i also want to think -- i also want to thank supervisor cohen. this is about promises we have heard from many, many years. and i want to thank her for being aggressive on this, because these are old promises that our city has made to communities like the bayview for many, many years. it takes new talent to keep those fulfilled. so, her office, with the mta getting their funding, and the department of the nine men -- putting all this funding together to work on the corridors program and to work with redevelopment and work force development to make sure we are there as well. these programs combine to hire san francisco residents, to use a very valuable program verysf -- very valuable program called sf shine. and to work with a nonprofit she heads up. combining all that fulfills a promise that supervisor cohen and i have been talking about for a long time. how do we get back to cleaning up our streets? business facades that helps small businesses. how do we bring pride and economic development at the same time, and how do we breed hope in people by

supervisor cohen: thankyou. you. next we have paul solis. sarah leighton, michele meyers, susan goodman. >> good morning. i am in my 30th year as a california attorney and 20th year as a volunteer director at first resort. three bills of this type have already been ruled unconstitutional, and they are 0-3. they have introduced similar bills in a total of 10 jurisdictions by my count, and the eight previous iterations of this bill each carried an exception for medical clinics. however, in san francisco, the template was tweet to take that exception out. why? we can only surmise this was done to specifically target first resort, which is the only licensed medical clinic that would be affected by the ordinance. and you have heard about the excellence care, high level of integrity, and you have also heard about abuses that have happened in other parts of the country. first resort is not a national organization. we are locally operated and locally directed. and we do not deserve to be smeared by other outfits and other points of the countries at

supervisor cohen: thank you. next speaker please. >> good morning, supervisors. my name is mona lisa wallace. i am on the board for the national organization of women, national, california chapters. on behalf of my organization, i want to thank malia cohen for this ordinance. this is fundamentally a false advertising consumer protection issue. an impact on consumers is tangible. it is the difference between taking a pill or having an invasive procedure. there is no time to delay. the resources already exist. there is the bay area project. there is planned parenthood. we have the resources to advise women through the full natural spectrum of childbirth, and that includes birth, medically- indicated miscarriages, abortion. the need to protect women from false advertising is very important, especially considering that in the united states, we have over 10,000 pre-teens who are impregnated every year in the country. the difference between getting her a pill or an invasive procedure is absolutely urgent and important. i urge you to vote y

[applause] >> good morning, everyone. you heard the long list of think use. i would also like to the knowledge our police captain from the bayview as well as a single side. this is the manifestation of community policing behind me. we have come to thank all of our elected leaders. but i am here to especially thank and pay my respects to the ambassador's themselves who have completed their technical training. not only will they be bringing safety to the san bruno avenue corridor, but they are making a fashion statement. you see these wonderful new jackets that they will be wearing. it is not easy, trust me. it is not easy to preach and bring safety first while you put it -- while looking good. i want to applaud the ambassadors for doing a good job. i think this is a fantastic example of our local hire ordinance at work, and i want to also added knowledge that this is a response from the ground up. this is an indigenous response to public safety. the answers to our streets, bringing safety to our emerging corridors does not

supervisor weiner: we will tag team today, me a supervisor cohen. i want to speak in favor of commissioner audrey joseph. when you think of the entertainment commission and the positive for it has done, you cannot help but think of audrey. she has one -- she has done a tremendous job on the commission and in the community generally, advocating for having a terrific entertainment and nightlife scene in the city. she also understands the importance of safety and responsible streets. i am enthusiastically supporting the reappointment. i want to thank mayor lee for reappointing commissioner joseph. supervisor kim: i want to add my words of support, and also to thank you for your service, for the many years on behalf of the night life industry. as you know, we have many entertainment venues in district 6. commissioner joseph has addressed a multitude of issues dealing with constituents and the new owners. -- and of the new owners. some of the owners say audrey will call -- and venue owners. some of the owners say audrey will call when there are problems.

supervisor cohen: ok, thank you, maria. one last question. this goes to the major changes per up -- from the previous local action plan. the second bullet, you said you're broadening the age range of the turkish population that you serve -- of the target population that you serve to incorporate a 10-year-old to 25- year-old. in the past it was 13 to 24. i want to know, may be statistically as well as anecdotally, what did you see the focus group? what did you hear that actually led to this change? 10-year old -- that is a fourth grader. >> part of the reason why is because what we saw first that the juvenile probation data is that the youngest booking is at 11 years of age. so that was one of the hard data points a week elected, one of the points that influenced our decision to go down to 11. in terms of 10-year-old, what we found in a lot of the focus groups with community-based providers, they kept telling us that middle school age is very important to focus on, because that is when we can prevent young people from further incarcerating are
