cohen: sure. i think we have all learned lessons about how decentralized our public health infrastructure is. and sometimes that is great and sometimes that is challenging. as dr. varmus was referring to. but what i would say is that 80% of the dollars that come to cdc end up going out to states and localities, whether it is to improve their data systems, or to work on something like overdose prevention. so there are many ways in which, when you hear about cdc budget and what does that mean, yes, it could have impacts for the agency but 80% of those dollars are domestic dollars going to our states and localities. so when you hear a cut to cdc, which is on paper, the house budget, again, which is currently sitting there, we are on a continuing resolution, the house budget has a 22% cut to cdc, including zeroing out dollars for our entire injury center. that is the center that works on things like overdoses, suicide, and drowning, and what is the thing that kills people under the age of 50? suicide,

cohen: cdc has offices in 60 countries. we have been doing bilateral and multilateral work for many years. what i love about cdc and what it brings to the table is expertise on infectious disease and capacity building. so data capacity building, laboratory capacity building, epidemiology cap of -- capacity building. we don't just give money to an effort, we teach so there are other countries who write checks and what i think cdc, what we bring in our value is i saw that firsthand -- is expertise. i saw that firsthand in cambodia, where we have been doing work for a number of years, and what we want to happen is when something goes wrong, is for our team to be the first call so we can help solve problems. that is the intent. if they do protect -- detect a problem, we can solve it together. last year in cambodia they had a number of avian cases. we are seeing that on the domestic side which we can get into, but some avian flu cases, i was there to understand the work y seeow cdc trained the labs so they have the capacity to d

cohen: we learned. i think the team has been in a learning posture, and i want to give them credit for that. and we are also on the others them seeing how important these partnerships have been. because we have these lab partnerships, we also get in real time, de-identified lab data from the 200 most, infectious disease tests out there. now we are getting in data, supervalu and in the moment for many of our teams. you start to get to the other side and they are like, this is great. not just do something change tactically, it changes the culture. i do believe we are in a different place. i think folks have learned and have taken action on the. sen. barr: i don't think any of the three of us believe that cdc will get an increase in funding in the next budget cycle, nor potentially in the new administration. let me ask this. how much confidence do you have that the congress can understand where the gaps are, that the decrease will cause, and is cdc positioned to work with congress to provide suggestions ab
