supervisor cohen: thank you. next speaker. >> hello, supervisors. i am here on behalf of the san francisco arts democratic club. my riding may not be pertinent or in time to e-mail to you, but i do have something for future reference. we are definitely in support of the legislation at its core. the original rezoning was a fantastic in a ground-breaking idea, and we had the opportunity to expand this on a much greater scale with concerns that include areas that are not specific, including ones that have shown an interest in significant development, but we have gone from what was approved through a great equalization, giving opportunities for public art in a community space much needed funding to provide services to new residents and businesses that, when i look at the map as presented today, is a tiny fraction of the city. our concern about this is how far back we have pulled this. with the non-inclusion of residential projects, several of which are referenced at the bottom of this document, we are seeing a return

supervisor mar: supervisor cohen? supervisor cohen: where is this in relation to the process? this is specifically dealing with potrero hill? >> we plan to do this in the next year, so there is tons of time for feedback. we will be before you again, and there will be ample opportunity for community involvement at that time. supervisor cohen: would this include a middle-income housing? and just to be clear, this is for housing at 80% of ami? >> work force, middle-income housing, as well as market rate. to give you an example of what i mean about middle-income housing, we think of about 80% to 120%. middle income housing. all of this is not set in stone. we obviously have a lot of planning to do. there are the condominium purchase amounts. we have not set went levels. as you said earlier, we are early in the process, but i think the thinking is that middle band of housing would be specifically for that target population of somewhere between 50% and 120%. the market rate in our initial conversations, it would actually be affordable for families at 120% to buy the market rate. tha

supervisor cohen: thank you. roseanna? >> i am roseanne that. the main plans for rebuilding involving priests congestion and possibly last parking. it is important to rebuild the trail to address these concerns as much as possible, including the website. that have been available for input. i am having someone read this for me, but i have been too many. i have been involved 40 w o years associated as good as possible and project that is a crucial part of this that is necessary to make this plan feasible. without that, and the change will affect us all in many ways. some of it will be quite positive. there will be a number of market rate units yes, parking may be affected. i know how important that is like providing transportation to the under-served area. the people currently living in public housing, those are their next-door neighbors. we should address specific concerns about public housing, as one name -- one neighbor said that his fee would be completely obstructed by concrete. this is at the end of mind. what's my name is misery. i am a mem

[reads names] collects money ms. marshall. i have been in a lot of the programs. i will not name them all. we all want a better life. we all want our kids to be safe. i lived in public housing in my car had been broken into. i had people shoot guns at my house and i am not a violent person. i work for when i get. all of the people but complain about the violence, it is not just there. it is the people that come there to drop of stolen cars. it is not always our kids. i have a 19-year-old and a 16- year-old and i do not have them outside for this reason. i want to own my own house. i have been going to first-time home buyers. many of them do not agree. there is one going to college next year. i am trying to find out everything i can about a home to be able to buy, if they remodeled. they engage in stability, letting us know that people in public housing are no less than the people that live in the housing. i noticed that a lot of people whose complaints do not cut to the meeting, you will sit there and be left out and have that

supervisor cohen: madam chair? supervisor chu: just moving on to the next -- >> just moving on to the next slide, i alluded to this already and i do not think i need to go back again, but in the charter we are mandated to lead four broad goals. cooper children are healthy -- goals. children are healthy, ready to learn in contribute to the growth and vitality of san francisco. however, we strongly feel that in order for us to strongly change the life of a young person so that they can become sustainable adults, we really need to emphasize the ready to learn goal. in the last allocation plan, be called out that particular goal as the one we wanted to focus not only our resources, but all of our thinking and partnership around. that is why you saw our theme to be in much stronger partnership with the school district and city college, so that we can help try to make operation and really achieve this particular goal. in this slide, i want to show you how we in the department think about the strategies that we are going

cohen? guest: we have been very clear, and i hope if you visit our web site, you will see that we are adamantly opposed to violence. i do not believe that violence -- and, really, there has been some property destruction in terms of broken windows at the fringes of the movement, but that is certainly not part of the movement that i support. it is not a way to accomplish the objectives of the movement. we need to represent the 99% of americans and they do not believe in violence. host: in november, there was a gallup poll about the occupied and its -- the occupy movement, and its goals. people were confused about what the goals were. you think they have been clear in spelling out the goals? guest: actually, yes. the movement is clear that they want all world that works for the 99% instead of just the 1%. i think one of the reasons why there has not been demand or a few demands is because what is needed is a total change in terms of outlook and perspective. along the way to that change in outl

supervisor cohen: public comment is closed. a couple of notes about the student housing and students not leaving. could you speak to that specific concern? about students not staying in the program. are there any stipulations the program that is not happening? >> at this point in time, with nothing in the planning code, housing, individual units are rented to students and technically there is no differentiation between students and in the other residents. depending on the building for rent control laws would still be in place. supervisor cohen: it sounds like there is an opportunity to send it back to committee. supervisor wiener: the same question i put about the comment about the potential for abuse to avoid inclusion rehousing, the concerns about ownership and control being not flexible enough and the concern for the smaller institutions. >> and see the december 2010 ordinance in effect calls for wednesday in housing that is exempt from the requirements goes back to regular housing, they're subject to inclusion rehousing fee
