outside the palace of westminster on college green, i am joined by one of the experts on legislation.lain to viewers what is being attempted today? the government is trying to legislate to hold an election on the 12th of december. the reason why the government has had to resort to passing legislation to do that is because of the fixed—term parliaments act. this was a law passed in 2011 which essentially gave parliament more control over when an election was called. before 2011 the government could make the choice to dissolve parliament and hold an election on the date of its choosing but the fixed terms parliament act says the government would need two thirds of mps in the house of commons to support him. he couldn't get that last night so instead he is legislating. the bill will be open to amendment and we will be open to amendment and we will see after the second reading proceedings are wrapped up we will see what amendments are selected. this is very important to explain because we are taking viewers through the reckon a sum of legislation here. because this is a bill, even though
