colfax for their commitment to making this happen on an expedited timeline. the second recommendation of the task force, which also, i believe it was the second-highest recommended recommendation, was to strengthen the city's interdisciplinary behavioral health crisis response. i hear almost every day from constituents who are seeing folks in distress, folks in psychosis pretty much every day and they have no idea what to do , who to call, how to get a response. they call 311, it doesn't work. they feel nervous about calling the police, and so what the mayor recognizes and what has worked its way into urgent care s.f. and what will be moving forward are other responses so that san franciscans who are seeing neighbors and distress have a number they can call, and app they can dial, and they can get, in realtime, an appropriate response it isn't necessarily the police. if you need a police officer, the police need to be there, but ideally, it is not the police. so that is something that i think will change lives, both for folks who are in crisis, and for the co

. >> good afternoon, commissioners, grant colfax director of health. we have a full agenda this afternoon. i will highlight the key items in the director's report in front of you. one thing that is exciting, the first item. yesterday mayor breed and the department of health announced a new overdose prevention program for the hotels to be carried out. this program is in response to the rising number of overdose deaths in san francisco, approximately which 30% occur in single room occupancy hotels. this program is based on the successful tenant overdose response program from vancouver. we will work with the sr operators to develop the prevention programs. it will expand the overdose prevention further and support installation of naloxone boxes. that will begin later this year. the health department supports harm reduction coalition drug overdose prevention project which provides 15,000 doses of naloxone to thousands of those witnessing overdose in 2018 alone. the drug overdose prevention product reported 1658 overdose reversals that year and is on track

come back up, before we get into the commission's questions and comments i would like to give doctor colfax an opportunity to respond to the things he has heard. we will come back to you during the course of the dialogue up here. >> thank you. i want to thank everybody for coming out today and expressing your opinion. it is incredibly important. i apologize on the part of the department for not getting input earlier and hearing your concerns. i do think that we also need to be clear that with regard to people who turned out today the residents, front line staff, members of the public, that you hold a collective wisdom that as director of health i am committed to getting your input as we make decisions going forward. it is very important that the department has a shared accountability for the problems of arf and having visited with some of the staff here today i want to assure you while i do think there is severe problems with the arf and the history of the past five years, that i also recognize and i think the leadership recognizes the incredible work that people do every day at the arf and

this is a task force that i've been cochairing along with grant colfax. it was the -- mayor formed the task force back in february. we had our first meeting in april, and today, the report came out. i think everyone knows that san francisco has a meth problem. we see it in our streets, in our hospital emergency rooms, in our jails and all to often on the san franciscans die -- dying from overdoses. this is not the first time that san francisco has engaged on the issue of meth and its impacts on our communities. it was nearly 15 years ago that then mayor newsom convened the vee tease first meth task force focused on meth in the queer community. that led to innovations and models of study. this task force and the report we released today is not the beginning, then, of san francisco's public conversation about meth, and it cannot be the end, but i do believe we've made important contributions to that conversation, and i think that copies were provided to all of your offices. today, meth is still a queer issue in san francisco, but as the report documents, it

colfax. so i think they are very engaged and closely monitoring what is going on at laguna honda. i know the health commissioners are very interested and concerned and they want to make sure that things are going well at laguna. i believe as we move forward, they will continue to do that. >> again, i'm not trying to pick on any individuals here, but i'm concerned about what kind of systems we have. for instance, if it didn't work, maybe the health commissioners didn't ask the right questions. they might be aware of it now. the new health commissioners that come down the pipe might not be aware of it. is there a systematic way where, for instance, there is this sub-committee of health commissioners looking at these issues, is there a set of questions that they should be asking all the time, rather than, how are you doing? >> as a part of the plan of correction, for sure. all of the improvement activities that we're doing as a part of plan of correction has to go through -- they're going to be monitoring everything that we're doing as a part of the plan of correction. but ongoing, i
