a question wanted to be asked by supervisor cohen. supervisor cohen: i did not catch your name. >> christine harris. supervisor cohen: just wanted to make sure i understood what you just said. you are a victim of cyber- stocking -- cyberstalking? >> it is called organized stalking. it is an act that a group of people did back in the 1950's, 1960's, and 1970's. it was very familiar with the kkk to stalk the black panthers to intimidate and threaten them. they would discredit the victim so that they could continue their crimes. supervisor cohen: so you came to bring your case to our attention? >> i have been speaking at police commissioner meetings, and i have been to three of these public safety meetings to bring to the attention of the board of supervisors to bring awareness as the media is not paying particular attention to these crimes. supervisor cohen: tell me, how did you become a victim? >> very interesting. i had a disagreement with our property manager. that was sort of how it started. the president of the homeowner associatio

commissioner cohen? supervisor cohen: thank you for coming. nice to see you. bear with me. i am one of the newest members on the board of supervisors. can you describe to me what is the current community policing model that you will implement? >> as far as that goes, every station as a community policing advisory board. that consists anywhere from 15 up to 25 members of the community that work with the captain directly to put together community policing initiatives and processes within that district itself. we have our community forum. there is a citywide group. in my form, i have the asian- pacific islander forum. we focus on citywide issues that affect asians and pacific islanders. also, our captain attends at least four, up to 10 communities in district. it is everything ranging from -- most are broken up into smaller groups. they attend those meetings, also. we have the pal program in place. we work with juvenile probation. we work with our gang task force, our sro's, to put together things for kids who are at risk. there are a lot of different things out there. i am no

cohen, how's it goin'? >> we are obviously a major supporter and hope to be part of the architecture with this. this is a long time coming. i think staff work hard to come up with a good solution to what we referred to as the orphan block. it was this last little part of the upper market. for a 20-some odd years, the entire stretch of the commercial district of copper markets -- this was back in the 1980's when the city went through a number of commercial district rezoning -- let's call it inadvertently or for a variety of reasons, that got split into two pieces, so this is really about reuniting the commercial district quarter and providing less certainty that the previous speaker mentioned. i do want to speak to, i guess, both the properties that came before you. i think it is fair to say that at the planning commission, this has already played out. they expressly granted a grandfather of impact fees for the property because that was the primary thing being discussed. variants is common, but in terms of t

supervisor cohen: the issue that i specifically want to speak to has to do with being in favor of cohen. i'm concerned about charlie. the reason i am concerned, one of those things that i have heard when speaking to my colleagues, the committee has spoken in support of charlie, and that is wonderful. i wanted to bring to people close the attention -- people's attention. it is only a matter of time. it is a last-minute amendment. and having adequate time, when they could also add equerry rally troops. -- adequately rally troops. i am very concerned that what happens, people they characterized for who they work for on a short snapshot. they have written her off because of who she works for. i cautioned that you use to a person's employer is to evaluate their ability to serve san francisco. i am also concerned that the rules committee heard the issue, voted one way, and here we are. i see this is a slippery slope that we will continue to fly down. i hope we can get some kind of resolution to this particular issue. supervisor wiener: i am not going to be supporting this amendment. specifica
