and for me as mayor of san francisco, i know that the chief and i and supervisor cohen and dr. campbell and the whole public health staff have always had dialogue and been concerned especially when there is an uptick in june of this year on violent crime and homicides in san francisco. and, so, we've been working together on creating a program which i announced some months ago, the ipo program, the ability to work on things that would interrupt and intervene earlier in the behavior patterns of people that would be both victims and perpetrators of violent crime in our city. to support the police department and law enforcement system of doing more predictive policing using both data and technology to help us do that. and then, of course, i think the most important part is to organize our communities and work with community-based organizations, families, religious groups, and everybody that's on the ground to find more ways to intervene in violent behavior out there and utilize resources such as education systems, our community jobs programs, others that might allow people to go i

cohen. is this a full-out cooperation? >> remember what we reported yesterday? they are paying for the attorney. we don't know if there's reasons for that or possibly an employment agreement that covers even employees fired two years ago for poor performance, and charged with something on the job, charged with insider trading, faces 20 years in jail for actions he did while he was at sac capital, but this is a nuance, that's more than a nuance. here's what's going on. in addition to paying for that attorney, there is an agreement between the capital and the attorney charles stillman. what's this mean? this is interesting. what it does is that it means that any time there's a document request from the feds, goes what, cohen knows about it. any time, you know, that the feds bring in martoma, want to talk about him again, cohen knows about it. his attorneys know that if matthew does, indeed, flip, he's got the playbook of the government against him. this is a very key move in defending himself

famous hedge fund manager i describe just bracing himself recently talk about it if you can stephen cohen has long been kind of on the fringes of a number of scandals he's been. sued by a number of companies who claim that he has been involved in various market manipulation schemes that cohen you have to understand he he got rich. doing a very particular kind of trading where there was a sort of high velocity trading where he would take an enormous position in something and then as soon as it ticked one way or the other for even a second or two he would he would dump his shares so this is this kind of strategy where if you had some kind of inside information you could make a massive amount of money in a very short period of time and a lot of people have a long accused him of exactly that so he is now sort of formally being linked to an insider trading case in which he sold off seven hundred million dollars worth of shares in a pair of biomed companies just a couple of days ahead of the release of news that those companies had flunked a drug drug trial that would have made them a lot of mo

with anti racketeering laws what people have tried and incidentally they've tried with with stevie cohen there is a famous case. in who actually was in that famous but there was a case here in new jersey where an insurance company called croman forster which is a subsidiary of a canadian company called fairfax insurance they sued cohen and a number of other hedge fund guys and a couple of investment banks and and some other people for exactly the behavior that you describe and they tried to use new jersey's rico statute because it's one of the fuse that few states were that you're allowed to bring a private racketeering claim against. you know anybody but the courts wouldn't allow them to use rico and that case was dismissed and so it set a precedent it's just very hard to bring a racketeering claim against wall street people the judges have not yet wrap their head around the idea that that's exactly what's going on and so they're reluctant to go there where the reality is that racketeering is exactly what's going on you have this confluence of different types of organizations ratings ag

thank you, supervisor cohen. mr. clerk, can you call the last item? >> item no. 6 is a hearing on the municipal transportation quarterly progress on increasing and improving tax service. >> scott wiener. >> about a year ago i submitted a hearing request to request quarterly updates from the municipal transportation agency about taxi service in san francisco and efforts to reform and improve our taxi system. if we are ever to become truly a transit first system, muni, those critically important, will never be enough by itself. we also have to have in addition to great biking and ability for people to walk around safely, we need to have car sharing and very importantly we need to have a world class taxi system. we currently do not have enough taxis in san francisco. taxi service is not where it needs to be. people still have incredible trouble getting a cab, whether they are visiting the city, whether they are living in the city, and if we want people to be able to live here without owning their own vehicles we need to give good cab service. i know that
