stacy cohan has the details on this. she joins us live from the school board headquarters in northeast. good morning. >> the school board chancellor kaya henderson called this study a potential game changer. that was back in august when it was first commissioned. the group from chicago, illinois has recommended closing or dramatically changing about three dozen schools and these schools are in some of the city's most struggling neighborhoods. the illinois facilities fund or iff as it is known says that some of these schools have some dramatic problems. their report includes a graph of schools and the ones highlighted in red are the ones targeted for these recommended changes. those schools include spingarn high school, woodson high school and anacostia high school. an elementary school on the list is furby hope elementary school. in the city, they have had a problem with underenrollment. there are some of of the city schools that do not have sufficient children enrolled in the schools and that is why there is considerati

fox 5's stacy cohan has the latest. >> reporter: make no mistake, mitt romney still enjoys a double digit lead in the polls in new hampshire. however, there are indications his lead may be slipping. romney has been campaigning in the granite state sinwhen he ma presidency. but he is facing increasingly aserbic attacks from his opponents. ron paul is up from 17% to 20% in the polls. rome me dropped from 40% to 35. what about the man who has spent the most time on the ground in new hampshire. that is former utah governor jon huntsmanen he skipped iowa to focus on new hampshire and he is in third place but may be closing in on ron paul. one poll shows him at 16%. al of this as candidates staged two bruising debates in just 12 hours over the weekend. the events featured aggressive attacks on frontrunner mitt romney who is accused of failing to support conservative values. the blood letting continues well beyond tomorrow as several campaigns are already looking ahead to the first southern state to hold a primary. the contest in south carolina is set for january 21st. >>> new this morning, an a

fox 5's stacy cohan in the newsroom now with the latest on this. >> reporter: good morning.ccupy congress event moved down the street to the white house yesterday. it was around 6:30 in the evening. president and first lady happened to be out to dinner at a nearby restaurant to celebrate her birthday. so they were not home when this happened. hundreds apparently were chanting and shouting and eventually someone threw a smoke bomb right over the fence. people inside the white house were not allowed to exit until the crowd dispercented. there were no arrests outside the white house for anything that happened there. however, four people were arrested earlier in the day at the occupy congress movement. the event, which was billed as the largest gathering of occupiers to date included a large and loud protest outside the u.s. capitol and bursts of protestors entering the house office building. at one point, group clashed with police and four people were arrested. one person is charged with assaulting a police officer. the occupy d.c. movement continues to maintain two encampments

stacy cohan has all the details. >> reporter: nothing like that, thank goodness. you may be waking up to icy roads but there was a lot of preparation going. on they had -- all the jurisdictions had salt and trucks out and snow plows out. we've seen seen one here in arlington this morning, a plow ready to go to prepare for what was expect today a very icy morning this morning. over the weekend, we did have icy conditions and some sidewalks and roadways were very slick. so everyone was prepared and the office of personnel management wanted to be prepared. we have some video from last year with the roadways. this is a storm in late january last year that just captured the region. too many people were out on the roadways because the federal government did not make a call early enough and that was a huge problem. we had folks -- i remember i spoke to one gentleman who spent about 12 hours and slept on the gw parkway. federal workers are being asked to stay off the roads until 9:00 a.m. with federal government offices opening at 11:00 a.m. that gives the crews plenty of

stacey cohan is live on the national mall with details now. good morning. >> reporter: good morning to you. i'm going to keep my voice a little low. behind me the ceremony has just begun to make the formal announcement that david reubenstein will donate $7.5 million to help repair the monument. of course, the monument was badly damaged during the earthquake of august 23rd. i have more details about the extent of that damage. they're saying the most extensive damage was at the top, between 475 and 530 feet. it includes cracks up to 1 inch ride on some of the blocks. other damage includes stones that fell, missing mortar, damage to the elevator counter weight frame. they're estimating even with the donation it will take 10 to 12 months to fix. originally the parks service, or the ad put out it would take $15 million to fix and they needed help. now mr. reubenstein is covering half of that cost. it's not his first time helping local icons maintain their programs. we have the national zoo with their giant panda program, up beloved. earlier this ye

. >> the mayor recommends transforming or closing more than 3 dozen public schools, fox 5s stacey cohan is following that story she joins us live from the school board headquarters northeast. >> reporter: good morning tony. this is certainly a school system that has been through a lot. certainly under the former school chancellor, michelle reid and now under chancellor henderson who said this may be a game changer washington post obtained an advanced copy of this report that is how we learned some of this information that these schools, three dozen of them may be targeted for closure or a dramatictransformation the school system does have a problem with under population there are at least 40 schools in the system that have fewer than 300 students which does mean they don't have a sufficient student population they have divided the school system in this report into various tiers, 4 would be under performing it is those schools that are targeted for potential closure they fall in some of the most needy neighbourhoods, most economically challenged neighbourhoods in the city out of the 39 s

stacy cohan has more. >> reporter: one governor is warning lawmakers to play nice and another is trying to find ways to raise some revenue. let's start in maryland. governor martin o'malley has education on his mind with a push to build more schools but how to pay for that is a problem. lawmaker there may consider hiking the gas tax, property taxes, or even expanding gambling to cover lost revenue during the tight economy. meanwhile, over in virginia, republican governor bob mcdonnell is asking gop lawmakers to avoid arrogance this session. republicans now hold 68 out of 100 seats in the house and exactly half of the 40 senate seats. there are expected to push an aggressive conservative agenda with restricts on abortion and relaxation of gun control laws. in the statewide address at 7:00 p.m., governor mcdonnell is expected to name job creation as a top priority and also expected to hear him address traffic problems and ways to show you are the virginia retirement system. >> thank you. >>> in prince george's county, one man learns his fate for dozens of armed home invasions and burglari

stacy cohan is live at the washington monument this morning. >> good morning to you. >> david rubinstein is fast becoming one of the city's biggest benefactors. now he has yet another multimillion-dollar gift to our city. this in the form of $7.5 million that will henry pair the washington monument. you will remember the monument was badly damaged during the earthquake that we had last summer. it has been closed since august 23rd. various cracks on the outside and plaster that fell on the outside. $15million was nedded to fix it. so this philanthropist will donate half of that money. rubinstein is 62 years old. he is the co-founder of the carlyle group. he is a local man born and raised in baltimore and he has been donating money to the city recently. just last month, $4.5 million of his was donated to the national zoo to help with their giant panda program. he has also given significant sums of money to the national arrest vives and to the kennedy center he has said publicly many times that he is planning to giving wait bulk of his welt. he remembers visiting the city as a child and wan

stacy cohan is following the story. she joins us live from the school board headquarters in northeast. >> reporter: the gray admission commissioned this study back in august and it decided that a chicago-based if i recall, the illinois facilities fund, would conduct this study. the iff is now recommending that about three dozen public schools in the poorest neighborhoods of our city either be dramatically transformed or completely shut down according to the "washington post" newspaper when obtained a copy of the results. it links the schools that they believe need to be closed. it includes spingarn, h. d. woodson and anacostia high school. the iff is an independently owned and operated group but they have been considered to be supporting of charter schools and indeed, this report is supportive of more charter schools here in the city. kaya hinder son, back when the study was commissioned, she is the chancellor of the schools, said it could be a potential game changer. -- kaya henderson. back to you. >>> d.c. police are
