and there are many more colman members who were not able to make it today. there is something that is very much needed in san francisco, but is not actually happening. that is the reality that all students have the right and desire to learn in quality schools. right? depending on how you define a quality school, is the schools on our side of the committee -- our side of the city lack resources to be considered high- quality. i participate on the task force as the co-chair. the reality is the agency is not rolling things out as smoothly as we all hope for. there are students that are not on track, even as freshmen and sophomores, because of a lack of access, or because they need to make up for classes there were not able to pass. the reality is that while we hope we continue to pay attention to this issue, it is not just a district issue. it is a city and county of san francisco in show. it is a collective responsibility to ensure that all students have the opportunity to be successful in these programs. what the implementation lacks is the additional resourc

one of the things that struck me is how bizarrely and colman and respectful the whole proceedings seems to be. did you find that? >> yes. i was in court today -- contrast that panic and screams and sheer horror of what happened here in what oslo when he carried out his attacks with the court room and anders breivik comes across as very polite. the exchanges between him and a judge and other members of the courtroom have been held on very cordial terms. perhaps that sounds the wrong word to use but it does not feel the wrong word to use having seen it happening. even if there is some debate about whether he should cut down on the submissions is making to court, the length of his statement was questioned by the council for the victims, both the prosecution and defense lawyers that he needs to have his time to say what he did and why he did it and he was allowed to continue. so yes, it has any huge contrast from the violence of the crimes he carried out, but it has been striking how sympathetic, if you like, the court has been in terms of allowing him to have his say. >> i can't help but t

colman, right there, we all know that medicaid was never intended to be the primary provider of long-term care coverage, yet medicaid is the largest pair of long-term care services. with long-term care accounting for almost half of national long-term spending, as a former governor, i know that giving our states the plexability and resources they need to innovate is a first and critical step toward controlling spending in the medicaid program and improving long-term care outcomes. we will never achieve quality and savings with a one size fits all approach that ignores the differences and medicaid population from state to state. as you noted in your testimony, minnesota is applying waivers under medicaid to improve the way to deliver and pay for services and to make sure that services go to the most in need, which i agree with. with that being said, sir, what steps could congress take to improve and increase the flexibility to states like west virginia and minnesota to maximize the value in long-term care in their medicaid programs? >> thank you for the question. i too believe that states c
