supervisor cohen: think you very much. colleagues, i will be introducing a resolution with the support of co-sponsors, urging the mayor and other city officials including the chief of police and not to pursue implementing a version of new york city's sto andp and -- stop and frisk policy. exploring and implementing something similar to this policy, and it has yielded little success. what it has done, it has created a conflict between citizens and law enforcement officials that led to a culture of racial profiling and violations of individual constitutional rights. just to give some context of how this policy works, he police department conducted a 685,724 stocks. that is no more than 1800 a day. the vast majority of these stocks resulted hand in no arrests, a violation, or ticket. what is more disturbing is that a majority of the stops were african-american, latino, and a male between the ages of 14 and 24 years old. san francisco is different from new york city. here is why we have prided ourselves and our commitment to c

supervisor cohen? supervisor cohen: i just wanted to thank supervisor kim for reiterating my concerns. especially with the america's cup, and these large private ventures, it sucks up all the capacity and energy, not just in the planning department, but other departments swept up into the monstrosity of major projects like the america's cup. i am really nervous that small neighborhoods like visitation valley will be continually marginalized and pushed down the line. that is part of the reason that visitation valley is in such a fragile position because of the lack of city resources and planning that has happened. i just wanted to offer a cautious word that we not forget our neighborhood, particularly those that have been historically left off the table, disenfranchised, marginalized, however you want to characterize it. it is important we continue to ensure the neighborhoods that are struggling have that support and the resources needed for it to become a vibrant. that ultimately also helps the entire

. >> -- supervisor cohen: may be mentioned as a 0.5 hours ago. please refresh my memory. i keep hearing this alternative hybrid plan. could you talk to meet a little bit about why you are against the hybrid plan? specifically, the west sunset baseball fields? it is not an option. is that correct? >> we have talked about this a couple of different times throughout the hearing tonight. our goal is to maximize our apply for kids. you heard a ton of compelling testimony about our shortage of fields. any sort of hybrid alternative, which would need its own set of environmental approvals -- we would have to start from scratch. you have come up with 1800 hours of less play. to put that in perspective, that translates to about 30 hours per week, on average, or about 900 hours -- 30 hours per week. 30 hours per week, on average. what one hour of play means -- it impacts 30 kids. that is 30 hours of let's play a week, multiplied by 30. that is 900 kids getting that much less of an opportunity to play. because an hour of play does not affect one child. it affects two teams on one fi

supervisor cohen: thank you for allowing me the opportunity to join you this morning. the produce market is a vital hub in the southeastern part of the city. for six years, have been supplying missile of fresh produce, employing local residents and distributing millions of dollars to payroll tax to our city. before slow food was fashionable, for decades, the produce market has been trying to increase food equity and our neighborhoods which have traditionally lack access to quality food. this new lease is a tremendous opportunity to build on the relationship the city has had with the market, corporations and small businesses that operate there. the item before you today provides the produce market with a new 60-year lease that will facilitate a large expansion of the market, updating facilities and creating new, expanded space for those who want to stay and grow in the city and tenants looking to locate their business here in the market. the structure and term of this lease will also facilitate significant private investment in the market's expansion through the use of

supervisor cohen? supervisor cohen: thank you. i want to follow up on a couple of questions that supervisor kim raised earlier with regard to code enforcement. you said you increase your code enforcement team. from what? >> this is about 10 years ago, and a double that. i would say it was 95 to six range in we went to 10 to 12. -- i would say it went from the five to six range. and there has to be a referral process. there are certain cases that are coded for some cases that do not have to go through the administrative process, and my office just takes them. there are other cases where you have a notice of violation on a have the ability issue or housing issue that you have to exhaust your administrative remedies before a lawsuit can be filed. so we rely on the department of building writ -- building inspection tour for those cases to us before we can file legation on those cases. that is the law. we have seen a decrease in the number of cases over the last several years that have either gone through the nov process are who have b

supervisor cohen: just a couple of questions. he noted that consolidated hospitals drive up prices and it is a safe assumption we can't have a hospital in every single corner. what do we need to do? >> in the long term, we have to recognize we have to give power to the public sector and figure out how to set and control rates separate from setting providers competing with each other so we have duplicative purchases of mri machines and duplicative services. we need to use the tools that are available to figure out how to provide and determine what services we need, provide and pay for those. i think it is a much longer-term project. we need to look at putting information and power to set rates and determined where facilities should be located in hands of us in the community and the public sector. we have paid very able department of public health. this is an intermediate step along the road. i think we need to recognize, and i have seen other information? acts. i think the combination of system reforms we are starting to put in pl
