[ applause ]. >> mayor breed: so there you have it. let me just say that we all know that the challenges that we face as a city weren't created overnight. there won't be any easy fixes. it will take time. it will take, as every speaker here as said, collaboration, working together, seeking out the professionals who have the expertise in the medical arena and the non-profit sector, our policy-makers to provide the right kinds of solutions. this is so critical because when we look at homelessness and the challenges that, sadly, around 4,000 residents of our homeless community face, we know that it's not just homeless people who are dealing with a number of these issues in terms of behavioural health. it is time that we take just a different approach towards addressing behavioural health challenges in our city and in our country. that we begin to get rid of the stigma attached to seeking health for people who sometim

colfax and dr.s blanlz -- dr. bland will be here to answer any further questions that you might have. thank you. >>> we spoke with people regardless of what they are. that is when you see change. that is a lead vannin advantage. >>> so law enforcement assistance diversion to work with individuals with nonviolent related of offenses to offer an alternative to an arrest and the county jail. >> we are seeing reduction in drug-related crimes in the pilot area. >> they have done the program for quite a while. they are successful in reducing the going to the county jail. >> this was a state grant that we applied for. the department is the main administrator. it requires we work with multiple agencies. we have a community that includes the da, rapid transit police and san francisco sheriff's department and law enforcement agencies, public defender's office and adult probation to work together to look at the population that ends up in criminal justice and how they will not end up in jail. >> having partners in the nonprof

colfax? >> i just wanted to also acknowledge the commission because of the leadership role that -- dr. alice chen, who knows the chief medical officer of the department. we weren't able to share this in writing for various reasons, but she is moving on from the department to be deputy director of health policy and chief medical officer at state and it is an amazing opportunity for her, at a huge honor for us to have her go work at the state level. i just want to acknowledge dr. chen's leadership and her many contributions to the health department. she has mentored many people in the department, and we will miss her very much, would just to really congratulate her. if i may be so bold, absolutely if the commission would be willing to determine her on her. thank you. >> we would do that and say yes to this secretary that we create a document that honours her as she leaves the department. i would foot -- i will forward you the e-mail where the full title of her new position is explained. >> the

[applause] [♪] ♪ homelessness in san francisco is considered the number 1 issue by most people who live here, and it doesn't just affect neighbors without a home, it affects all of us. is real way to combat that is to work together. it will take city departments and nonprofit providers and volunteers and companies and community members all coming together. [♪] >> the product homeless connect community day of service began about 15 years ago, and we have had 73 of them. what we do is we host and expo-style event, and we were the very force organization to do this but it worked so well that 250 other cities across the globe host their own. there's over 120 service providers at the event today, and they range anywhere from hygiene kits provided by the basics, 5% -- to prescription glasses and reading glasses, hearing tests, pet sitting, showers, medical services, flu shots, dental care, groceries, so many

[applause] [♪] >> i just wanted to say a few words. one is to the parents and to all of the kids. thank you for supporting this program and for trusting us to create a soccer program in the bayview. >> soccer is the world's game, and everybody plays, but in the united states, this is a sport that struggles with access for certain communities. >> i coached basketball in a coached football for years, it is the same thing. it is about motivating kids and keeping them together, and giving them new opportunities. >> when the kids came out, they had no idea really what the game was. only one or two of them had played soccer before. we gave the kids very simple lessons every day and made sure that they had fun while they were doing it, and you really could see them evolve into a team over the course of the season. >> i think this is a great opportunity to be part of the community and be part of programs like t

[♪] >> i moved to the richmond district in 1950 mine. i was two years old. i moved from chinatown and we were one of the first asian families to move out here. [♪] >> when my mother decided to buy that house, nobody knew where it was. it seems so far away. for a long time, we were the only chinese family there but we started to see the areas of growth to serve a larger chinese population. the stress was storage of the birthplace of that. my father would have to go to chinatown for dim sum and i remember one day he came home and said, there is one here now. it just started to grow very organically. it is the same thing with the russian population, which is another very large ethnic group in the richmond district. as russia started to move in, we saw more russian stores. so parts of the richmond is very concentrated with the rus

colfax, and i am recusing myself. >> oh, and commissioners, and i'm sorry, for the public, these items were introduced at the last meeting, and today, you will vote on them. >> all right. good afternoon, commissioners. i'm here today for the second of two scheduled proposition q hearings on closures at st. mary's medical center, and the first hearing took place on july 16 at the last meeting. as a reminder on april 29 of 2019, st. mary's notified the health department of two closures. the closure of the cardiovascular surgery program, and the closure of the spine center, which is a licensed hospital outpatient clinic. you all received a memo that had detailed information about the closures? and for today's hearing, you received a memo that contained additional information based on the information that was requested during the last hearing. so for today's hearing, i'm just going to be briefly sharing points that are addressed in the full-out memo. i do want to note that dr. david cline, director of st. mary's medical center are here to represent st. mary's and answer any questions about

i'm joined here today by the director of mental health reform, grant colfax who is our director of thetment of public health as well as yolanda who has been a client here for some time and she will be speaking to you later today. thank you for being here and all the folks who are doing the hard work. we know that mental health -- there is a mental health crisis here in san francisco and i know that we often times hear that we're being thrown around loosely. but the fact is that as someone who grew up in san francisco and know that we have had challenges in this city, including issues around homelessness, what i see is something that i've never seen in my lifetime of growing up in the city and that is people who are in serious, serious crisis. serious need. and the fact is, in san francisco, the frustration is that we have a lot of resources. we have a lot we have a lot of dedicated revenues to help spousht -- support people, but we have discovered that the coordination has to be better and more efficient to really help people that we know are struggling. so we have people who have, as

>> the clearest one involves a guy named skyler colfax.in the 70s he did some things before he took office and they try to impeach him. the house judiciary committee said unanimously, you can only impeach for somebody and something which he did once he took office. jump forward 200 years, our congressional research service even for kavanaugh was nominated and trump was elected said nobody has ever been impeached solely on the basis of something he allegedly did before he took office, and jumping back 200 years, our old friend alexander hamilton said impeachment is reserved for violations of the public trust. no matter what he may have done 30 years ago, he should not be impeached. >> neil: there is the other case, and democrats comment on this where judge thomas porteous was removed from the bench by congress in 2010. i know it's a slightly different case but, what do you make of that? >> that was probably the exception which may or may not prove the rule but even here it was because there was deliberate misrepresentations made during the

colfax for your presentation of the plan and for your commitment to a new laguna honda, as well as the staff there at laguna honda, and bringing in very decisive leadership in the interim until the investigation is over and whatever processes are put in place to ensure all of the changes have taken hold and the new leadership is in place. i do want to note that it will be important if all of these changes are being put into place that all of the people who have dedicated themselves to the well-being of the patients that are there at the hospital, and those that have, in fact, worked for many, many years on behalf of those patients, also feel supported throughout these changes. there has been a lot that has been happening throughout the network. i would want to make sure that we continue to do whatever we can as we make these improvements to support the staff, all up and down the line to do this and to support each other, and to know that the commission and the department is doing this for the well-being of the patients, but also not to -- [indiscernible]. >> thank you, commissioner. >>
