in a new public policy poll, mark sanford is at 47%, elizabeth colbert busch is 46%. weeks ago, colbert busch led by nine points, 50-41 after he faced trespassing allegations by his ex-wife, jenny. he will be in court, mark sanford will, on those charges thursday, just two days after the election. tonight, usa today reports cameras will be allowed in court. there will, of course, be many more cameras in court thursday if mark sanford wins tomorrow night. joining me for his first national interview since getting the big job, jamie harrison, newly elected chairman of the south carolina democratic party, and krystal ball. mr. chairman, how does it look? >> looks good right now. we really believe that elizabeth will pull this victory out tomorrow. i tell you, it will be huge, historic. it is almost the equivalent of saying some super democratic giant losing to a republican. but we're going to do that here in south carolina. >> krystal ball, on the poll on the race, it is 47% say they think colbert busch is too liberal, 43% say the position is just right, 38% say mark sanf

do they hold their noses and vote for sanford or colbert-busch or simply stay home? what does african-american turnout look like? for colbert-busch to win, she needs black voters who make up 20% of the electorate today to vote in about those same numbers, maybe down to 18, she could still win. any lower than that, she can't win. and where is overall turnout, strong turnout likely helps sanford, probably a sign republican voters are putting aside their questions and heading to the polls. polls close tonight at 7:00 eastern time. nbc's kelly o'donnell joins us live from charleston, south carolina. and kelly, it's the most entertaining race, special election, i can remember, perhaps in our lifetime. and yet there really is no national message that's going to come out of it, other than it's an amazing race to follow. >> reporter: it's so good we've been here twice, chuck. and i appreciate that you ran so much of our interviews, and let people hear the conversations we had with these two candidates. part of what governor sanford, the former governor, would say is that it'

looks like by that standard you cannot predict colbert-busch. not yet. >> definitely what you've seen in the public policy polling, if you just isolate that poll, is the previous poll that they took, you had a sort of demoralized republican electorate. right? the poll was looking something like republican plus five or six. whereas now it's at plus 13. which means republicans are coming home. this is at the end of the day a race where partisan republicans, republicans are saying that it's more important for us to have a conservative in the house than to have somebody we like because obviously colbert-busch is winning on the question of who is more favorable. who do you like better? but republicans are going with their guy. >> what about this strategy, if it works, if sanford was running against -- i mean, we thought it was ludicrous here. a cardboard figure of nancy pelosi, invoking the name nancy pelosi seven or eight times in the debate they had. in other words, nationalizing colbert-busch, turning her from a locally somewhat attractive candida

then i started thinking about it and a yeah, maybe they rather would have elizabeth colbert busch for term or fraction of one term. they think they can knock her off in 2014 and with a can't date they feel proud of and can get behind with more enthusiasm. i don't think anyone wants mark sanford back. he's a strange guy embarrassed his state and party. for him to represent republicans on capitol hill at a time the republicans are trying to rebrand themselves as something more acceptable to voters including women voters especially he's probably not the guy they want i have not there. why not have elizabeth colbert busch for one term, recruit a strong republican candidate to beat her in 2014 and be done with sanford. i think that's probably what they were thinking. go ahead. >> i just wanted to add one thing. the way the house is set up now one vote is not going to matter on anything for the rest of this term of congress. it's not like 1993, where bill clinton passed his economic stimulus package by one vote or 1940, where f.d.r. got a peace time draft to prepare for world war ii by one

there was some question charleston may go for elizabeth colbert busch. in the end, he got all of them. what do you make of that? >> this was an off, off, off year special election. usually you get low turnout for these, for democrats the same could happen in 2014, that obama coalition that showed up in 2012 might not show up in the same way in 2014, and certainly didn't show up, isn't in much existence in this district. for democrats, they've got to figure out whether or not they're growing candidates in the south to take advantage of things like this, because politics is a business where opportunities like this crop up. are they growing the party down there in places like south carolina, and places like georgia. in south carolina, they have a democratic mayor in columbia. is that somebody who two, three, four years could run for senate or could run for governor? i think democrats put a lot of money into this, but also need to think about a strategy down in the south because that is a place where the obama coalition is in full force in south carolina. a

he beat his opponent elizabeth colbert-busch handily yesterday. slight reference to his personal failings which weren't enough to keep him out of office. >> [ inaudible ] this campaign would have been hugely [ inaudible ] a long time ago [ inaudible ] at the end of the day i will carry across the threshold by an incredible team of volunteers. >> i would say chronicled deficiencies as a man actually. he managed to make the contest a referendum of democrats in a deep red district. elizabeth colbert-busch may also have suffered from a lack of political experience and not spending enough time schmoozing the public. the end of this election by the way does not mark the end of mark sanford's personal trouble. he is scheduled to appear in court tomorrow to answer his ex-wife's charges of trespassing. today three state employees will testify before the house oversight and government reform commit even though congress has already seen some 25,000 pages of documents and heard plenty of testimony. and very proud of that. >>beltway politics from inside the lo

and we were with both candidates, the former governor and elizabeth colbert busch as they cast their own ballots, we talked with voters and it is one of those things that's hard to predict. it should be a republican district. it has been in the past. romney won big here. but elizabeth colbert bush has gotten a lot of attention. a lot of help from national democrats who have pumped money here. and when we've been just in town for a couple of days. boy, i can tell you the air waves have been packed with tv commercials, so voters have been saturated with news about this special election to fill a house seat. and the polling that was most recently done showed it very, very close. and so today both candidates are trying to see if they can do any final persuasion, we talked to voters in a couple of polling places and we got responses in both directions. we did hear from some voters, who told us that they did cast a ballot for mark sanford. but did so after a lot of reflection about some of his past mistakes. so for some of the people we talked to, it was not an easy thing. but they decided
