to get the 100th anti-obama vote, 99, you don't know if you are against us. walk us through how the ads are working and the idea that cochran despite his voting record was somehow beating back charges he was insufficiently conservative for this electorate. >> well, this was, less about -- mcdaniel's people have been trying to cast him as insufficiently conservative. cochran has been running on the idea. he brings back all the federal money to the state. obviously something that doesn't resonate with tea party voters around here. but, you know, at this point, those ads, you know late in the campaign. particularly the nursing home

if cochran wins the nomination. himself may be inelable. they are having a back and forth about that. it's clear that the mission over the past three weeks has been to expand the electorate. there are signs it might be working. as reports trickled in over the day about turnout, there are signs that african-american turnout might be up and that could suggest that senator cochran might be in a better position than people expected. they poured a million plus dollars into the ground game here. it's a shift from the tv strategy they were employing throughout the rest of the primary. so at this stage people on ground at cochran headquarters are cautiously optimistic. that's a different tone from where they were when i was here three weeks ago. >> what do you think of cochran's last ditch effort to bring in black voters who are democrats, 98% to vote in the primary. is that fair, kosher, if you will? >> he hasn't talked to the community in years. talking to them in the last 24 hours, i'm not sure it will work for them. >>

it's not just that cochran won.s how he won. >> thad cochran said, look, strategically i have to win over blacks and union members. that's who he went after. evidently they showed up. >> congress fan reached out the voters beyond his conservative base, including blacks. >> it's unreal the level of black turnout in a republican primary yesterday. >> is this the future of the republican party, you brag about your big-spending ways to the voters and you rely on the support of black liberal democrats to get you elected? >> jon: he appealed to black people. that's incredibly selfish. doesn't thad cochran know there's no "i" in mississippi. and this was no accident, folks. cochran made a deal with the devilcrats, who teamed with the mississippi conservative pac to do get out the vote work and rally african american voters. those democrats, bishop ronnie crudup, sr., and james scooby-doo warren. rut roh! and, folks, i'm telling you, and mcdaniels would have won this race,, too if it wasn't for you meddling kids. [laughter]

have cochran.ill occasionally break with the tea party. the american conservative union recently ranked him as by far the least conservative republican senator up for reelection in 2014. as we just mentioned, cochran also brings some serious federal money back to mississippi. a lot more than mcdaniel probably would. do democrats in mississippi throw cochran a life preserver now? do they head to the polls and vote for him because the alternative of actually having mcdaniel in the senate is just too unacceptable to them? or we ask this, do they get mischiefous? travis childers, within the past two weeks private democratic polling show that the party's norm nominee former representative travis childers would start statistically tied with mcdaniel. a race against cochran who is well liked would be difficult to the point of futility. instead of helping cochran, should democrats show up at the polls and vote pr mcdaniel to give their party a chance of winning in the fall? there's a real argument about wh

thad cochran, chris mcdaniel.an is the incumbent, mcdaniel running against him saying he's been there too long, a pork barrel democrat. he's not critical enough of senator cochran against president obama. thad cochran is saying look around, look at all the money i've brought home, look at the courthouses, the highways. he's actually campaigning on his experience and his ability to bring the pork home. interesting to watch here, do the tea party voters turn out again? the primary was just three weeks ago and senator cochran has been trying to get african-americans, mostly democrats, to come vote for him. another race with a tea party edge to it is in oklahoma. tom coburn is retiring a bit early because he's battling cancer. james langford is a republican, t.w. shannon on the right. these are both conservatives. but the tea party forces have gone with speaker shannon. if he were to win this nomination, then win in november, that would make two african-american republicans in the senate. close to where you are out in

like this. >> it's not as much about the cochran camp or even the barbour camp for that matter. it's going to hinge on governor bryant. he's enjoyed a lot of support from the tea party in the past. but his folks have been all-in and him out front. and the interesting thing is going to be whether or not he commences with, you know, with that group. mcdaniel and the conservatives there in the senate, and the senate's controlled by republicans, but the ultra-conservatives there in the senate have always been allies of bryant. so it's going to be interesting watching that dynamic go forward. i don't think bryant's in any real trouble. he's very popular. but i think the lieutenant governor, i think the state auditor, i think the attorney general who's a democrat, i think those are all going to be seats that the tea party's going to look at. there may be deals to be made with bryant and where he throws support in some of those races. >> an open battle in what turns out to be a larger war. sam hall, thanks for being with us tonight, it's a real pleasure. >>> big election night in missi

a different cochran than i heard last week. when he talks about being chairman of the appropriations committee and saying i can be there to cut spending, when i saw him in front of an audience last week, one of the things he said, he was in a local hospital in a rural area that he had helped preserve and save with some loans, what he said then was i can be here to help mississippi get its fair share. so he's caught up with where the tea party message is, and that's what he's focused on in these last few days to reassure people that he is conservative enough for them. >> in listening to the clip, it's fascinating. this is a guy who's been in the senate since, i believe, 1978. who for a very long time never had anything to worry about because he chaired the senate appropriations committee and he was able to dole out money in the state. he does talk some, as you mentioned last week, he still does talk some about what he's done for the state and what he can do. that message seems to me to be far less effective than it might have ev

i don't think many people here were expecting cochran to reform the way he did. it's a pretty stunning comeback from about three weeks ago. i got a text message from a top cochran supporter three weeks ago asking where they would go from here. he said, when organization and hammer. that is what they did. they built an organization and focus on the ground game. they put a lot of money on that game and changed their strategy both in tv and in the voters they were talking to. they talked to african-americans, arguing that he was bringing more from mississippi was there a tag line. that ended up working. this was a strategy spearheaded by haley barbour and his nephews, austin and henry. all in all, a from the ground up campaign strategy that completely attended many of our expectations for this race. >> it seems we will know more when we are able to do detailed analysis of where the vote came in and what the turnout numbers were like to this run off tonight. it feels like what happened was that chris mcdaniel was able to maximize his turn out. it looks like he was ab

>> it's an irony cochran has to deal with.dy going to win the votes of people who want to make sure their senator brings money back home. when i was at the trail yesterday it was striking how much he was trying to say i am for appealing obamacare. i am going to be stopping spending which is a silly thing to say except if your focus is trying to woo the tea party conservatives. he has a very soft spoken tone but very much being loud and proud about how he, too, wants to repeal obamacare like the rest of republicans. >> you have written a lot about the big money in politics. it is flooding into the same old campaign tactics. this could have been a campaign in 1989, this whole idea of wasteful spending and i will be the one to cut spending. is it ironic that all of this money isn't buying any new tactics? >> it is a logical consequence of citizens united. we are watching this money migrate out of the parties and out of the candidates into the outside groups. that is where the heavy artillery is now. they can raise a lot more mone

cochran areas.vely sought out african-american democrats making the argument that cochran had delivered for mississippi. that appears to have worked. several heavily african-american communities saw major jumps in turnout all favoring cochran. heinz county, 75% african-american. cochran increased turnout there by nearly 50% from the previous election, to the tune of thousands of votes. mcdaniel has called the tactics to get liberals to vote in the republican primary illegal. >> it is illegal to expand your voting base. it is illegal to have people that aren't rich, old and white vote for you. it is illegal to have a message that appeals to people outside of your small, narrow base. let's hear him say that. >> oh, please, yes. >> this is not the party of reagan. but we're not done fighting. when we're done, it will be. >> there were literally dozens of irregularities reported all across this state. now it's our job to make sure the sanctity of the vote is upheld. before this race ends, we have to be

many cochran voters missed the primary but came out today. >> i always vote and felt bad about not voting, but then once i realized it was so close i knew i had to vote today. >> reporter: cochran's campaign reached out to democrats urging them to cross over. >> he brought a lot to this state. he's helped a lot of people in this state. >> reporter: mcdaniel insists cochran is what's wrong with washington, it takes a new breed of politicians to rein in out of control spending even if it means belt-tightening in his own state. >> every state is addicted to federal spending. smart, intelligent, longed for thinking people have to begin getting in positions of authority and phasing out the debt and deficit spending slowly so there's not as much pain. >> reporter: chris mcdaniel is hoping eric cantor's stunning loss in virginia will have coattails that will reach all the way to mississippi.

senator thad cochran did this very successfully in this last race.nd yet there seems to be a significant section of the republican party that is none too pleased with it. >> what they were trying to do, their issues, they were trying to ride a tiger called the tea party and make friends with the villagers all at the same time. and at a certain point you realize, hey, if i keep riding this tiger i'm going to end up inside it. that's what happened to eric cantor and that was what was about to happen to cochran. at that point you say it's time to get off the tiger go make friends with the villagers and survive. and that's what he did. >> john, i love that analogy. and i love this strategy. i think it's really exciting and i love that african-american voters in mississippi said, you know what? this primary run-on is where the election is likely to be decided and we want to have a voice. it's also quite ingenious and revolutionary for a republican candidate, challenged from the right to actually move left and win, rather than running as far right as he ca

unfortunately, it's cochran's voting record reflects one of rand paul.e have been seeking support of the voting rights amendment, cochran, if you look at his voting record, naacp, he scores an f like all the other rip runs. -- republicans. but chris mcdaniels is worse so for african-americans it's a value judgment. which way do we go, the less of two evils or do we stay out of a fight that's not our fight? those are the options we have. >> can you imagine anything from how this last part of the race played out actually translating into anything substantive when either of these men may or may not be sent to represent mississippi in the senate? >> well, i look at absentee ballots. we had just over 18,000 absentee ballots cast in the primary election. the most recent report, only 19 absentee ballots been reported for the runoff election so about a thousand additionaldÑñ?ñ?ñ?ñ?. i think that'slçñ?ñ?ñ?ñ?ñ?ñ the. will the efforts to increase participation in the primary runoff include more african-americans? that is a -- something we would like to see. i have

>> i think cochran is going to narrowly escape. it's going to be close. they've effectively used this against chris mcdonald as you saw for that interview, it was hard for him to explain what happened with that arrest. overall, this is another example of tea party forces having a tough time knocking down the establishment this cycle. they forced these guys to run to the right in a lot of their positions on the right. they're having a hard time with easily the most vulnerable candidate right now, thad cochran, a guy not prepared for his re-election, really didn't do a lot, started running late. it seems like he's going to win. if he does, it will be because of that incident. >> in many ways you can argue the tea party has already won. even if candidates like mcdonnell don't win, they are successful in shifting the party to the right. >> it's interesting that the tea party groups you talk to have to say what you said, our candidates are losing but we're forcing our ideas on the other side. part of that equation is their candidates are losing. you do have to

the cochran campaign apparently needs more votes to win. it was shocking across the state of mississippi the night of the primary to realize not only was cochran behind, but he did not get enough votes to overcome chris mcdaniels. in fact, we almost had a primary election where a longtime serving republican member who has been a very good member in terms of making sure federal dollars flow into the state of mississippi would have been taken out. although every statewide elected official, republican in the state of mississippi, endorsed them. it is an indictment on the republican party in the state of mississippi. >> the tea party patriots have released an ad as a kind of rebuttal to the argument thad cochran and supporters have been making in reaching out for the black vote. i want to play you this ad and get your reaction. take a look. >> thad cochran is basically saying look at all i've done for the black community here, i've given you food stamps, be happy and vote for me because i've given you something. in his mind, why not just go to
