here in colorado, the gop has c control of the colorado state house and holds three of the state elected positions and four of the congressal seats. the mood has shifted here opening the door for republican victories this november. a get out the vote program by republicans in colorado will take place in the run up to the election. this will include elections to ensure absentee voting as well as voting on election day. colorado has more registered republican voters than democrat voters. when i see that number 115,000 i'm thinking that is 1/5 the population of our state. come on, colorado, come on. the victory operation is a joint effort of the rnc. and the focus is to get republicans elected from the top down on the ticket. enthusiasm . but in fact, his change curbed our hope. he failed to fix the economy. he hadded millions of dollars to the national debt and aided many with his bad apologies. chief among them was the obamacare. i watched how quick the media was to say this is a great victory for president obama the wind is now at his back. i don't view it that way at all. this thing was

people in aurora, colorado will have an opportunity to come together sunday for a vigil to honor the victims of the movie theater massacre. among those attending, stateresentative for aurora rhonda seals. we're hearing president obama may also be in attendance or at least considering being in attendance in some capacity in aurora, colorado. representative, good to see you. you know, first, i understand this shooting at the movie theater took place just about three miles away from your home in the district in which you represent. how have people come together and how are people coping overall in your community? >> you know, i think that overall the community is very, very shaken. i think we're in shock. i think we're still trying to get our arms around how such a tragedy happened to us. >> tomorrow there will be a vigil. there have been some other gatherings that have taken place since that shooting early morning yesterday. what will be significant about the kind of vigil that's being planned for sunday? >> right. i think it was similar to the kind of vigil that we had yesterday. basically it's just an opportunity for people to kind of come together a

but does that impact in the state of colorado? >> i have been a defense attorney for 8 years. at this point even though i was a da for 18 years i would not trust anything until i see it no court. all i have heard is things that people are saying, but i will -- i would not trust anything. >> insanity goes -- juries buy it in one to two percent of the population. you think they are different than the rest of the country? >> no. >> finally, when they passed this statute, what i love about the colorado statute is there is an exception from insanity if it is the act born of evil, hatred, revenge, anger. it is almost so the legislators in colorado said if you are doing this out of hate and evil you are not going to be considered insane. i have never seen that. >> it's a good statute. >> that's a great statute. >> why did you go to the other side? >> i went to the other side for personal reasons. >> i went for personal reasons. >> i want to thank you richard block for joining us and sharing us information. you have given us more information on the colorado law than any one so far. th

our first slagle encounter was in 2000 when we met roy at colorado state penitentiary, and he made aig impression. at the time, roy was serving a 12-year sentence for robbery and had a notorious reputation for forcing the prison to perform cell extractions on him because of his frequent refusals to obey orders. nine years later, during our shoot at the lyman correctional facility in eastern colorado, we met an inmate named ray slagle who wasted no time reminding us of his sibling. >> come here, look at this. this is my twin brother right here. you already did a clip on him on msnbc. he was wild as hell. but by then, roy was anything but wild. and, in fact, had recently been released on parole. so we visited him at his parents' home where he had been living. >> are you going to make it this time staying out? >> yeah, i believe i'm going to make it, no doubt. >> roy is optimistic about his future, and so were we. back at lyman, his brother ray was serving a 15-year sentence for assault but was only days away from being released on parole. we looked forward to covering their first reuni

judge, let me begin with you and let's talk about the process in colorado or most states about saying that this person did what he did because he was insane versus that it was a criminal intent. that makes a big difference in the way the adjudication will go. >> and there is a lot of speculation right now, governor about whether or not the defendant will proffer andin' sanity defense. we do know that the arraignment is scheduled for monday at 8:30 a.m. but that can possibly change. there are two issues on the table right now. will this defendant be considered competent, that is able to understand the nature of the charges and assist his lawyers in his defense? and then issue number two, will he seek to offer an insanity defense where the burden of proof then will be on the state of colorado to prove whether or not he is sane. it is a classic mcnaughton rule did this defendant know and understand the nature of his acts and whether they are right or wrong or was he able to actually form the mental state necessary. what is interesting about the colorado statutes, governor, is mental depr
