[applause] >> just one other thing i'll add to dr. colfax. we have a program called the street violence intervention program. it started in the mayor's office and last year the police department took over, or at least a piece of that. what that really is about is services to address the many things that go along with violence. when a violent crime occurs, if you're a victim of violent crime, particularly homicide shootings and those things, this team comes together and it's a collaborative effort from across the city, and the department of public health is involved in that, and basically what we do is we try to address some of the things that are associated with violence, the trauma, the wrap around services that are needed when a family suffers a violent crime, and what we have seen and i strongly believe this is the reason that our crime rate overtime is going down. you have to think about the future when you're addressing violence. when a 5-year-old sees violence in their family, say their brother or sister became a victim of violent crime

coo colfax you want to me comments? >> i want to thank the team for the outstanding report and it's informative and it will be a roadmap going forward. and the other piece in terms ofe the outcomes is that you're familiar with our process. so one of the things that's not always articulated in our work, internally in the department as we look to improve the quality of services is that quality improvement done through an equity lens will be expected over perhaps the short term. but certainly the long term to close some of the equity gaps. and so depending where you're going for treatment and whether it's prevention in schools or for primary care, or whether in a hospital, how you are treated based on how staff view you, and the implicitly and the explicit biases that affect how you are cared for, and it's in evidence-based method to address the performance issues in those areas. and that performance improvement is really an equity important step. so i think that it's just important to link the operational aspects of the d

things i have always been interested in, especially lately doing a lot of reconstruction reading, colfax, hamburg, the massacres that occurred in the state of u.s. troops in the occupied south. has anyone done any comprehensive military history on the military forces of occupation? and the decisions to move troops west in that complex military setting? >> it is a fabulous question. for many decades the reconstruction period was ignored. the scholarship had reached a point of being static. it had not changed in a while. just like with all areas of scholarship, military scholarship needed updating. it has been done with two works in particular that come to mind. greg downs has a book that talks about the -- the research is well done and shows how over time the size of the u.s. occupying force in reconstruction dwindled and dwindled. it was so small and inadequate to its task because congress was not allocating funds, etc., that the u.s. forces could not do a good job protecting african-americans who were suffering terrorism in the south as they were trying to transition to new jobs and new
